長株潭水利現(xiàn)代化要素研究

【摘要】:本文通過對長株潭水利發(fā)展面臨的問題與長株潭兩型社會建設(shè)的研究,以及對水利現(xiàn)代化具體含義的概括,闡述了長株潭水利現(xiàn)代化發(fā)展的意義,并從水利現(xiàn)代化發(fā)展的基本途徑、保障措施、城市與農(nóng)村水利現(xiàn)代化建設(shè)、水務(wù)管理、防汛抗旱減災(zāi)等方面分析了長株潭水利現(xiàn)代化的要素。主要內(nèi)容及結(jié)論如下。一、明確了現(xiàn)代化的基本內(nèi)涵,闡述了長株潭兩型社會建設(shè)與水利現(xiàn)代化建設(shè)的基本關(guān)系,提出了水利現(xiàn)代化建設(shè)對長株潭民生、工農(nóng)業(yè)生產(chǎn)、防汛抗旱的積極作用。二、提出了長株潭水利現(xiàn)代化建設(shè)的發(fā)展途徑,對長株潭信息化、自動化、科學化建設(shè)及水資源配置等水利現(xiàn)代化要素進行了研究,同時概括了保障長株潭水利現(xiàn)代化發(fā)展的四大要素。三、分析了長株潭水利現(xiàn)代化建設(shè)中,城市水利、農(nóng)村水利的建設(shè)內(nèi)容,并對水資源管理、水務(wù)機構(gòu)及人員管理、水利發(fā)展機制等要素進行了探討,同時研究了長株潭防汛抗旱減災(zāi)的要素。本文結(jié)合長株潭的實際情況及水利現(xiàn)代化建設(shè)的要求,提出了長株潭水利現(xiàn)代化要素的八個內(nèi)容:①進行信息化、自動化的水利建設(shè),提高水利工程的科技含量;②分階段開辟第二水源,并實行階梯水件、設(shè)立排污權(quán)與地下水取水權(quán)、激發(fā)水市場活力;③根據(jù)自身特點,建立長株潭水利現(xiàn)代化建設(shè)的九大規(guī)劃體系和相對應(yīng)的評價考核指標;④開創(chuàng)三市橫向支付與相互競爭的建設(shè)模式;⑤提高居民節(jié)水意識、貫徹可持續(xù)利用的相關(guān)制度;⑥把“多龍管水、政出多門”的歷史轉(zhuǎn)化為“一龍管水、團結(jié)治水”的工作模式;⑦把促進科技創(chuàng)新作為水利發(fā)展的機制。⑧加強防汛抗旱減災(zāi)能力的建設(shè)。
[Abstract]:In this paper, the significance of the development of water conservancy in Changsha-Zhuzhou-Xiangtan is expounded through the study of the problems facing the development of water conservancy in Chang-Zhu-Tan, the construction of the two-type society in Chang-Zhu-Tan, and the summary of the concrete meaning of water conservancy modernization. The essential factors of water conservancy modernization in Changzhutan are analyzed from the following aspects: the basic way of water conservancy modernization, the guarantee measures, the modernization construction of urban and rural water conservancy, the management of water affairs, flood prevention, drought resistance and disaster reduction. The main contents and conclusions are as follows. The main contents are as follows: 1. The basic connotation of modernization is clarified, the basic relationship between the construction of two types of society in Changsha-Zhuzhou-Xiangtan and the modernization of water conservancy is expounded, and the positive effect of the modernization of water conservancy on people's livelihood, industrial and agricultural production, flood control and drought relief is put forward. Second, put forward the development way of water conservancy modernization construction in Changsha-Zhuzhou-Xiangtan, and study the elements of water conservancy modernization, such as information, automation, scientific construction and water resources allocation, etc. At the same time, it summarizes the four elements to guarantee the development of water conservancy modernization in Changsha-Zhuzhou-Xiangtan. Thirdly, the contents of urban and rural water conservancy construction in the modernization construction of water conservancy in Changsha-Zhuzhou-Xiangtan are analyzed, and the factors such as water resources management, water affairs organization and personnel management, water conservancy development mechanism and so on are discussed. At the same time, the elements of flood prevention, drought resistance and disaster reduction in Changsha-Zhuzhou Lake are studied. According to the actual situation of Chang-Zhu-Tan and the requirements of water conservancy modernization construction, this paper puts forward eight elements of water conservancy modernization in Changsha-Zhuzhou-Xiangtan: 1 to carry out informatization, automatic water conservancy construction and raise the scientific and technological content of water conservancy project. (2) to open up a second source of water in stages, and to carry out step water parts, to establish sewage discharge rights and groundwater water intake rights, and to stimulate the vitality of the water market according to its own characteristics, The establishment of nine planning systems for the modernization of water conservancy in Changsha-Zhuzhou-Xiangtan and the corresponding evaluation and assessment index. 4. Creating a construction mode of horizontal payment and mutual competition in three cities. (5) raising residents' consciousness of saving water and carrying out the relevant system of sustainable utilization; (6) to transform the history of "multi-dragon water management, government administration and multi-door" into the working mode of "one dragon, water management, unity and control of water" 7) to promote scientific and technological innovation as the mechanism of water conservancy development, and to strengthen the construction of flood prevention, drought, drought and disaster mitigation capacity.
