南四湖生態(tài)濕地型蓄滯洪區(qū)可持續(xù)發(fā)展評價研究

【摘要】:南四湖蓄滯洪區(qū)是淮河流域蓄滯洪區(qū)的重要組成部分,區(qū)內(nèi)啟用標(biāo)準(zhǔn)較低,群眾生產(chǎn)、生活不穩(wěn)定,經(jīng)濟(jì)發(fā)展緩慢。與此同時,南四湖流域濕地面積逐年減少,采煤塌陷地面積增加,生態(tài)環(huán)境彰顯脆弱。在蓄滯洪區(qū)運用與發(fā)展矛盾激化的背景下,探討蓄滯洪區(qū)合理的發(fā)展模式,具有重要意義。本文通過建立南四湖蓄滯洪區(qū)可持續(xù)發(fā)展的評價指標(biāo)體系,對蓄滯洪區(qū)的可持續(xù)發(fā)展水平進(jìn)行了評價研究,找出了南四湖蓄滯洪區(qū)現(xiàn)有影響可持續(xù)發(fā)展的因素,提出了相應(yīng)的改進(jìn)對策。并在洪水資源化思想指導(dǎo)下,提出了把蓄滯洪區(qū)建設(shè)、生態(tài)濕地建設(shè)和采煤塌陷地治理相結(jié)合的思路構(gòu)建蓄滯洪區(qū)可持續(xù)發(fā)展模式,建立了南四湖特有的生態(tài)濕地型蓄滯洪區(qū)建設(shè)模式,對于改善南四湖生態(tài)環(huán)境,緩解水資源短缺矛盾意義重大。主要研究內(nèi)容有: (1)從復(fù)合系統(tǒng)角度出發(fā),建立了蓄滯洪區(qū)復(fù)合系統(tǒng),并選取了防洪、社會、經(jīng)濟(jì)、環(huán)境、資源、人口六個方面的指標(biāo),建立了南四湖蓄滯洪區(qū)可持續(xù)發(fā)展評價指標(biāo)體系。利用層次分析法確定指標(biāo)的權(quán)重系數(shù),運用模糊綜合評價法對南四湖三段蓄滯洪區(qū)進(jìn)行了評價,由評價結(jié)果可知,,泗河~青山段、界河~城郭河和新薛河~郗山三段蓄滯洪區(qū)可持續(xù)發(fā)展水平隸屬度均在0.7以下,可持續(xù)發(fā)展水平均為一般,可持續(xù)發(fā)展程度整體不高。 (2)對南四湖蓄滯洪區(qū)進(jìn)行了風(fēng)險區(qū)劃研究,運用經(jīng)驗公式法和數(shù)值計算法計算出了三段蓄滯洪區(qū)的淹沒風(fēng)險度,作為可持續(xù)發(fā)展評價指標(biāo)體系中的一個重要指標(biāo)。由湖東滯洪區(qū)風(fēng)險區(qū)劃結(jié)果知該區(qū)以輕度風(fēng)險為主,輕度風(fēng)險區(qū)面積為167.06km2,人口為7.65萬人,滯洪面積占總滯洪區(qū)面積的64.6%。 (3)針對可持續(xù)發(fā)展評價結(jié)果,分析了影響蓄滯洪區(qū)可持續(xù)發(fā)展的因素,并提出控制區(qū)內(nèi)人口規(guī)模、調(diào)整蓄滯洪區(qū)內(nèi)部結(jié)構(gòu)、促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、注重蓄滯洪區(qū)生態(tài)環(huán)境保護(hù)等對策,針對蓄滯洪區(qū)風(fēng)險區(qū)劃制定了相應(yīng)的安全建設(shè)方案。 (4)結(jié)合生態(tài)濕地型蓄滯洪區(qū)的特點,提出了相機利用汛期洪水進(jìn)行濕地修復(fù)和采煤塌陷地治理的思路,并綜合生態(tài)濕地保護(hù)、采煤塌陷地治理、蓄滯洪區(qū)建設(shè)、防洪標(biāo)準(zhǔn)提高等目標(biāo),提出了建立“防洪—生態(tài)—經(jīng)濟(jì)”的可持續(xù)發(fā)展模式。
[Abstract]:The flood storage and detention area of Nansihu Lake is an important part of the flood storage and detention area in the Huaihe River basin. The operating standard in the area is low, the mass production is unstable, the life is unstable, and the economic development is slow. At the same time, the wetland area of Nansihu Lake Basin decreases year by year, the area of coal mining subsidence increases, and the ecological environment is fragile. Under the background of intensified contradiction between application and development of flood storage and detention area, it is of great significance to discuss the reasonable development mode of flood storage and detention area. By establishing the evaluation index system of the sustainable development of the flood storage and detention area in Nansihu Lake, this paper evaluates and studies the sustainable development level of the flood storage and detention area, and finds out the factors that affect the sustainable development of the flood storage and detention area in Nansihu Lake. The corresponding improvement countermeasures are put forward. Under the guidance of flood resources, the paper puts forward the idea of combining the construction of flood storage and detention area, the construction of ecological wetland and the treatment of coal mining subsidence land to construct the sustainable development model of flood storage and detention area. The construction model of ecological wetland type flood storage and detention area in Nansihu Lake is established, which is of great significance for improving the ecological environment of Nansihu Lake and alleviating the contradiction of water resources shortage. The main research contents are as follows: (1) from the angle of composite system, the composite system of flood storage and detention area is established, and the indexes of flood control, society, economy, environment, resources and population are selected. The evaluation index system of sustainable development in the flood storage and detention area of Nansihu Lake was established. The weight coefficient of the index is determined by AHP, and the flood storage and detention area of the third section of Nansihu Lake is evaluated by the fuzzy comprehensive evaluation method. From the result of the evaluation, it can be seen that the section of Sihe to Qingshan reaches, The level of sustainable development of the flood storage and detention areas in the third section of Jiehe to Chengguo River and Xinxue River to Xishan is below 0.7, the level of sustainable development is general, and the degree of sustainable development is not high as a whole. (2) the risk regionalization of the flood storage and detention area in Nansihu Lake is studied. The inundation risk degree of the three-stage flood storage and detention area is calculated by using empirical formula method and numerical calculation method, which is regarded as an important index in the evaluation index system of sustainable development. According to the result of risk regionalization in Hudong flood detention area, the main risk is light risk. The area of light risk area is 167.06 km2, the population is 76500, and the area of flood detention accounts for 64.6% of the total area of flood detention area. (3) according to the evaluation results of sustainable development, the factors influencing the sustainable development of flood storage and detention area are analyzed, and the population scale in the control area is put forward, the internal structure of the flood storage and detention area is adjusted, and the industrial structure adjustment is promoted. Based on the countermeasures of ecological environment protection in flood storage and detention area, the corresponding safety construction scheme is established for risk zoning of flood storage and detention area. (4) combined with the characteristics of ecological wetland type flood storage and detention area, this paper puts forward the idea of using flood in flood season to repair wetland and coal mining subsidence land, and synthesizes ecological wetland protection, coal mining subsidence land treatment and flood storage and detention area construction. The aim of raising flood control standard is to establish a sustainable development model of flood control-ecology-economy.
