取水監(jiān)管系統(tǒng)構(gòu)建關(guān)鍵技術(shù)體系綜述

【摘要】:近年來(lái),作為實(shí)行最嚴(yán)格的水資源管理制度的重要支撐,取水監(jiān)管系統(tǒng)建設(shè)日益受到重視。針對(duì)當(dāng)前取水監(jiān)管系統(tǒng)建設(shè)、運(yùn)行及使用過程中存在的穩(wěn)定性、可靠性、實(shí)用性及長(zhǎng)效性不足問題,通過對(duì)多個(gè)省地市級(jí)取水戶監(jiān)管系統(tǒng)建設(shè)與運(yùn)維的經(jīng)驗(yàn)總結(jié),提出了覆蓋由前端計(jì)量至運(yùn)維管理的取水監(jiān)管系統(tǒng)7個(gè)關(guān)鍵環(huán)節(jié)的技術(shù)要點(diǎn),包括智能遙測(cè)終端適應(yīng)性改造升級(jí)、計(jì)量方案優(yōu)選策略、復(fù)雜條件計(jì)量建造及率定方法、適應(yīng)多品牌計(jì)量數(shù)據(jù)集成、基于邏輯鏈的數(shù)據(jù)異常診斷、水資源監(jiān)管系統(tǒng)定制研發(fā)及高效運(yùn)維管理模式等,為完善取水監(jiān)管系統(tǒng),切實(shí)發(fā)揮系統(tǒng)的信息化支撐作用等提供重要的技術(shù)參考。
[Abstract]:In recent years, as an important support of implementing the strictest water resources management system, the construction of water intake supervision system has been paid more and more attention. In view of the problems of stability, reliability, practicability and long-term effectiveness in the construction, operation and use of the current water intake supervision system, this paper summarizes the experiences of the construction and operation and maintenance of the supervision system for many provincial and municipal water takers. The technical key points of seven key links covering the water intake supervision system from front end metering to operation and maintenance management are put forward, including the adaptation upgrading of intelligent telemetering terminal, the optimal selection strategy of metering scheme, the metering construction of complex conditions and the method of rate determination. Suitable for multi-brand metrological data integration, data anomaly diagnosis based on logic chain, customized R & D of water resources supervision system and efficient operation and maintenance management mode, etc., in order to perfect the water intake supervision system, To give full play to the information support function of the system provides an important technical reference.
