【摘要】：隨著城市化程度越來越高,基礎(chǔ)設(shè)施發(fā)展快速,各種各樣建筑物和道路的不斷建設(shè),使城市硬化面積快速增長(zhǎng),雨水不能滲入地下、導(dǎo)致地下水位不斷下降,同時(shí)也造成了城市雨洪災(zāi)害出現(xiàn)頻繁,使人們的生命和財(cái)產(chǎn)安全受到威脅。國(guó)家逐漸開始重視雨水的利用,并制定了一系列的法律法規(guī),城市建筑與小區(qū)雨水利用工程開始大量地投入建設(shè)和運(yùn)營(yíng)。對(duì)雨水利用工程進(jìn)行評(píng)價(jià),對(duì)其效果進(jìn)行分析,有利于減少或消除雨水利用工程在建設(shè)、運(yùn)營(yíng)過程中存在的問題,同時(shí)有利于進(jìn)一步做好雨水利用工程的建設(shè)和管理工作。然而,在國(guó)家大力推廣雨水利用的今天,針對(duì)雨水利用評(píng)價(jià)指標(biāo)體系的研究一直遲遲沒有進(jìn)展。為了推動(dòng)雨水利用的可持續(xù)發(fā)展,本文通過研究昆明市雨水利用工程的特點(diǎn),運(yùn)用多目標(biāo)樹圖方法建立了一套城市建筑與小區(qū)雨水利用工程綜合評(píng)價(jià)指標(biāo)體系。本文確定的綜合評(píng)價(jià)指標(biāo)體系從投入、過程、產(chǎn)出和效果4個(gè)維度展開,包含9個(gè)一級(jí)指標(biāo)、18個(gè)二級(jí)指標(biāo)和44個(gè)基層指標(biāo)。指標(biāo)的權(quán)重通過向?qū)＜野l(fā)放調(diào)查問卷得到指標(biāo)的初步權(quán)重,然后根據(jù)層次分析法對(duì)指標(biāo)權(quán)重進(jìn)行處理計(jì)算,再經(jīng)過一致性的檢驗(yàn),最終得到各指標(biāo)的權(quán)重。運(yùn)用多目標(biāo)樹圖模型分析指標(biāo)間的并和關(guān)系,確定歸并計(jì)算法則,實(shí)現(xiàn)綜合評(píng)價(jià)的定量歸并計(jì)算,得到的計(jì)算值即為雨水利用工程綜合評(píng)價(jià)的綜合合意度,以此確定雨水利用工程最終的評(píng)價(jià)等級(jí)。為了驗(yàn)證建立的綜合評(píng)價(jià)指標(biāo)體系的合理性,本文選取了三個(gè)建筑與小區(qū)雨水利用工程項(xiàng)目實(shí)例進(jìn)行驗(yàn)證。A小區(qū)雨水利用工程的評(píng)價(jià)結(jié)果為良(BBB),然后作者針對(duì)該雨水利用工程評(píng)價(jià)中存在問題提出相應(yīng)解決措施,改進(jìn)后的評(píng)價(jià)結(jié)果為優(yōu)(A)。B小區(qū)雨水利用工程的評(píng)價(jià)結(jié)果為中(C),改進(jìn)后的評(píng)價(jià)結(jié)果為良(BB)。雨水利用示范工程的評(píng)價(jià)結(jié)果為優(yōu)(AA)。通過對(duì)實(shí)例進(jìn)行評(píng)價(jià),建議雨水的利用以入滲為主,回用為輔。本文建立的綜合評(píng)價(jià)指標(biāo)體系不僅能夠及時(shí)發(fā)現(xiàn)雨水利用工程全過程中存在的問題和效果,更可對(duì)將來的雨水利用工程進(jìn)行嚴(yán)格的控制,為工程的決策提供有力的依據(jù),同時(shí)為雨水利用工程綜合評(píng)價(jià)的試行推廣做出貢獻(xiàn)。
[Abstract]:With the increasing degree of urbanization, the rapid development of infrastructure and the continuous construction of various kinds of buildings and roads, the hardened area of the city is increasing rapidly, the rain can not infiltrate into the underground, which leads to the decline of the groundwater level and the frequent rain and flood disasters in the city, which threatens the safety of people's life and property. Gradually began to pay attention to the utilization of rainwater, and set up a series of laws and regulations. The construction and operation of rainwater utilization projects in urban buildings and residential districts began to be put into construction and operation. The evaluation of rainwater utilization engineering and analysis of its effect were beneficial to reduce or eliminate the problems in the construction of rainwater utilization projects and the problems in the operation process. In order to promote the sustainable development of rainwater utilization, in order to promote the sustainable development of rainwater utilization, this paper uses the multi target tree to study the characteristics of rainwater utilization project in Kunming and use the multi target tree. A comprehensive evaluation index system of rainwater utilization engineering for urban buildings and communities is set up. The comprehensive evaluation index system of this paper is carried out from 4 dimensions of input, process, output and effect, including 9 first grade indexes, 18 two level indexes and 44 basic indexes. The index weight is obtained by issuing questionnaires to experts to get the index. The weight of the index is processed and calculated according to the analytic hierarchy process, and then the weight of each index is finally obtained through the consistency test. The multi target tree graph model is used to analyze the relationship between the indexes, and the merging calculation rule is determined to realize the calculation of the fixed quantity of the comprehensive evaluation, and the calculated value is the rain water conservancy workers. In order to verify the final evaluation grade of rainwater utilization project, to verify the rationality of the comprehensive evaluation index system, three construction and residential rainwater utilization projects are selected to verify that the evaluation result of the rainwater utilization project of the.A district is good (BBB), and the author aims at the rain. The corresponding solution was put forward in the evaluation of water use engineering. The result of the improved evaluation was that the evaluation result of the rainwater utilization project of (A).B district was in the middle (C), the improved evaluation result was good (BB). The evaluation result of the rainwater utilization demonstration project was excellent (AA). The comprehensive evaluation index system established in this paper not only can find the problems and effects in the whole process of rainwater utilization project in time, but also can strictly control the future rainwater utilization project, provide a powerful basis for the decision of the project, and contribute to the trial promotion of the comprehensive evaluation of rainwater utilization engineering.
