面向應(yīng)急救援的多目標(biāo)資源調(diào)度機(jī)制

【摘要】:突發(fā)公共事件發(fā)生后,應(yīng)急資源調(diào)度作為應(yīng)急管理的重要環(huán)節(jié),是其實(shí)現(xiàn)救援價(jià)值的重要體現(xiàn).首先從應(yīng)急管理角度分析了資源調(diào)度策略的影響因素,然后以優(yōu)化時(shí)間滿意度、成本耗費(fèi)和需求滿意度為目標(biāo)構(gòu)建多目標(biāo)應(yīng)急資源調(diào)度模型,通過引入粒子群算法求解多目標(biāo)函數(shù),決策出效用滿意度最大的資源調(diào)度方案.最后,以效用滿意度作為應(yīng)急資源調(diào)度的均衡性指標(biāo).仿真實(shí)驗(yàn)結(jié)果表明,該方法具有較好的效用滿意度,提高了資源調(diào)度的有效性.
[Abstract]:As an important link of emergency management, emergency resource scheduling is an important embodiment of the value of emergency rescue after public emergencies occur. This paper first analyzes the influencing factors of resource scheduling strategy from the perspective of emergency management, and then constructs a multi-objective emergency resource scheduling model aiming at optimizing time satisfaction, cost consumption and demand satisfaction. By introducing particle swarm optimization (PSO) algorithm to solve multi-objective function, a resource scheduling scheme with maximum utility satisfaction is proposed. Finally, the utility satisfaction is regarded as the balanced index of emergency resource scheduling. The simulation results show that the method has better utility satisfaction and improves the efficiency of resource scheduling.
