【摘要】:目前,對于水電站閘門和啟閉機(jī)安全管理的現(xiàn)狀參差不齊,很多省份未能掌握具體的閘門和啟閉機(jī)安全現(xiàn)狀,工程上普遍存在設(shè)計、制造、安全缺陷,遺留問題較多,“重建設(shè)、輕管理”的觀念嚴(yán)重。設(shè)備管理的現(xiàn)有方式,與安全管理工作的各項要求仍有很大差距,造成水電站建設(shè)工程事故經(jīng)常發(fā)生,導(dǎo)致巨額經(jīng)濟(jì)損失甚至造成人員傷亡。因此,將設(shè)備監(jiān)理的思想引入到水電站閘門和啟閉機(jī)的安全檢測過程中,即對水電站閘門和啟閉機(jī)的安全檢測過程進(jìn)行設(shè)備監(jiān)理。主要工作有以下幾個方面:(1)在分析設(shè)備監(jiān)理基本理論的基礎(chǔ)上,結(jié)合水電站閘門和啟閉機(jī)安全檢測的內(nèi)容,建立了針對水電站閘門和啟閉機(jī)的安全監(jiān)理體系。(2)對水電站閘門和啟閉機(jī)安全監(jiān)理體系中的基礎(chǔ)保障層,即安全檢測過程中涉及到的文檔、人員和儀器進(jìn)行了分類、分析,并闡明在對其進(jìn)行監(jiān)督、管理的過程中應(yīng)考慮的因素,為后面閘門和啟閉機(jī)的安全檢測工作的順利開展提供了保障。(3)對水電站閘門和啟閉機(jī)安全監(jiān)理體系中的技術(shù)實施層,即安全檢測過程中的技術(shù)、成本和進(jìn)度進(jìn)行了分析,結(jié)合實際的工程案例,闡述對其進(jìn)行監(jiān)理的過程中需要重點關(guān)注的因素,保障項目三目標(biāo)“質(zhì)量、進(jìn)度、成本”的實現(xiàn),確保安全檢測的順利進(jìn)行。(4)在水電站閘門和啟閉機(jī)安全檢測內(nèi)容的基礎(chǔ)上,對閘門和啟閉機(jī)的安全性進(jìn)行綜合評價。構(gòu)建了水電站閘門和啟閉機(jī)的安全評價指標(biāo)體系:首先是確定評價指標(biāo)權(quán)重(使用層次分析法),最后是分析閘門和啟閉機(jī)的安全性(使用模糊綜合評價法)。通過從多角度對水電站閘門和啟閉機(jī)的安全檢測過程進(jìn)行設(shè)備監(jiān)理,最終確保安全檢測過程的順利進(jìn)行,完善閘門和啟閉機(jī)的安全保障體系,保障安全檢測的效果和質(zhì)量。
[Abstract]:At present, the status quo of gate and hoist safety management of hydropower stations is uneven, many provinces have failed to grasp the specific safety situation of gate and hoist, and there are generally design, manufacture, safety defects and many remaining problems in engineering. The concept of "attaching importance to construction rather than management" is serious. There is still a big gap between the existing methods of equipment management and the requirements of safety management, resulting in frequent accidents of hydropower station construction, resulting in huge economic losses and even casualties. Therefore, the idea of equipment supervision is introduced into the process of safety inspection of gate and hoist of hydropower station, that is to say, equipment supervision is carried out in the process of safety detection of gate and hoist of hydropower station. The main work includes the following aspects: (1) on the basis of analyzing the basic theory of equipment supervision and combining the contents of safety inspection of gate and hoist of hydropower station, The safety supervision system for gate and hoist of hydropower station is established. (2) the basic safeguard layer in the safety supervision system of gate and hoist of hydropower station is classified and analyzed, that is, the documents, personnel and instruments involved in the process of safety detection are classified and analyzed. It also expounds the factors that should be considered in the process of supervision and management, which provides a guarantee for the smooth development of safety inspection work of the rear gate and hoist, and provides a technical implementation layer for the safety supervision system of the gate and hoist of the hydropower station. That is, the technology, cost and schedule in the process of safety inspection are analyzed, combined with the actual engineering cases, the factors that need to be paid attention to in the process of supervision are expounded, and the realization of "quality, progress, cost" of the three objectives of the project is guaranteed. On the basis of the safety inspection of gate and hoist of hydropower station, the safety of gate and hoist is evaluated synthetically. The safety evaluation index system of gate and hoist of hydropower station is constructed. Firstly, the weight of evaluation index is determined (Analytic hierarchy process is used; finally, the safety of gate and hoist is analyzed (using fuzzy comprehensive evaluation method). Through the supervision of the safety inspection process of gate and hoist of hydropower station from many angles, the process of safety detection is ensured successfully, the safety guarantee system of gate and hoist is improved, and the effect and quality of safety detection are guaranteed.
