【摘要】：煤炭開采行業(yè)作為基礎(chǔ)產(chǎn)業(yè),與國家經(jīng)濟和人民生活有重要關(guān)系。但,當前我國煤炭資源儲量越來越少,環(huán)保要求越來越高,國家宏觀經(jīng)濟也正處于增長速度換擋、結(jié)構(gòu)調(diào)整陣痛期和前期刺激政策消化期。煤炭價格一路下滑,煤機制造等行業(yè)持續(xù)低迷。全國煤炭行業(yè)全面進入“嚴冬”,從事煤炭生產(chǎn)的國有企業(yè)幾乎全面虧損,HN煤業(yè)集團企業(yè)經(jīng)營受到的影響也十分明顯,其部分礦井或因資源枯竭而加速進入衰退期,或因政策要求、經(jīng)營困難而被迫關(guān)�；虬腙P(guān)停,產(chǎn)銷量下降、剛性成本增長。為了更好應(yīng)對新形勢,HN煤業(yè)集團必須轉(zhuǎn)變發(fā)展模式,兼并和吸收優(yōu)勢資源,提升企業(yè)能力,發(fā)揮市場導(dǎo)向作用,在競爭中求生存,在合作中求發(fā)展,堅定不移地進行戰(zhàn)略轉(zhuǎn)型。文章以HN煤業(yè)集團發(fā)展戰(zhàn)略為研究對象,通過實地調(diào)研的方法對HN煤業(yè)集團的行業(yè)背景、人力資源情況、生產(chǎn)經(jīng)營狀況、財務(wù)狀況等進行了調(diào)研,運用PEST、SWOT分析法和案例分析法等分析方法對HN煤業(yè)集團戰(zhàn)略環(huán)境進行了分析,發(fā)現(xiàn)其在發(fā)展的過程中面臨著:產(chǎn)能嚴重過剩、環(huán)保要求增高、需求增速放緩、煤運通道改善帶來的生存考驗、省內(nèi)礦井多數(shù)進入衰老期,資源瀕臨枯竭等問題,進而提出了其戰(zhàn)略轉(zhuǎn)型的必要性。針對HN煤業(yè)集團發(fā)展的過程中面臨的問題,為其提出了具體的戰(zhàn)略轉(zhuǎn)型方案。方案建議HN煤業(yè)集團以增強企業(yè)核心競爭力、提高企業(yè)管理效率,最終達到企業(yè)經(jīng)營效益為目標,以資源匹配、產(chǎn)業(yè)關(guān)聯(lián)、循環(huán)發(fā)展、政策導(dǎo)向為原則,調(diào)整HN煤炭集團企業(yè)發(fā)展戰(zhàn)略,具體發(fā)展戰(zhàn)略調(diào)整如下:“以新能源為主,有限多元,分步轉(zhuǎn)型”的發(fā)展戰(zhàn)略,對集團的主營業(yè)務(wù)發(fā)展方向進行調(diào)整、實行主業(yè)和輔業(yè)分離、對省內(nèi)煤炭板塊實行“有序收縮”,對已有非媒板塊實行“去劣扶優(yōu)”、實施產(chǎn)權(quán)制度改革、實施信息化戰(zhàn)略。最后針對具體的戰(zhàn)略轉(zhuǎn)型方案,提出了相應(yīng)的保障措施:制度保障、資金保障、技術(shù)保障和生存安全保障。研究立足于HN煤業(yè)集團的長遠發(fā)展,旨在幫助HN煤業(yè)集團更好的順應(yīng)經(jīng)濟發(fā)展新常態(tài),且在重大機遇與挑戰(zhàn)中謀求更大的發(fā)展。
[Abstract]:The coal mining industry as a basic industry of national economy, and has important relationship with people's life. However, the current reserves of coal resources in China is less and less, more and more environmental protection requirements, the national macro economy is in a shift of growth, structural adjustment pains, pre stimulus digestion period. The coal prices continued to decline, coal machine manufacturing industry downturn. The national coal industry entered the "winter", engaged in coal production of state-owned enterprises almost complete loss of influence, HN coal group business is also very obvious, the part of the mine or due to resource depletion and accelerated into recession, or because of the policy requirements, operating difficulties and was forced to shut down or shut down half production, sales decline, rigid cost growth. In order to better cope with the new situation, HN coal group must change the mode of development, mergers and absorb the advantages of resources, enhance the enterprise ability to play the market guide To the effect, in order to survive in the competition and development, in cooperation, unswervingly carry out strategic transformation. Based on the development strategy of HN coal group as the research object, through the method of investigation and Research on the HN coal group industry background, human resources, production and operation situation, financial situation and other research, the use of PEST. SWOT analysis method and case analysis method to analyze the strategic environment of HN coal group, found that the faces in the process of development: serious excess capacity, the requirements of environmental protection increased, the demand slowdown, coal channel improvement brought about by the test of survival, the province most of mine into the aging period, problems of resources depleted, and put forward the necessity of strategic transformation. Facing the development process of HN coal group in the problem, put forward the strategic transformation plan for its specific proposal. HN coal industry group to enhance enterprises Core competitiveness of the industry, improve the efficiency of enterprise management, and ultimately achieve business efficiency as the goal, to resource matching, industry association, cycle development, policy oriented principle, adjust the development strategy of HN coal enterprise group, adjust the specific development strategies are as follows: "new energy Co., diversified development strategy, step by step, the main transformation" business development direction of the group to adjust, implement the main and auxiliary separation, the implementation of "orderly contraction of the province's coal sector, the implementation of" supporting the superior to inferior "of the existing non media sector, reforming the property right system, implement the strategy of informatization. According to the specific strategic transformation plan, puts forward the corresponding security measures: system security, financial support, technical support and survival security.
