光明水電站二期引水工程項(xiàng)目實(shí)施方案研究

【摘要】:光明水電站二期工程位于安圖縣二道鎮(zhèn)東方紅林場(chǎng)、黃松浦林場(chǎng)、光明林場(chǎng)內(nèi),該工程引水工程是把四道白河、五道白河水通過(guò)引水隧洞引至光明一期上游大戲臺(tái)河上,在引水隧洞出口、一期廠房一旁兩處裝機(jī),,尾水進(jìn)入三道白河,使三道白河上的梯級(jí)電站受益。電站總裝機(jī)容量12300KW,其中電站一(引水部分)裝機(jī)2300KW,電站二(增容部分)裝機(jī)10000KW。多年平均發(fā)電量5061×104(初設(shè)4482×104)Kw.h,下游梯級(jí)電站年平均增發(fā)電量共1458×104Kw.h,效益較好。 引水工程項(xiàng)目由引水洞進(jìn)口、出口、洞身、調(diào)壓井組成,引水隧洞總長(zhǎng)11525米,洞涇為3.3米,是一條小洞徑、長(zhǎng)引水洞。為加快施工進(jìn)度,引水工程設(shè)有四條施工支洞,加上進(jìn)、出口,共6個(gè)施工作業(yè)面。所以,本項(xiàng)目存在施工作業(yè)區(qū)長(zhǎng)、施工作業(yè)面多、施工工期緊等問(wèn)題。施工總體布置的合理安排、施工總進(jìn)度計(jì)劃的合理編制和控制、質(zhì)量控制、安全控制對(duì)項(xiàng)目的順利實(shí)施,有著關(guān)鍵的作用。 本文通過(guò)項(xiàng)目施工實(shí)施現(xiàn)場(chǎng)具體情況的分析,結(jié)合項(xiàng)目管理的先進(jìn)方法,從施工總體布置、進(jìn)度計(jì)劃安排實(shí)施、質(zhì)量與安全控制方面進(jìn)行研究,制定出合理的適合本工程的實(shí)施方案,有利于本項(xiàng)目順利的早日實(shí)施完成。由于本項(xiàng)目施工戰(zhàn)線長(zhǎng)且多,施工總體布置的合理安排和施工進(jìn)度計(jì)劃的正確編制尤其重要。如果施工總體布置安排不合理,將會(huì)造成項(xiàng)目實(shí)施過(guò)程中的不順暢,如設(shè)備選型不合理、資源配備錯(cuò)誤、設(shè)備人員利用效率低、施工場(chǎng)地規(guī)劃不適合,都將對(duì)項(xiàng)目實(shí)施造成嚴(yán)重影響,項(xiàng)目無(wú)法按照計(jì)劃完成。而項(xiàng)目施工總進(jìn)度計(jì)劃的正確編制,是控制整個(gè)項(xiàng)目是否能按既定工期完成的基礎(chǔ),制定出適合本項(xiàng)目的進(jìn)度計(jì)劃,并進(jìn)行跟蹤、分析、糾偏等工作,都是控制項(xiàng)目進(jìn)度的有力措施。 項(xiàng)目實(shí)施的質(zhì)量管理與安全管理是影響項(xiàng)目實(shí)施進(jìn)度的重要因素,制定有效的質(zhì)量管理措施和安全管理措施有非常重要的意義。由于本項(xiàng)目存在著引水隧洞開(kāi)挖長(zhǎng)度長(zhǎng)、洞徑小、混凝土襯砌難度大等問(wèn)題,如果在施工過(guò)程中控制不好施工質(zhì)量,質(zhì)量缺陷補(bǔ)救將非常困難,對(duì)施工工期、施工成本、施工安全會(huì)產(chǎn)生重大影響。本項(xiàng)目施工作業(yè)面分布廣,且各施工作業(yè)面之間的距離又相對(duì)較遠(yuǎn),對(duì)于進(jìn)行安全生產(chǎn)管理存在較大困難,而安全問(wèn)題的產(chǎn)生將會(huì)帶來(lái)項(xiàng)目停工、人員積極性下降等后果。 本文通過(guò)項(xiàng)目進(jìn)度管理、質(zhì)量管理、安全管理體系的建立,明確了各種因素對(duì)項(xiàng)目實(shí)施過(guò)程的影響,制定了系統(tǒng)的技術(shù)保障措施、制度保障措施、人員保障措施。制定了詳細(xì)的進(jìn)度計(jì)劃,有利于項(xiàng)目管理人員隨時(shí)進(jìn)行跟蹤,能夠及時(shí)對(duì)比進(jìn)度與計(jì)劃,制定糾偏措施。質(zhì)量管理和安全管理體系制度的建立、人員責(zé)任的劃分、措施的制定,從管理和技術(shù)方面保障了質(zhì)量管理與安全管理的實(shí)施,盡可能排除了質(zhì)量、安全對(duì)項(xiàng)目進(jìn)度的影響,保證了整個(gè)項(xiàng)目的順利實(shí)施。
[Abstract]:The second phase project of Guangming Hydropower Station is located in Dongfanghong Forest Farm, Huangsong Pu Forest Farm and Guangming Forest Farm in Erdaozhen, Antu County. The water diversion project of the project is to draw water from four white rivers and five white rivers through the diversion tunnel to the big stage river in the upper reaches of Guangming I. At the outlet of the diversion tunnel, two machines are installed on the side of the first phase of the factory building, and the tail water enters the Sandaobai River, benefiting the cascade power station on the three Baihe River. The total installed capacity of the power station is 12300kW, in which the power station I (water diversion part) has installed machine 2300KW, and the second power station (capacity increase part) has installed 10000kW. The annual average power generation is 5061 脳 10 ~ 4 (initial 4482 脳 10 ~ 4) Kw.h., and the average annual increase of the downstream cascade power station is 1458 脳 10 ~ 4Kw.h. the benefit is good. The reasonable arrangement of the overall construction arrangement, the reasonable preparation and control of the total construction schedule, the quality control and the safety control play a key role in the smooth implementation of the project. In this paper, through the analysis of the specific situation of the project construction implementation site, combined with the advanced methods of project management, from the general layout of the construction, schedule planning implementation, quality and safety control aspects of the study, The establishment of a reasonable implementation scheme suitable for the project is conducive to the smooth completion of the project. Because the construction front of this project is long and many, it is very important to arrange the overall construction arrangement reasonably and to draw up the construction schedule correctly. If the overall arrangement of construction is not reasonable, it will result in the unsmooth process of project implementation, such as unreasonable selection of equipment, wrong allocation of resources, low utilization efficiency of equipment personnel, inappropriate planning of construction site, etc. Will have a serious impact on the implementation of the project, the project will not be completed as planned. And the correct preparation of the total construction schedule is to control whether the whole project can be completed according to the fixed time limit, to draw up the schedule plan suitable for the project, and to track, analyze, correct and so on. All are effective measures to control the progress of the project. The quality management and safety management of project implementation is an important factor affecting the progress of project implementation. It is of great significance to formulate effective quality management measures and safety management measures. Due to the long excavation length of diversion tunnel, small diameter of tunnel and the difficulty of concrete lining, it will be very difficult to remedy the quality defects if the construction quality is not well controlled in the construction process. Construction safety will have a significant impact. The construction work surface of the project is widely distributed, and the distance between each construction work surface is relatively far, there are great difficulties for the safety production management, and the safety problems will bring the project to stop work, the enthusiasm of personnel will decline and so on. Through the establishment of project schedule management, quality management and safety management system, this paper clarifies the influence of various factors on the implementation process of the project, and formulates the systematic technical guarantee measures, system safeguard measures and personnel security measures. The detailed progress plan is made, which is helpful for the project manager to follow up at any time, to compare the progress with the plan in time, and to make corrective measures. The establishment of quality management and safety management system, the division of personnel responsibilities and the formulation of measures ensure the implementation of quality management and safety management from the aspects of management and technology, and exclude the impact of quality and safety on the progress of the project as much as possible. Ensure the smooth implementation of the whole project.
