江湖關(guān)系變化條件下洞庭湖區(qū)撇洪工程對策研究

【摘要】:撇洪工程為洞庭湖區(qū)特別是四水尾閭地區(qū)重要的排澇設(shè)施之一。由于受江湖關(guān)系的變化和人類活動的影響,長江三口以及洞庭湖區(qū)泥沙淤積嚴(yán)重,導(dǎo)致洞庭湖區(qū)同流量下洪水位抬高、高洪水位持續(xù)時間延長;致使洞庭湖區(qū)撇洪工程自流外排機(jī)會減少、運行效率降低,撇洪河堤險情頻繁出現(xiàn),嚴(yán)重影響到了撇洪工程的運行安全。西洞庭湖區(qū)的常德市沖柳高水撇洪工程在洞庭湖區(qū)撇洪工程中具有一定的代表性,以該撇洪工程為實例,通過對比不同年代(20世紀(jì)70年代和21世紀(jì)初)的江湖關(guān)系變化條件下的撇洪工程運行效果,對其撇洪效果產(chǎn)生差異的原因進(jìn)行了分析研究。根據(jù)分析結(jié)果,提出了適宜的應(yīng)對措施及方案,即在撇洪工程出口處配套建設(shè)排澇泵站,同時,對該改造方案的排澇效果進(jìn)行了論證和評估。研究成果可對類似地區(qū)排澇工程的規(guī)劃設(shè)計提供借鑒和指導(dǎo)。
[Abstract]:Flood skimming project is one of the most important waterlogging facilities in Dongting Lake area, especially in Sishui Lv area. Due to the change of the relationship between rivers and lakes and the influence of human activities, the sediment deposition in the three estuary of the Yangtze River and Dongting Lake area is serious, which leads to the elevation of flood water level and the prolongation of the duration of high flood level under the same discharge in Dongting Lake area. As a result, the self-discharge of flood-skimming project in Dongting Lake area is reduced, the operation efficiency is reduced, and the dangerous situation of flood-skimming river dike occurs frequently, which seriously affects the operation safety of flood-skimming project. The high water drainage project in Changde City of the West Dongting Lake area is representative of the flood removal project in the Dongting Lake area, taking the flood removal project as an example. By comparing the operation effects of river-lake dewatering projects in different years (70's and 21 ~ (th) century), this paper analyzes the reasons for the differences in the flood-removal effects of the flood-removing projects in the years of the 20th century and the beginning of the 21 ~ (th) century. According to the analysis results, the appropriate countermeasures and schemes are put forward, that is, the waterlogging pumping station is set up at the exit of flood skimming project. At the same time, the flood drainage effect of this reconstruction scheme is demonstrated and evaluated. The research results can provide reference and guidance for the planning and design of drainage projects in similar areas.
