【摘要】：PJM(Pennsylvania-New Jersey-Maryland)電力市場中經(jīng)濟(jì)需求響應(yīng)(economic demand response,EDR)雖已經(jīng)實施得比較成功,但同時也存在著一定問題。針對PJM電力市場中近年來發(fā)生的Electric Power Supply Association(EPSA)決議風(fēng)波所暴露出來的各方利益不均衡等問題,提出在原有PJM電力批發(fā)市場中,使發(fā)電商也參與到EDR的交易中,采用負(fù)荷轉(zhuǎn)移與負(fù)荷削減模式共存的EDR代替原先單一負(fù)荷削減模式下的EDR。同時在構(gòu)建EDR模型時,考慮用戶基線負(fù)荷(customer baseline load,CBL)誤差不確定性的因素,以準(zhǔn)確地計算EDR的真實響應(yīng)誤差。案例分析結(jié)果表明:考慮CBL誤差能估計出需求響應(yīng)誤差的真實成本;而負(fù)荷轉(zhuǎn)移模式能夠一定程度上協(xié)調(diào)發(fā)電商、負(fù)荷服務(wù)商實體(load serving entities,LSE)和削減服務(wù)提供商(curtailment service providers,CSP)之間的利益。
[Abstract]:Economic demand response in PJM(Pennsylvania-New Jersey-Maryland electricity Market. Economic demand response. EDR) has been implemented more successfully. But at the same time, there are some problems. The Electric Power Supply Association in the PJM electricity market in recent years, EPSA). It is proposed that in the original PJM wholesale power market, the generator should also participate in the transaction of EDR. EDR, which coexists with load transfer and load reduction mode, is used to replace the former EDR in single load reduction mode. At the same time, the EDR model is constructed. Take into account the uncertainty of the user's baseline load / customer baseline load (CBL) error. The real response error of EDR is calculated accurately. The result of case analysis shows that considering CBL error can estimate the true cost of demand response error. The load transfer mode can to some extent coordinate the load serving entities of the generator and the load service provider entity. Benefits between LSEs and curtailment service providers.
