【摘要】：傳統(tǒng)的建設(shè)用地指標(biāo)分配管控模式對我國城鎮(zhèn)化的推進(jìn)產(chǎn)生了諸多不利影響,本文采用演化博弈模型分析不同資源稟賦的地方政府間建設(shè)用地指標(biāo)分配方法及策略。研究發(fā)現(xiàn):中央或上級地方政府差異化的經(jīng)濟(jì)考核和耕地保護(hù)政策對地方政府實(shí)施合作主義有直接影響,"胡蘿卜"政策比"大棒"政策更有效地促進(jìn)了地方政府在土地高效集約利用方面的合作;提高征地補(bǔ)償?shù)氖袌龌潭�、�?yōu)化提高資金和勞動(dòng)力配置的市場化程度有利于促進(jìn)土地利用效率的提高,有利于不同資源稟賦的地方政府都實(shí)施土地集約利用行為;傳統(tǒng)的地方經(jīng)濟(jì)的競次發(fā)展模式不符合新型城鎮(zhèn)化和土地利用效率提高的要求。為了更好地推進(jìn)城鎮(zhèn)差異化發(fā)展,需要提升要素市場化水平,建立差異化地方政府考核辦法,出臺配套戶籍與轉(zhuǎn)移支付等政策。
[Abstract]:The traditional construction has many adverse effects on China's urbanization land allocation control mode, this paper uses evolutionary game model to analyze the different resource endowments between the local government and construction land allocation methods and strategies. The study found that: the central or local government superior differential economic assessment and land protection policy directly impact on local government cooperation, the "carrot" policy than the "stick" policy to more effectively promote the local government in the land intensive utilization cooperation; improve the degree of marketization of land expropriation compensation, improve the degree of market capital and labor allocation is conducive to the promotion of land use efficiency, is conducive to different resources the local government act endowment land intensive use; race the traditional mode of development of the local economy in line with the new urbanization and land use In order to better promote the development of urban differentiation, we need to improve the level of factor marketization, establish differentiated local government assessment methods, and introduce policies such as supporting household registration and transfer payment.
