【摘要】：PJM(Pennsylvania-New Jersey-Maryland)電力市場中經濟需求響應(economic demand response,EDR)雖已經實施得比較成功,但同時也存在著一定問題。針對PJM電力市場中近年來發(fā)生的Electric Power Supply Association(EPSA)決議風波所暴露出來的各方利益不均衡等問題,提出在原有PJM電力批發(fā)市場中,使發(fā)電商也參與到EDR的交易中,采用負荷轉移與負荷削減模式共存的EDR代替原先單一負荷削減模式下的EDR。同時在構建EDR模型時,考慮用戶基線負荷(customer baseline load,CBL)誤差不確定性的因素,以準確地計算EDR的真實響應誤差。案例分析結果表明:考慮CBL誤差能估計出需求響應誤差的真實成本;而負荷轉移模式能夠一定程度上協(xié)調發(fā)電商、負荷服務商實體(load serving entities,LSE)和削減服務提供商(curtailment service providers,CSP)之間的利益。
[Abstract]:Economic demand response in PJM(Pennsylvania-New Jersey-Maryland electricity Market. Economic demand response. EDR) has been implemented more successfully. The result of case analysis shows that considering CBL error can estimate the true cost of demand response error.
