基于GIS技術(shù)的避洪轉(zhuǎn)移理論體系研究

【摘要】:目前國(guó)內(nèi)關(guān)于避洪轉(zhuǎn)移分析的系統(tǒng)性研究較少,尚未形成一套完整的技術(shù)理論體系。以GIS技術(shù)為支撐,基于洪水風(fēng)險(xiǎn)信息,通過對(duì)居民地、路網(wǎng)數(shù)據(jù)進(jìn)行相交處理,以鄉(xiāng)鎮(zhèn)級(jí)行政區(qū)劃約束下的距離最近原則劃分轉(zhuǎn)移單元,同時(shí)確定需要轉(zhuǎn)移人口數(shù)量的空間分布;采用最優(yōu)路徑計(jì)算方法結(jié)合GIS網(wǎng)絡(luò)分析功能確定轉(zhuǎn)移單元至安置區(qū)的最優(yōu)轉(zhuǎn)移路線。最后以新汴河劉衛(wèi)閘處潰堤洪水方案為例,研究受淹區(qū)避洪轉(zhuǎn)移分析的技術(shù)應(yīng)用,為防汛決策、安全轉(zhuǎn)移提供技術(shù)體系支撐。
[Abstract]:At present, there are few systematic studies on the analysis of flood avoidance transfer in China, and a complete set of technical theory system has not been formed. Based on flood risk information, GIS technology is used to intersect the residents' land and road network data. According to the principle of nearest distance under the restriction of township administrative division, the transfer unit is divided, and the spatial distribution of the population that needs to be transferred is determined. The optimal path calculation method combined with the function of GIS network analysis is used to determine the optimal transfer route from single element to resettlement area. Finally, taking the levee break flood scheme of Liuwei Gate of Xinbianhe River as an example, the technical application of flood avoidance transfer analysis in flooded area is studied. For flood control decision-making, safety transfer to provide technical system support.
