【摘要】：隨著城市規(guī)模的不斷壯大,城市空間結(jié)構(gòu)趨向于復(fù)雜,社會(huì)治安形勢也趨向于復(fù)雜和嚴(yán)峻,城市治安問題成為社會(huì)關(guān)注的焦點(diǎn)。隨著公安部全面推進(jìn)科技強(qiáng)警戰(zhàn)略和城市報(bào)警與監(jiān)控系統(tǒng)建設(shè)及“3111”試點(diǎn)工程的實(shí)施,視頻監(jiān)控系統(tǒng)管理成為城市治安防控體系管理的核心。視頻監(jiān)控系統(tǒng)的使用改變了公安部門傳統(tǒng)治安管理工作模式,化被動(dòng)為主動(dòng),很大程度上提升了公安部門治安案件偵破效率。D市作為核心樞紐城市,其社會(huì)治安問題一直是社會(huì)各界關(guān)注的問題,為構(gòu)建和諧平安城市,D市投入了大量的人力、物力、財(cái)力進(jìn)行平安城市視頻監(jiān)控系統(tǒng)管理工作。D市公安部門一直致力于視頻監(jiān)控系統(tǒng)管理工作,打造了嚴(yán)密的治安視頻監(jiān)控網(wǎng)絡(luò)管理體系,極大地提高了 D市公安機(jī)關(guān)治理效率,在實(shí)戰(zhàn)方面取得了十分顯著的社會(huì)治安效果。在取得一定成就的同時(shí),D市公安局平安城市視頻監(jiān)控系統(tǒng)仍然存在著諸如管理方式粗放、各方機(jī)構(gòu)的協(xié)調(diào)配合機(jī)制尚未形成、視頻監(jiān)控隊(duì)伍專業(yè)化不足等原因。因此,D市公安局平安城市視頻監(jiān)控系統(tǒng)管理工作得到廣泛的關(guān)注。本文以D市公安局平安城市視頻監(jiān)控系統(tǒng)管理為研究對象,以公安管理與治安學(xué)理論、社會(huì)治理理論為基礎(chǔ),重點(diǎn)研究視頻監(jiān)控系統(tǒng)管理中得出現(xiàn)的問題以及相應(yīng)的對策。首先對D市公安局平安城市視頻監(jiān)控管理情況進(jìn)行調(diào)查分析,總結(jié)其存在的問題,然后對國內(nèi)外其他地區(qū)視頻監(jiān)控系統(tǒng)管理情況進(jìn)行分析總結(jié),與D市實(shí)際情況進(jìn)行對比分析,根據(jù)D市實(shí)際情況借鑒國內(nèi)外先進(jìn)經(jīng)驗(yàn),提出了針對D市公安局平安城市視頻監(jiān)控系統(tǒng)管理的對策,得出了對D市公安局視頻監(jiān)控系統(tǒng)管理工作有用的結(jié)論和經(jīng)驗(yàn)。一系列的對策初探,力求對D市平安城市視頻監(jiān)控系統(tǒng)管理實(shí)施工作提出建議,從而對D市構(gòu)建平安城市視頻監(jiān)控系統(tǒng)的可持續(xù)發(fā)展戰(zhàn)略提供理論思路和實(shí)現(xiàn)途徑,希望能對D市公安局視頻監(jiān)控工作有所啟發(fā)。
[Abstract]:With the growing scale of city, city spatial structure tends to be complex, social security situation also tend to be complex and serious, city public security problem has become the focus of attention. With the Ministry of public security to promote science and technology strong police strategy and city alarm and monitoring system construction and implementation of "3111" pilot project, video surveillance system has become the core of management management of city public security prevention and control system. The use of video surveillance system has changed the traditional mode of Public Security Department security management work, initiative, greatly improve the efficiency of Public Security Department security cases detected.D city as the core hub of the city, the social security issue has been of concern to all sectors of society, to build a harmonious and safe city. D invested a lot of manpower, material resources, financial resources for safe city video surveillance system management.D municipal public security departments have been committed to video The system management work, to create a tight security video monitoring network management system, greatly improve the governance efficiency of the public security organs in D City, achieved a very significant effect in actual combat. Social security has made some achievements in D at the same time, the Municipal Public Security Bureau of safe city video surveillance system still exists such as extensive mode of management, the parties the coordination mechanism has not yet formed, because video monitoring team professional shortage. Therefore, D Municipal Public Security Bureau safety management of city video surveillance system has received wide attention. In this paper, D Municipal Public Security Bureau of safe management of city video surveillance system as the research object, the theory on the public security management and public security, social governance theory, problems and corresponding countermeasures have to focus on the video monitoring system in the management of D. Firstly, the Municipal Public Security Bureau of safe city video surveillance management situation in For the investigation and analysis, summarized the existing problems, and then the video monitoring system of management in other parts of the country are analyzed and summarized, compared with the actual situation of D City, according to the actual situation of D city from the domestic and foreign advanced experience, put forward to D Municipal Public Security Bureau Security countermeasures video monitoring system of the city management, the D useful for the Municipal Public Security Bureau video monitoring system management and experience. The conclusion of the work of a series of countermeasures, strive to D city safety management city video monitoring system put forward suggestions, the strategy of sustainable development so as to construct safe city video surveillance system in D City, provide theoretical ideas and ways, hoping to help D City Public Security Bureau video monitoring work.
