【摘要】：EPC (Engineering、Procurement Construction)項目建設(shè)是目前工程項目建設(shè)和管理過程中運用最為廣泛的模式之一。該模式因集合了設(shè)計、采購和施工的全過程,不僅僅能幫助業(yè)主在項目建設(shè)前期鎖定工程造價,還能有效提升項目承包商的價值內(nèi)涵,因此獲得項目甲乙雙方的青睞。陜西延長石油集團公司為實現(xiàn)公司升級改造,延長產(chǎn)品價值鏈,出資成立陜西省延長延安能源化工有限責任公司(簡稱YANH),主要任務是承建集團公司在陜西省延安市的大型資源綜合利用項目。項目的建設(shè)在參考多方意見后才也采用了EPC總承包模式進行項目管理。在項目設(shè)計、采購和施工過程中,在設(shè)備質(zhì)量控制方面出現(xiàn)的業(yè)主與總承包商的博弈以及總承包商出現(xiàn)的道德風險時刻威脅著項目的最終的安全與穩(wěn)定運營。全面質(zhì)量管理(Total Quality Management)是制造業(yè)質(zhì)量管理中十分成熟的管理理念。然而在工程建設(shè)中,TQM思想的運用并不多見。為實現(xiàn)項目高質(zhì)量交付運營,本文結(jié)合EPC模式的自身特征,運用TQM理念,以YANH公司EPC項目的建設(shè)為背景,研究和提出符合設(shè)備質(zhì)量控制實際的項目質(zhì)量保證體系。由于化工項目工程對工程的安全和設(shè)備的質(zhì)量要求非常高,該體系的建立也能為其他化工項目建設(shè)提供一定的參考和借鑒意義。論文分為六個部分：第一部分就論文研究的背景、意義、目的以及研究思路和論文框架進行了說明,并在此基礎(chǔ)上提出論文的創(chuàng)新之處；第二部分對相關(guān)理論進行了梳理和總結(jié)；第三部分在對YANH公司EPC項目設(shè)備管理進行介紹后,結(jié)合國內(nèi)類似項目,提出EPC模式項目建設(shè)過程中,設(shè)備質(zhì)量管理上存在的漏洞和問題；第四部分根據(jù)存在的問題,論文提出了在EPC模式下,YANH司設(shè)備質(zhì)量控制需要達到的目標,以及進一步完善控制流程和體系的相關(guān)對策；第五部分論文提出為實現(xiàn)項目設(shè)備質(zhì)量控制目標,YANH公司應提供的相關(guān)保障措施。第六部分對前文做了總結(jié)和歸納,并最終得出本文結(jié)論。
[Abstract]:EPC Engineering. Procurement construction is one of the most widely used models in the process of construction and management. The whole process of procurement and construction can not only help the owner lock the project cost in the early stage of the project construction, but also effectively enhance the value connotation of the project contractor. Shaanxi Yanchang Petroleum Group Company in order to achieve the upgrading of the company, extend the product value chain. The establishment of Shaanxi Province Yanchang Yan'an Energy and Chemical Co., Ltd. (YANHfor short). The main task is to undertake the large scale comprehensive utilization project of resources in Yan'an City of Shaanxi Province. After consulting various opinions, the project construction also adopts EPC general contract mode for project management. In the project design. During procurement and construction. The game between owner and general contractor in equipment quality control and the moral hazard in general contractor threaten the final safe and stable operation of the project. Total Quality Management is a very mature management concept in manufacturing quality management. However, it is in engineering construction. The application of TQM is rare. In order to realize the high quality of project delivery and operation, this paper combines the characteristics of the EPC model and uses the TQM concept, taking the construction of EPC project of YANH Company as the background. Research and put forward the project quality assurance system which accords with the actual equipment quality control. Because of the chemical project engineering safety and equipment quality requirements are very high. The establishment of the system can also provide some reference and reference for other chemical projects. The thesis is divided into six parts: the first part is the background and significance of the research. The purpose, the research ideas and the framework of the paper are explained, and on the basis of this, the innovation of the paper is put forward. The second part of the relevant theories are combed and summarized; In the third part, after introducing the equipment management of EPC project of YANH Company, combined with similar projects in China, the paper puts forward the loopholes and problems in the equipment quality management in the process of construction of EPC mode project. In 4th, according to the existing problems, the paper puts forward the goal of equipment quality control in EPC mode, and the relevant countermeasures to further improve the control process and system; In the 5th part of the paper, the author puts forward the relevant safeguard measures which should be provided by Yannh Company in order to achieve the goal of project equipment quality control. Part 6th summarizes and summarizes the above, and finally draws the conclusion of this paper.
