【摘要】:在鐵路、城市軌道交通及其市政等大型基礎(chǔ)設(shè)施投資拉動(dòng)經(jīng)濟(jì)發(fā)展階段,鐵路勘察設(shè)計(jì)院作為工程建設(shè)的重要角色,發(fā)揮了積極的先導(dǎo)作用,確保了龐大的投資得以落實(shí)、工程建設(shè)項(xiàng)目得以實(shí)施。伴隨著工程信息化的快速發(fā)展,工程設(shè)計(jì)技術(shù)、標(biāo)準(zhǔn)、規(guī)范日益成熟和完善,鐵路勘察設(shè)計(jì)企業(yè)不僅在國(guó)內(nèi)設(shè)計(jì)了大量的、世界矚目的重大工程,而且鐵路勘察設(shè)計(jì)企業(yè)隨著國(guó)家層面“走出去”戰(zhàn)略的引領(lǐng),主動(dòng)走出國(guó)門參與國(guó)際競(jìng)爭(zhēng),有效的帶動(dòng)了中國(guó)的機(jī)電出口、材料出口和勞務(wù)出口,在提升國(guó)家形象、增強(qiáng)國(guó)際競(jìng)爭(zhēng)力和踐行國(guó)家“走出去”戰(zhàn)略實(shí)施中發(fā)揮了重大作用。如何提升鐵路勘察設(shè)計(jì)企業(yè)競(jìng)爭(zhēng)上的優(yōu)勢(shì)并保持在激烈競(jìng)爭(zhēng)的行業(yè)和市場(chǎng)中繼續(xù)保持應(yīng)有地位,引領(lǐng)潮流,是鐵路勘察設(shè)計(jì)院急需研究的問(wèn)題之一。本文以CRE為研究對(duì)象,分析了勘察設(shè)計(jì)企業(yè)在國(guó)內(nèi)和國(guó)外發(fā)展戰(zhàn)略研究的現(xiàn)狀,提出論文研究的主要內(nèi)容,本文討論了一些重要的研究方法和思路。首先,對(duì)CRE的發(fā)展戰(zhàn)略進(jìn)行回顧和分析,結(jié)合公司發(fā)展情況,運(yùn)用五力模型對(duì)企業(yè)發(fā)展現(xiàn)狀和戰(zhàn)略發(fā)展規(guī)劃所確定的主要目標(biāo)進(jìn)行了研究分析。其次,結(jié)合宏觀經(jīng)濟(jì)分析,通過(guò)對(duì)今后幾年鐵路、城市軌道交通等市政行業(yè)勘察設(shè)計(jì)市場(chǎng)環(huán)境分析、公司業(yè)務(wù)環(huán)境分析以及競(jìng)爭(zhēng)力分析,運(yùn)用SWOT分析法,得出CRE具有的內(nèi)部?jī)?yōu)勢(shì)、劣勢(shì)和外部機(jī)會(huì)、威脅。為研究CRE發(fā)展戰(zhàn)略提供基礎(chǔ)。第三,確定了CRE發(fā)展戰(zhàn)略、品牌影響力提升、技術(shù)研發(fā)與質(zhì)量、標(biāo)準(zhǔn)化管理體系建設(shè)、人力資源規(guī)劃、內(nèi)部管理特色建設(shè)、異地綜合分公司各具特色和企業(yè)文化建設(shè)七大目標(biāo)和措施。第四,提出CRE鐵路勘察設(shè)計(jì)業(yè)務(wù)、城市軌道交通勘察設(shè)計(jì)業(yè)務(wù)、海外業(yè)務(wù)、工程總承包業(yè)務(wù)、產(chǎn)品、技術(shù)咨詢及其他業(yè)務(wù)以及工程監(jiān)理六大業(yè)務(wù)板塊的定位、發(fā)展目標(biāo)、經(jīng)營(yíng)策略,并提出了一些實(shí)施建議。希望經(jīng)過(guò)本文的研究,對(duì)CRE的發(fā)展戰(zhàn)略的制定有參考價(jià)值。
[Abstract]:In the stage of development of economic railway, city rail traffic and other large municipal infrastructure investment, the railway survey and Design Institute as an important role in the engineering construction, play a positive role, to ensure that the huge investment, the implementation of construction projects to be implemented. With the rapid development of information engineering, engineering design, technical standards and norms becoming more mature and perfect, the railway survey and design enterprises not only in the domestic design of large engineering major, the world's attention, and the railway survey and design enterprises to lead the country along with the level of "going out" strategy, take the initiative to go abroad to participate in international competition, effectively drive the Chinese electromechanical exports, export of material and labor export, to enhance the national image and enhance the international competitiveness of the country and carry out the strategy of "going out" play a major role. How to improve the competitive advantages of Railway Survey and design enterprises and keep them in the fierce competition in the industry and market, leading the trend is one of the urgent problems for the railway survey and Design Institute. Taking CRE as the research object, this paper analyzes the current situation of the strategic research of survey and design enterprises both at home and abroad, and puts forward the main contents of the paper. This paper discusses some important research methods and ideas. First, the development strategy of CRE is reviewed and analyzed. Combined with the development of the company, the five force models are applied to analyze and identify the main objectives identified by the enterprise's development status and strategic development plan. Secondly, combining the analysis of macro economy, the next few years, the city rail transportation and Municipal Railway Survey and design industry market environment analysis, business environment analysis and competition analysis, using SWOT analysis method, we can find that CRE has the internal strengths and weaknesses and the external opportunity and threat. It provides the basis for the research of CRE development strategy. Third, we have identified seven goals and measures for CRE development strategy, brand influence enhancement, technology research and development and quality, standardization management system construction, human resource planning, internal management feature construction, different branch company's distinctive features and corporate culture construction. Fourth, the CRE Railway Survey and design business, city rail traffic survey and design business, overseas business and engineering contracting business, products, technical advice and other business and engineering supervision business segment of the six positioning, development goals, business strategy, and puts forward some suggestions. It is hoped that the research of this article will be of reference value to the development strategy of CRE.
