【摘要】：正黨的十八屆三中全會(huì)《關(guān)于全面深化改革若干重大問題的決定》提出,建設(shè)生態(tài)文明,必須建立系統(tǒng)完整的生態(tài)文明制度體系,用制度保護(hù)生態(tài)環(huán)境,要健全自然資源資產(chǎn)產(chǎn)權(quán)制度和用途管制制度,"完善自然資源監(jiān)管體制,統(tǒng)一行使所有國(guó)土空間用途管制職責(zé)"。在這里,準(zhǔn)確理解我國(guó)自然資源監(jiān)管運(yùn)行機(jī)制的內(nèi)在邏輯,對(duì)推動(dòng)相關(guān)改革至關(guān)重要。法律意義上的自然資源,多指載體和形態(tài)明確的天然生成物盡管自然資源的學(xué)理涵義眾多,且狹義的理
[Abstract]:The decision of the third Plenary session of the 18th CPC Central Committee on comprehensively deepening the reform put forward that in order to build ecological civilization, it is necessary to establish a systematic and complete system of ecological civilization and to protect the ecological environment with the system. It is necessary to perfect the property rights system and the use control system of natural resources assets, and "perfect the natural resources supervision system and exercise all the duties of land and space use control in a unified manner." In this paper, it is very important to understand the internal logic of natural resources supervision mechanism in China.
