A抽水蓄能電站運維一體化項目實施及評價研究

【摘要】:隨著我國電力體制改革的不斷深入,抽水蓄能電站越來越受到電力部門的重視。然而,在傳統(tǒng)經(jīng)營模式下,抽水蓄能電站的運行和維護涉及到很多方面,管理難度大,需要協(xié)調(diào)的部門多,這種模式完全沒有辦法滿足現(xiàn)代抽水蓄能電站快速發(fā)展的需要。抽水蓄能電站運維一體化正是在這種情況下逐漸發(fā)展起來的,它通過優(yōu)化人員配置,進行技術管理優(yōu)化,使抽蓄電站所有運維員工都成為“能運行、能維護、能集控、一崗多能”的高素質(zhì)復合型人才,達到一個抽蓄電站獨立完成運行和維護任務的目標。本文首先總結了運維一體化的管理模式,該模式具有組織結構扁平化、團隊協(xié)作、員工一專多能、工作標準化、規(guī)范化等特點。這些特點,在決策層和操作者之間建立緊湊的橫向關系,最大限度的提高企業(yè)的工作效率。也打破了傳統(tǒng)工種的界限。通過系統(tǒng)的培訓及相關工作流程、標準的學習,使得員工不斷進步,提高了工作效率。運維一體化項目還可以培養(yǎng)一批復合型的高素質(zhì)人才隊伍,為抽水蓄能電站的長遠發(fā)展,打下了堅實的人力基礎。第二,本文分析了A抽水蓄能電站的運維一體化項目的實施方案,建立了運維一體化的實施標準,包括機構、崗位優(yōu)化,設備運維生產(chǎn)管理,人員運維一體化培訓,班組建設等四大部分。同時,從部門機構設置,人員配置,崗位分工,值班方式,業(yè)務規(guī)范等多個具體方面開展實施。在此基礎上,還建立了一套科學的運維一體化人才培養(yǎng)方案,強調(diào)基本技能的強化,弱化運維的分工。同時,還確定了不同崗位的運維人員培訓規(guī)范,為運維人員提供了廣闊的發(fā)展空間。第三,在電站運維一體化項目實施的基礎上,本文還對其實施的效果進行了評價。建立了科學的評價體系,設計出關鍵指標和普通指標兩大量化指標評判體系,應用層次分析法建立起各個判斷參數(shù)的判斷矩陣,并計算各個矩陣的一致性指標和平均隨機一致性比率。最后進行了實證分析。
[Abstract]:With the deepening of electric power system reform in our country, pumped storage power stations are paid more and more attention by power department. However, under the traditional management mode, the operation and maintenance of pumped storage power station involve many aspects. The management is difficult and there are many departments that need coordination. This mode can not meet the needs of the rapid development of modern pumped storage power station. It is in this situation that the integrated operation and maintenance of pumped storage power stations is gradually developed. By optimizing the staffing and technical management optimization, all the operation and maintenance staff of the pumped storage power station become "operable, maintainable, centralized and controlled." The high quality and complex talents of one post and multi-energy can achieve the goal of independently completing the operation and maintenance task of a pumped storage power station. This paper first summarizes the management model of the integration of operation and maintenance, which has the characteristics of flat organizational structure, team cooperation, staff expertise, standardization of work, standardization, and so on. These characteristics establish a compact horizontal relationship between decision makers and operators to maximize the efficiency of the enterprise. It also breaks the boundaries of traditional jobs. Through systematic training and related work flow, standard study, make the staff continuous progress, improve the work efficiency. The integrated project of operation and maintenance can also train a group of high quality talents and lay a solid manpower foundation for the long-term development of pumped storage power station. Secondly, this paper analyzes the implementation scheme of A pumped storage power station's integrated project of operation and maintenance, and establishes the implementation standard of operation and maintenance integration, including organization, post optimization, equipment operation and maintenance production management, personnel operation and maintenance integration training. Team construction and other four parts. At the same time, from the department setup, staffing, job division, duty, business norms and other specific aspects of implementation. On the basis of this, a set of scientific training scheme of personnel with integrated operation and maintenance is established, which emphasizes the strengthening of basic skills and weakens the division of labor between operation and maintenance. At the same time, the training standard of operation and maintenance personnel in different positions is determined, which provides broad development space for operation and maintenance personnel. Thirdly, on the basis of the implementation of the integrated project of operation and maintenance of power station, this paper also evaluates the effect of its implementation. A scientific evaluation system is set up, and the evaluation system of two kinds of key indexes and common indexes is designed, and the judgement matrix of each judgment parameter is established by using the analytic hierarchy process (AHP). The consistency index and the average random consistency ratio of each matrix are calculated. Finally, an empirical analysis is carried out.
