【摘要】：遵循獨(dú)立、科學(xué)、系統(tǒng)、層次和可操作性的原則,在充分分析國內(nèi)外大量相關(guān)指標(biāo)的基礎(chǔ)上,結(jié)合浙江省實(shí)際情況,提出了包括防汛防臺抗旱管理、水利工程管理、水行政管理、水利工程完好率、人才保障能力、資金保障能力等6項(xiàng)準(zhǔn)則層的浙江省水利管理與服務(wù)能力現(xiàn)代化發(fā)展水平評估指標(biāo)體系,在此基礎(chǔ)上利用模糊聚類循環(huán)迭代法科學(xué)確定指標(biāo)權(quán)重,并構(gòu)建了發(fā)展水平綜合評估模型。對浙江省2015年的水利管理與服務(wù)能力現(xiàn)代化水平進(jìn)行評價(jià),將結(jié)果與2020年的預(yù)期值進(jìn)行對比,查找問題和薄弱環(huán)節(jié)并提出對策建議。
[Abstract]:Following the principles of independence, science, system, hierarchy and maneuverability, on the basis of fully analyzing a large number of related indicators at home and abroad and combining with the actual situation in Zhejiang Province, the paper puts forward the following: flood control, Taiwan, drought control, water conservancy project management, The evaluation index system of water conservancy management and service capacity modernization of Zhejiang Province in 6 criteria layers, such as water administration management, water conservancy project integrity rate, talent support ability, fund support ability, etc. On this basis, the index weight is scientifically determined by the iterative method of fuzzy clustering cycle, and the comprehensive evaluation model of development level is constructed. This paper evaluates the modernization level of water conservancy management and service capacity in 2015 in Zhejiang Province, compares the result with the expected value in 2020, finds out the problems and weak links, and puts forward some countermeasures and suggestions.
