【摘要】：黃河上游地區(qū)經(jīng)濟(jì)發(fā)展水平落后,基礎(chǔ)設(shè)施建設(shè)滯后,水資源供需矛盾突出,水事關(guān)系錯(cuò)綜復(fù)雜,水事矛盾與水事糾紛頻發(fā)。受制于現(xiàn)行的水行政管理體制,黃河上游的河道管理尚未建立起良好的管理制度,為水行政管理與執(zhí)法帶來(lái)一定難度。為此,通過(guò)對(duì)黃河上游河道管理情況的分析研究,對(duì)地方性立法現(xiàn)狀的評(píng)析,提出了建立黃河上游河道管理制度的建議。
[Abstract]:In the upper reaches of the Yellow River, the level of economic development is backward, the infrastructure construction lags behind, the contradiction between supply and demand of water resources is prominent, the relationship between water affairs and water affairs is complicated, and the conflicts between water affairs and water affairs Restricted by the current water administration system, the river management in the upper reaches of the Yellow River has not yet established a good management system, which brings some difficulties to the water administration and law enforcement. Based on the analysis and research of the river management in the upper reaches of the Yellow River, and the analysis of the present situation of local legislation, this paper puts forward some suggestions for establishing the river management system in the upper reaches of the Yellow River.
