【摘要】：水是人類賴以生存和發(fā)展的物質(zhì)基礎(chǔ),是經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的重要保障。隨著人口的持續(xù)增長和經(jīng)濟(jì)的高速發(fā)展,水資源短缺已成為制約我國經(jīng)濟(jì)發(fā)展和社會(huì)進(jìn)步的主要因素。建立節(jié)水型社會(huì)就成為了全面建設(shè)小康社會(huì)、實(shí)施可持續(xù)發(fā)展戰(zhàn)略、解決水資源短缺問題的必然選擇,也是實(shí)現(xiàn)水資源可持續(xù)利用的必由之路。因此對節(jié)水型社會(huì)建設(shè)評價(jià)研究有利于社會(huì)經(jīng)濟(jì)的可持續(xù)發(fā)展,引導(dǎo)節(jié)水型社會(huì)建設(shè)具有重要意義。本文在闡述我國節(jié)水型社會(huì)建設(shè)的背景、研究現(xiàn)狀和建設(shè)進(jìn)展的基礎(chǔ)上分析了節(jié)水概念、節(jié)水型社會(huì)內(nèi)涵以及我國建立節(jié)水型社會(huì)的必要性。通過參考水利部頒布的《節(jié)水型社會(huì)建設(shè)評價(jià)指標(biāo)體系(試行)》以及結(jié)合阜寧縣水資源特點(diǎn)確定阜寧縣節(jié)水型社會(huì)建設(shè)評價(jià)指標(biāo)體系,并對阜寧縣節(jié)水型社會(huì)建設(shè)進(jìn)行了評價(jià),針對評價(jià)結(jié)果提出了對策及建議。本文研究的主要內(nèi)容如下：(1)節(jié)水型社會(huì)建設(shè)內(nèi)涵及進(jìn)展在總結(jié)國內(nèi)外學(xué)者研究成果的基礎(chǔ)上,闡述了節(jié)水的概念和節(jié)水型社會(huì)建設(shè)的內(nèi)涵,介紹了我國節(jié)水型社會(huì)的提出過程,提出了我國節(jié)水型社會(huì)建設(shè)的目標(biāo)。(2)節(jié)水型社會(huì)建設(shè)評價(jià)指標(biāo)體系研究研究了節(jié)水型社會(huì)建設(shè)評價(jià)指標(biāo)體系,結(jié)合阜寧縣實(shí)際特點(diǎn)構(gòu)建了包括綜合性指標(biāo)、節(jié)水管理指標(biāo)、生活用水指標(biāo)和生態(tài)指標(biāo)在內(nèi)的節(jié)水型社會(huì)評價(jià)指標(biāo)體系；通過參考國內(nèi)外相關(guān)文獻(xiàn)確定節(jié)水型社會(huì)建設(shè)評價(jià)指標(biāo)的評價(jià)標(biāo)準(zhǔn)。(3)節(jié)水型社會(huì)建設(shè)評價(jià)研究論文分別采用了層次分析法和模糊綜合評價(jià)法對阜寧縣節(jié)水型社會(huì)建設(shè)進(jìn)行了綜合評價(jià),結(jié)果顯示阜寧縣2014年節(jié)水型社會(huì)建設(shè)均處于中等階段,2020年節(jié)水型社會(huì)建設(shè)均處于良好階段。根據(jù)評價(jià)結(jié)果提出了相對應(yīng)的對策及建議。
[Abstract]:Water is the material basis of human survival and development, is an important guarantee of sustainable economic and social development, with the sustained growth of population and rapid economic development. The shortage of water resources has become the main factor that restricts the economic development and social progress of our country. The establishment of water-saving society has become the construction of a well-off society in an all-round way and the implementation of the strategy of sustainable development. The inevitable choice to solve the problem of water shortage is also the only way to realize the sustainable use of water resources. Therefore, the evaluation of water-saving society construction is conducive to the sustainable development of social economy. It is of great significance to guide the construction of water-saving society. This paper analyzes the concept of water-saving on the basis of expounding the background, research status and construction progress of water-saving society in China. The connotation of water-saving society and the necessity of establishing water-saving society in China. The evaluation index system of water saving society construction in Funing County is determined by combining the characteristics of water resources in Funing County. The construction of water-saving society in Funing County was evaluated. The main contents of this paper are as follows: 1) the connotation and progress of water-saving society construction is based on summarizing the research results of domestic and foreign scholars. This paper expounds the concept of saving water and the connotation of the construction of water-saving society, and introduces the process of putting forward the water-saving society in our country. This paper puts forward the target of water-saving society construction in China. It studies the evaluation index system of water-saving society construction and studies the evaluation index system of water-saving society construction. Combined with the actual characteristics of Funing County, the evaluation index system of water-saving society including comprehensive index, water-saving management index, water consumption index and ecological index was constructed. By referring to the relevant literature at home and abroad to determine the evaluation criteria for the construction of water-saving society. The paper uses analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method to evaluate the construction of water-saving society in Funing County. The results show that the construction of water-saving society in Funing County in 2014 is in the middle stage, and in 2020 the construction of water-saving society is at a good stage. According to the evaluation results, the corresponding countermeasures and suggestions are put forward.
