【摘要】：就業(yè)是民生之本,促進(jìn)就業(yè)是改善民生的大事情。在我國(guó)城市化的過(guò)程中,產(chǎn)生了一類既不同于農(nóng)民也不同于城鎮(zhèn)居民的特殊群體——失地農(nóng)民。和擁有相似社會(huì)資本的就業(yè)人群相比較,失地農(nóng)民就業(yè)競(jìng)爭(zhēng)力更低,就業(yè)形勢(shì)更加嚴(yán)峻。對(duì)失地農(nóng)民就業(yè)問(wèn)題的研究,將有利于對(duì)失地農(nóng)民就業(yè)現(xiàn)狀和就業(yè)趨勢(shì)進(jìn)行總結(jié)和分析,進(jìn)而對(duì)城市化進(jìn)程中所出現(xiàn)的失地農(nóng)民就業(yè)難問(wèn)題的解決有所助益,并將為我國(guó)建設(shè)社會(huì)主義新農(nóng)村等工作提供對(duì)策支持。而對(duì)于民族區(qū)域失地農(nóng)民就業(yè)問(wèn)題的專題研究,不僅能為學(xué)界及相關(guān)部門了解該類區(qū)域失地農(nóng)民的就業(yè)狀況提供參考個(gè)案,也能為當(dāng)?shù)卣贫ㄓ嗅槍?duì)性的促進(jìn)就業(yè)策略提供對(duì)策依據(jù)及參考意見。 常營(yíng)回族鄉(xiāng)是北京市近郊區(qū)的民族鄉(xiāng),其地域和發(fā)展?fàn)顩r極具特殊性和典型性,它不是完全城市化的民族鄉(xiāng),也區(qū)別于遠(yuǎn)離城區(qū)的其他民族鄉(xiāng),而是屬于被城市擴(kuò)展逐漸吸收的民族聚居區(qū),這就為研究處于城市邊緣的民族聚居區(qū)的失地農(nóng)民就業(yè)現(xiàn)狀提供了資源。本文主要以問(wèn)卷調(diào)查和深度訪談資料為依據(jù),在對(duì)常營(yíng)回族鄉(xiāng)失地農(nóng)民的就業(yè)分布、現(xiàn)狀、滿意度及就業(yè)需求進(jìn)行描述的基礎(chǔ)上,分析了常營(yíng)回族鄉(xiāng)失地農(nóng)民就業(yè)難存在的具體原因,并就如何促進(jìn)城市化進(jìn)程中當(dāng)?shù)厣贁?shù)民族失地農(nóng)民的就業(yè)提出了一些對(duì)策和建議。
[Abstract]:Employment is the foundation of people's livelihood, and promoting employment is a great thing to improve people's livelihood. In the process of urbanization in China, A special group of landless farmers, which is different from both farmers and urban residents, has emerged. Compared with those who have similar social capital, landless farmers are less competitive in employment. The employment situation is more severe. The study on the employment problem of landless farmers will be helpful to sum up and analyze the present employment situation and employment trend of landless farmers. It will be helpful to solve the employment problem of landless peasants in the process of urbanization, and will provide the countermeasure support for the construction of new socialist countryside in our country. It can not only provide reference cases for academic circles and relevant departments to understand the employment situation of landless farmers in this region, but also provide countermeasures and suggestions for local governments to formulate targeted employment promotion strategies. Changying Hui nationality Township is a nationality township in the suburbs of Beijing. Its region and development are very special and typical. It is not a completely urbanized nationality township, but also different from other nationality townships far from the urban areas. Instead, it belongs to the ethnic settlement area which is gradually absorbed by the urban expansion, which provides resources for the study of the present employment situation of the landless peasants in the urban fringe areas. This paper is mainly based on the questionnaire survey and in-depth interviews. On the basis of describing the employment distribution, present situation, satisfaction degree and employment demand of the landless peasants in Changying Hui nationality, this paper analyzes the concrete reasons for the difficulty of obtaining employment for the landless peasants in Changying Hui nationality. It also puts forward some countermeasures and suggestions on how to promote the employment of local minority landless peasants in the process of urbanization.
