【摘要】：水資源經(jīng)濟(jì)制度是水資源制度體系的重要組成部分,其基本框架由水資源財(cái)稅制度、產(chǎn)權(quán)制度與價(jià)格制度構(gòu)成。當(dāng)前對水資源經(jīng)濟(jì)制度的研究存在以下不足:重單一制度研究,輕制度組合與優(yōu)化研究;重理論研究,輕實(shí)踐研究;重管理制度研究,輕公共治理研究。未來的研究應(yīng)該以系統(tǒng)論作為方法論,更加重視水資源制度的實(shí)踐研究,以現(xiàn)代社會(huì)治理理念來審視和研究水制度問題,突出水制度設(shè)計(jì)的公共治理體制、機(jī)制、結(jié)構(gòu)和實(shí)施措施。水制度設(shè)計(jì)中如何使企業(yè)在以市場為導(dǎo)向的水制度下加強(qiáng)自我激勵(lì)和約束,如何使公眾在水資源權(quán)益和水環(huán)境權(quán)益理念的指導(dǎo)下自覺參與,是未來研究的重要任務(wù)。
[Abstract]:The economic system of water resources is an important part of the system of water resources, and its basic framework consists of fiscal and taxation system of water resources, property right system and price system. At present, the research on water resources economic system has the following shortcomings: emphasizing the research of single institution, neglecting the combination and optimization of system, emphasizing theoretical research, neglecting the research of practice, attaching importance to the research of management system, and neglecting the research of public governance. The future research should take the system theory as the methodology, pay more attention to the practical research of the water resources system, examine and study the water system problems with the modern social governance concept, highlight the public governance system and mechanism of the water system design. Structure and implementation measures In the design of water system, it is an important task of future research how to make the enterprise strengthen self-encouragement and restraint under the water system oriented by the market, and how to make the public participate consciously under the guidance of the idea of water resources rights and water environment rights and interests.
