巴林左旗農(nóng)電通信網(wǎng)建設(shè)項(xiàng)目綜合評價研究

【摘要】:在中國城市化發(fā)展的進(jìn)程中,鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)也在快速發(fā)展。同時,伴隨著人民生活水平的提高,對電力的需求明顯加大,對農(nóng)電運(yùn)行的安全性和可靠性有了更高的要求。巴林左旗電力通信網(wǎng)建設(shè)不僅可以提高該地區(qū)電力通信的可靠性和穩(wěn)定性,為地區(qū)的工業(yè)和生活用電提供可靠保障;同時還可以保障地區(qū)的供電能力和供電質(zhì)量,為地區(qū)工業(yè)生產(chǎn)和日常生活提供基礎(chǔ)條件,從而對當(dāng)?shù)亟?jīng)濟(jì)發(fā)展帶來積極影響。對巴林左旗電力通信網(wǎng)建設(shè)項(xiàng)目進(jìn)行綜合評價不僅為項(xiàng)目的順利進(jìn)行提供支撐,從而確保地區(qū)電力通信的可靠和穩(wěn)定,帶動地區(qū)經(jīng)濟(jì)發(fā)展,提高人民生活水平,還可以為其他電力通信網(wǎng)建設(shè)提供科學(xué)參考。本文以巴林左旗農(nóng)電通信網(wǎng)建設(shè)項(xiàng)目為背景,研究農(nóng)電通信網(wǎng)建設(shè)的綜合評價。首先介紹了研究的背景以及意義,并系統(tǒng)分析了國內(nèi)外電力通信網(wǎng)研究現(xiàn)狀和綜合評價的研究現(xiàn)狀,并且梳理了本文的研究內(nèi)容和結(jié)構(gòu)安排,概述了層次分析方法和模糊評價方法;其次,詳細(xì)介紹了巴林左旗電力及通信網(wǎng)的現(xiàn)狀,分析了存在的問題及建設(shè)的必要性,從方案設(shè)計(jì)到施工組織方面介紹了巴林左旗農(nóng)電通信網(wǎng)的概況;然后,從技術(shù)分析、經(jīng)濟(jì)效益、社會效益和環(huán)境效益四個方面對該項(xiàng)目進(jìn)行分析研究,并以此為基礎(chǔ)構(gòu)建了該項(xiàng)目綜合評價指標(biāo)體系,主要包括環(huán)形鏈路通信、無線專網(wǎng)通信、項(xiàng)目安全性、項(xiàng)目先進(jìn)性、投資估算、造價分析、財(cái)務(wù)分析、通信及供電可靠性、抄表準(zhǔn)確率、對當(dāng)?shù)鼐蜆I(yè)的影響、電磁環(huán)境影響和節(jié)能降耗等方面;最后,運(yùn)用層次分析法和模糊綜合評價方法對該項(xiàng)目進(jìn)行綜合評價,得出巴林左旗農(nóng)電通信網(wǎng)建設(shè)項(xiàng)目單因素評價為優(yōu)和綜合評價為優(yōu)的結(jié)論,并對結(jié)論進(jìn)行了分析和總結(jié)。本文的研究成果為項(xiàng)目的順利實(shí)施提供了一定的判斷依據(jù),同時對農(nóng)電通信網(wǎng)建設(shè)項(xiàng)目綜合評價具有一定的借鑒意義。
[Abstract]:In the process of urbanization in China, the township economy is also developing rapidly. At the same time, with the improvement of people's living standards, the demand for electricity is obviously increased. The construction of electric power communication network in Balin Zuo Banner can not only improve the reliability and stability of electric power communication in this area. To provide reliable protection for industrial and daily electricity consumption in the region; At the same time, it can also guarantee the power supply capacity and quality of the area, and provide the basic conditions for the local industrial production and daily life. The comprehensive evaluation of Balin Zuo Banner electric power communication network construction project not only provides support for the project to ensure the reliability and stability of regional electric power communication. Driving regional economic development and improving people's living standards can also provide scientific reference for other electric power communication network construction. This paper takes the construction project of agricultural power communication network of Balin Zuo Banner as the background. Firstly, the background and significance of the research are introduced, and the research status and the comprehensive evaluation of the electric power communication network at home and abroad are analyzed systematically. And combs the research content and the structure arrangement of this article, summarizes the analytic hierarchy process method and the fuzzy appraisal method; Secondly, it introduces the current situation of electric power and communication network in Balinzuo Banner in detail, analyzes the existing problems and the necessity of construction, and introduces the general situation of the communication network of agricultural power in Balinzuo Banner from project design to construction organization. Then, from the technical analysis, economic benefits, social benefits and environmental benefits of the four aspects of the analysis of the project, and on the basis of the comprehensive evaluation of the project, the index system, mainly including ring link communication. Wireless private network communication, project security, project advancement, investment estimation, cost analysis, financial analysis, communication and power supply reliability, meter reading accuracy, the impact on local employment. Electromagnetic environmental impact and energy saving and consumption reduction; Finally, the comprehensive evaluation of the project is carried out by using AHP and fuzzy comprehensive evaluation method, and the conclusion is that the single factor evaluation and the comprehensive evaluation of the construction project of the agricultural power communication network in Balinzuo Banner are excellent. The conclusion is analyzed and summarized. The research results of this paper provide a certain judgment basis for the smooth implementation of the project, and also have a certain reference significance for the comprehensive evaluation of the construction project of rural electric power communication network.
