【摘要】：杜家臺分蓄洪區(qū)是目前湖北省運用比較頻繁的分蓄洪區(qū)之一,按照國家相關規(guī)定,對杜家臺分蓄洪區(qū)運用要進行補償,但在實際運用補償過程中,存在相關法律不健全、管理機構無法發(fā)揮其作用、補償方式單一、分蓄洪區(qū)內(nèi)財產(chǎn)確定難,補償落實難等問題。面對這些問題,應當健全法律法規(guī)、成立統(tǒng)一管理機構、提高工作人員素質(zhì)、引入保險機制、發(fā)展第三產(chǎn)業(yè)等,以此促進杜家臺分蓄洪區(qū)的可持續(xù)發(fā)展。
[Abstract]:Dujiatai flood diversion and storage area is one of the frequently used flood diversion and storage areas in Hubei Province at present. According to the relevant regulations of the state, the operation of Dujiatai flood diversion and storage area should be compensated, but in the process of actual application and compensation, there are some laws that are not perfect. The management organization is unable to play its role, the compensation method is single, the property determination in the flood storage area is difficult, the compensation is difficult to carry out and so on. In the face of these problems, we should perfect laws and regulations, set up a unified management organization, improve the quality of staff, introduce insurance mechanism and develop the tertiary industry, so as to promote the sustainable development of Dujiatai flood distribution and storage area.
