【摘要】：當(dāng)前,在經(jīng)濟的快速發(fā)展過程中,我國對天然氣資源的需求日趨擴大,需要我們加快天然氣開發(fā)。然而,就像任何一個工程項目一樣,天然氣集輸系統(tǒng)建設(shè)也存在著大量的風(fēng)險因素,如何全面的識別出這些風(fēng)險因素,對其進行風(fēng)險評估,并根據(jù)具體情況采取相應(yīng)的應(yīng)對和監(jiān)控措施,保證工程的順利完成日益成為天然氣行業(yè)發(fā)展面臨的重要課題。本文先是對風(fēng)險管理的國內(nèi)外研究現(xiàn)狀進行了回顧,接著對風(fēng)險管理的基本理論進行了概述,對延氣2井地面集輸系統(tǒng)建設(shè)(LNG)的基本情況、公司的風(fēng)險管理現(xiàn)狀進行了介紹。在借鑒以往文獻(xiàn)研究成果和專家訪談的基礎(chǔ)上,對天然氣集輸系統(tǒng)建設(shè)項目的潛在關(guān)鍵風(fēng)險因素做了探索性的全面假設(shè),指出技術(shù)因素、環(huán)境因素、自然因素和設(shè)備因素是影響天然氣地面集輸系統(tǒng)安全建設(shè)的主要風(fēng)險因素。在運用層次分析法對主要風(fēng)險因素進行評價的基礎(chǔ)上提出了風(fēng)險應(yīng)對措施及監(jiān)控措施。通過該天然氣開發(fā)項目中的風(fēng)險管理的研究和應(yīng)用,希望能夠?qū)崿F(xiàn)風(fēng)險管理在延長氣田天然氣開發(fā)項目領(lǐng)域的普及,進一步優(yōu)化項目風(fēng)險分析方法,增加風(fēng)險管理研究的可操作性,最終達(dá)到減少效益流失和促進風(fēng)險研究發(fā)展的目的。
[Abstract]:At present, in the process of rapid economic development, the demand for natural gas resources in our country is expanding day by day, which requires us to speed up the development of natural gas. However, just like any engineering project, There are also a lot of risk factors in the construction of natural gas gathering and transportation system. How to identify these risk factors comprehensively, evaluate them, and take corresponding countermeasures and monitoring measures according to the specific situation, To ensure the smooth completion of the project has increasingly become an important subject facing the development of the natural gas industry. Firstly, this paper reviews the current research situation of risk management at home and abroad, and then summarizes the basic theory of risk management. This paper introduces the basic situation of ground gathering and transportation system construction of Yanqi 2 well and the present situation of risk management in the company. The potential key risk factors of the natural gas gathering and transportation system construction project are made exploratory and comprehensive assumptions are made, and the technical factors and environmental factors are pointed out. Natural factors and equipment factors are the main risk factors affecting the safety construction of natural gas gathering and transportation system on the ground. Based on the evaluation of the main risk factors by AHP, the risk countermeasures and monitoring measures are put forward. Through the research and application of risk management in the natural gas development project, It is hoped that risk management can be popularized in the field of Yanchang gas field development project, further optimize the risk analysis method of the project, and increase the operability of risk management research. Finally, the purpose of reducing benefit loss and promoting risk research and development is achieved.
