水利建設(shè)項(xiàng)目設(shè)計(jì)質(zhì)量管理研究

【摘要】:2011年,中共中央、國務(wù)院發(fā)布了《關(guān)于加快水利改革發(fā)展的決定》,2015年中共中央、國務(wù)院再次發(fā)布《關(guān)于加大改革創(chuàng)新力度加快農(nóng)業(yè)現(xiàn)代化建設(shè)的若干意見》,在一系列政策推動(dòng)下,水利建設(shè)方興未艾、持續(xù)發(fā)展。在水利工程項(xiàng)目質(zhì)量構(gòu)成中,最為關(guān)鍵的環(huán)節(jié)是水利項(xiàng)目的設(shè)計(jì),其對(duì)工程竣工后的運(yùn)營管理產(chǎn)生直接性影響。設(shè)計(jì)階段的一個(gè)小小的失誤便可能造成巨大的經(jīng)濟(jì)損失。本文首先從項(xiàng)目質(zhì)量管理基本理論入手,詳細(xì)分析了質(zhì)量管理發(fā)展的兩個(gè)關(guān)鍵階段:全面質(zhì)量管理階段與質(zhì)量管理體系階段,通過論證兩個(gè)階段的異同點(diǎn),推論出適合多數(shù)現(xiàn)代企業(yè)進(jìn)行質(zhì)量管理的方法。第二,闡述水利工程項(xiàng)目質(zhì)量的構(gòu)成,全方位的分析了設(shè)計(jì)質(zhì)量管理形成過程和設(shè)計(jì)質(zhì)量過程管理的控制點(diǎn),剖析了影響水利行業(yè)設(shè)計(jì)質(zhì)量的主要因素,提出了保證和提高設(shè)計(jì)質(zhì)量的措施。然后,以某S水利設(shè)計(jì)院的質(zhì)量管理體系為研究對(duì)象,找出體系運(yùn)行過程中存在的問題,并結(jié)合國內(nèi)水利設(shè)計(jì)行業(yè)質(zhì)量管理現(xiàn)狀存在的問題,經(jīng)過層層遞進(jìn),分析設(shè)計(jì)質(zhì)量管理體系存在的問題,找出提高水利行業(yè)設(shè)計(jì)質(zhì)量管理的有效途徑。最后,通過改進(jìn)措施在實(shí)際項(xiàng)目設(shè)計(jì)中的有效運(yùn)用,證明了本文提出的提高設(shè)計(jì)質(zhì)量和設(shè)計(jì)質(zhì)量管理的措施初見成效,達(dá)到了增加質(zhì)量體系有效性、實(shí)用性和提高工作效率的目的。本文構(gòu)建了相對(duì)清晰、完善的水利質(zhì)量管理的研究思路框架:水利工程項(xiàng)目質(zhì)量的構(gòu)成—水利工程設(shè)計(jì)質(zhì)量的形成—設(shè)計(jì)質(zhì)量過程管理—設(shè)計(jì)單位質(zhì)量體系管理,對(duì)水利行業(yè)設(shè)計(jì)工作者和管理者提供一定的指導(dǎo)作用。水利行業(yè)加強(qiáng)設(shè)計(jì)質(zhì)量管理,不僅僅要加強(qiáng)理論的研究,更應(yīng)將設(shè)計(jì)質(zhì)量管理的理論應(yīng)用到實(shí)際設(shè)計(jì)過程中去。本文只是框架性的提出提高設(shè)計(jì)質(zhì)量的措施,還不夠深入,需要后續(xù)研究者的進(jìn)一步探討和創(chuàng)新。
[Abstract]:In 2011, the CPC Central Committee and the State Council issued the decision on speeding up the Reform and Development of Water Conservancy. In 2015, the CPC Central Committee and the State Council once again issued the "opinions on strengthening Reform and Innovation and speeding up the Modernization of Agriculture". In a series of policies, water conservancy construction is in the ascendant, sustainable development. In the construction of water conservancy project quality, the most important link is the design of water conservancy project, which has a direct impact on the operation and management of the project after completion. A small error in the design phase can cause huge economic losses. Starting with the basic theory of project quality management, this paper analyzes in detail the two key stages of the development of quality management: the stage of total quality management and the stage of quality management system, and demonstrates the similarities and differences of the two stages. Infer the method of quality management suitable for most modern enterprises. Secondly, the composition of water conservancy project quality is expounded, the forming process of design quality management and the control point of design quality process management are analyzed, and the main factors influencing the design quality of water conservancy industry are analyzed. The measures to guarantee and improve the design quality are put forward. Then, taking the quality management system of a certain S water conservancy design institute as the research object, to find out the problems existing in the running process of the system, and to combine the problems existing in the quality management situation of the domestic water conservancy design industry, through layers of progress, This paper analyzes the problems existing in the design quality management system and finds out the effective ways to improve the design quality management in the water conservancy industry. Finally, through the effective application of the improvement measures in the actual project design, it is proved that the measures proposed in this paper to improve the design quality and the design quality management have achieved initial results, and the effectiveness of the quality system has been increased. The purpose of practicability and improvement of work efficiency. In this paper, a relatively clear and perfect research framework of water conservancy quality management is constructed: the composition of water conservancy project quality, the formation of design quality of water conservancy project, the process management of design quality and the management of quality system of design unit. To the water conservancy industry design workers and managers to provide certain guidance. Strengthening design quality management in water conservancy industry should not only strengthen theoretical research, but also apply the theory of design quality management to practical design process. This paper is only the frame of the measures to improve the design quality, is not deep enough, need further exploration and innovation of follow-up researchers.
