三峽水輪機(jī)座環(huán)制造跨國外包項(xiàng)目風(fēng)險(xiǎn)管理

【摘要】:工程外包是利用他人優(yōu)秀資源優(yōu)勢提高工程質(zhì)量的一種手段,但外包過程的復(fù)雜性和嚴(yán)格的技術(shù)標(biāo)準(zhǔn)使得外包工程生命周期面臨各種風(fēng)險(xiǎn),企業(yè)必須采取有效措施進(jìn)行外包風(fēng)險(xiǎn)管理。本文以哈電公司的三峽電站水輪機(jī)座環(huán)跨國外包項(xiàng)目,進(jìn)行外包項(xiàng)目風(fēng)險(xiǎn)管理論述。 首先詳細(xì)分析了三峽座環(huán)的結(jié)構(gòu)、生產(chǎn)要求等問題,結(jié)合制造特點(diǎn),選取多個(gè)待定生產(chǎn)方案,并運(yùn)用決策樹方法以確定最佳生產(chǎn)方式,在此基礎(chǔ)上配合效用函數(shù)理論分析,確定具體的工程生產(chǎn)數(shù)量、范圍等。對(duì)選定最優(yōu)的承包方式進(jìn)行相關(guān)的風(fēng)險(xiǎn)事件分析和風(fēng)險(xiǎn)識(shí)別,從技術(shù)風(fēng)險(xiǎn)、進(jìn)度風(fēng)險(xiǎn)、成本風(fēng)險(xiǎn)、質(zhì)量風(fēng)險(xiǎn)等方面進(jìn)行AHP層次分析法的風(fēng)險(xiǎn)評(píng)價(jià),再運(yùn)用計(jì)劃評(píng)審技術(shù)(PERT),結(jié)合產(chǎn)品制造工序,評(píng)測關(guān)鍵路徑風(fēng)險(xiǎn)。 其次對(duì)風(fēng)險(xiǎn)評(píng)價(jià)后的風(fēng)險(xiǎn)因素排序結(jié)果,提出相關(guān)的風(fēng)險(xiǎn)控制策略,風(fēng)險(xiǎn)控制的方法包括監(jiān)控寫實(shí)報(bào)告、制定應(yīng)急預(yù)案等,尤其在研究座環(huán)外包制造過程控制流程的基礎(chǔ)上對(duì)專項(xiàng)控制措施進(jìn)行詳細(xì)規(guī)劃,并從外包風(fēng)險(xiǎn)動(dòng)態(tài)變化的角度提出外包項(xiàng)目風(fēng)險(xiǎn)動(dòng)態(tài)監(jiān)控方法和預(yù)警手段。同時(shí)具體對(duì)項(xiàng)目外包管理機(jī)構(gòu)的設(shè)置與管理進(jìn)行闡述,細(xì)化工程的管理團(tuán)隊(duì)職責(zé),并在企業(yè)中建立風(fēng)險(xiǎn)管理數(shù)據(jù)庫,由專業(yè)管理員定期維護(hù)與更新,,降低執(zhí)行過程中的風(fēng)險(xiǎn)。 通過全面的三峽座環(huán)外包工程風(fēng)險(xiǎn)識(shí)別、分析、評(píng)估和控制,總結(jié)出系統(tǒng)的項(xiàng)目風(fēng)險(xiǎn)管理措施,增強(qiáng)企業(yè)對(duì)風(fēng)險(xiǎn)管理的重視。尤其座環(huán)制造的大型部件外包工程中引入風(fēng)險(xiǎn)管理方法,以減少損失,提高效益。表明了風(fēng)險(xiǎn)管理在該項(xiàng)目中發(fā)揮了重要作用。
[Abstract]:Project outsourcing is a means to improve the quality of project by utilizing the advantage of others' excellent resources. However, the complexity of outsourcing process and strict technical standards make the life cycle of outsourcing project face various risks. Enterprises must take effective measures to carry out outsourcing risk management. Firstly, the structure and production requirements of the three Gorges seat ring are analyzed in detail. According to the manufacturing characteristics, several undetermined production schemes are selected, and the decision tree method is used to determine the best mode of production. On this basis, the utility function theory is used to analyze. Determine the specific quantity and scope of project production. Analyze and identify the relevant risk events and risk identification to select the optimal contracting method, from technical risk, schedule risk, cost risk, etc. The quality risk is evaluated by AHP AHP, and then the critical path risk is evaluated by using the plan review technology and product manufacturing process. Secondly, the ranking results of risk factors after risk evaluation are put forward, and the relevant risk control strategies are put forward. The methods of risk control include monitoring realistic report, making emergency plan and so on. In particular, on the basis of studying the control process of the manufacturing process of seat ring outsourcing, the special control measures are planned in detail. From the point of view of the dynamic change of outsourcing risk, the paper puts forward the dynamic monitoring method and early warning means of outsourcing project risk. At the same time, it elaborates the setting and management of the project outsourcing management organization, and details the responsibility of the project management team. Risk management database is established in the enterprise and maintained and updated regularly by the professional administrator to reduce the risk during execution. Through the comprehensive risk identification, analysis, evaluation and control of the three Gorges Corridor Outsourcing Project, the project risk management measures of the system are summarized. In order to reduce the loss and improve the benefit, the risk management plays an important role in the project.
