【摘要】：厄瓜多爾水資源豐富,但由于生活和工業(yè)污水處理設(shè)施的匱乏,石油和礦產(chǎn)的無序開采以及經(jīng)濟(jì)作物和花卉種植過程中化肥農(nóng)藥的大量使用,使得該國的水環(huán)境問題比較突出。為實(shí)現(xiàn)厄瓜多爾國家美好生活規(guī)劃的目標(biāo),必需統(tǒng)籌規(guī)劃,科學(xué)有效地對水資源實(shí)施保護(hù)。主要針對厄瓜多爾水質(zhì)監(jiān)測資料系統(tǒng)性較差、水質(zhì)標(biāo)準(zhǔn)體系與中國水質(zhì)標(biāo)準(zhǔn)體系存在差異以及其水資源保護(hù)體系尚不完善等現(xiàn)實(shí)情況,對厄瓜多爾當(dāng)?shù)氐臉?biāo)準(zhǔn)、中國標(biāo)準(zhǔn)和國際先進(jìn)技術(shù)方法進(jìn)行綜合分析,提出了適用于厄瓜多爾的水資源保護(hù)規(guī)劃技術(shù)方法,并在系統(tǒng)評價(jià)厄瓜多爾全國地表水環(huán)境現(xiàn)狀的基礎(chǔ)上,對不同流域存在的主要水環(huán)境問題進(jìn)行識(shí)別,提出了具有針對性的水污染防控措施,明確了敏感水域的生態(tài)流量控制要求,以便為維護(hù)厄瓜多爾供水安全和生態(tài)安全、支撐經(jīng)濟(jì)長期平穩(wěn)較快地發(fā)展和社會(huì)的和諧穩(wěn)定提供保障。
[Abstract]:Ecuador is rich in water resources, but due to the shortage of domestic and industrial sewage treatment facilities, the disorderly exploitation of oil and mineral resources, and the large use of chemical fertilizers and pesticides in the process of planting cash crops and flowers, the water environment in Ecuador is becoming more prominent. In order to achieve the goal of Ecuador's national plan for a better life, it is necessary to plan and protect water resources scientifically and effectively. In view of the fact that Ecuador's water quality monitoring data is not systematic, that there are differences between the water quality standard system and the Chinese water quality standard system, and that its water resources protection system is not yet perfect, the local standards for Ecuador, On the basis of comprehensive analysis of Chinese standards and international advanced technical methods, the technical methods of water resources protection planning suitable for Ecuador are put forward, and on the basis of systematic evaluation of the present situation of surface water environment in Ecuador, The main water environmental problems existing in different watersheds were identified, and specific water pollution prevention and control measures were put forward, and the ecological flow control requirements of sensitive waters were clearly defined in order to maintain the safety of water supply and ecological security in Ecuador, Support the long-term stable and rapid economic development and social harmony and stability to provide protection.
