【摘要】：正"資源詛咒"是非洲發(fā)展的陷阱。殖民地時(shí)期的資源大開(kāi)發(fā),未曾帶來(lái)非洲的大發(fā)展,這與殖民地經(jīng)濟(jì)體系的封閉性、資源開(kāi)發(fā)的掠奪性、資源利用的單一性不無(wú)關(guān)系。隨著"中非命運(yùn)共同體"這一戰(zhàn)略合作伙伴關(guān)系的建立,如何突破非洲資源開(kāi)發(fā)利用的"殖民者的路徑依賴",是中非資源開(kāi)發(fā)利用合作得以深化、可持續(xù)發(fā)展的基礎(chǔ)。只有全面、科學(xué)、深刻認(rèn)知非洲自然資源、港口資源、人文資源等各類資源的現(xiàn)狀與特征,才能為制訂開(kāi)放、協(xié)同、共享的非洲資源開(kāi)發(fā)
[Abstract]:The resource curse is the trap of Africa's development. The great exploitation of resources during the colonial period did not bring about the great development of Africa, which had nothing to do with the closeness of the colonial economic system, the predatory nature of the exploitation of resources, and the singularity of the utilization of resources. With the establishment of the strategic partnership of "China-Africa fate Community", how to break through the "path dependence of colonists" in the exploitation and utilization of resources in Africa is the basis for deepening the cooperation in the development and utilization of resources between China and Africa and for sustainable development. Only when we have a comprehensive, scientific and profound understanding of the current situation and characteristics of Africa's natural resources, port resources, human resources, and so on, can we develop Africa's resources that are open, cooperative and shared.
