【摘要】：目前,社會(huì)各界普遍認(rèn)為水質(zhì)是決定南水北調(diào)工程成敗的關(guān)鍵。然而,由于水源區(qū)存在著水資源緊缺、洪旱災(zāi)害頻發(fā)、水土流失嚴(yán)重等問(wèn)題,加之全球氣溫升高、干旱和水資源緊缺的長(zhǎng)期趨勢(shì)等,工程將會(huì)出現(xiàn)調(diào)水無(wú)法持續(xù)的系統(tǒng)性風(fēng)險(xiǎn)。為保障工程實(shí)現(xiàn)"功在當(dāng)代,利在千秋",今后工程建設(shè)和運(yùn)行管理應(yīng)大力提高水量治理工作,加強(qiáng)水質(zhì)與水量的"標(biāo)""本"綜合治理,實(shí)現(xiàn)開(kāi)源、節(jié)水、治污、生態(tài)建設(shè)并舉。
[Abstract]:At present, it is widely believed that water quality is the key to the success or failure of the South-to-North Water transfer Project. However, due to the shortage of water resources, frequent flood and drought disasters, serious soil and water loss, and the long-term trend of global temperature rising, drought and water shortage, the project will have the systematic risk of water transfer unsustainable. In order to ensure the realization of "merit in the present age and benefit in the future", the construction and operation management of the project should greatly improve the water quantity control work, strengthen the "standard" comprehensive management of water quality and quantity, and realize the development of open source, water saving, pollution control and ecological construction.
