【摘要】：海岸帶是人類活動(dòng)最為集中的地區(qū)，也是未來(lái)人口集聚和城市化發(fā)展的核心區(qū)，協(xié)調(diào)好海岸帶經(jīng)濟(jì)社會(huì)發(fā)展及其與資源環(huán)境之間的關(guān)系成為促進(jìn)區(qū)域可持續(xù)發(fā)展重要內(nèi)容。隨著遼寧海岸帶地區(qū)作為整體開發(fā)區(qū)域納入國(guó)家戰(zhàn)略規(guī)劃，其經(jīng)濟(jì)和社會(huì)必將進(jìn)入一個(gè)高速發(fā)展的新階段，沿海地區(qū)的資源環(huán)境將承受更大的壓力，管理方式合適與否必將成為影響本地區(qū)發(fā)展的關(guān)鍵因素。本論文針對(duì)這一現(xiàn)實(shí)需求，將遼寧沿海經(jīng)濟(jì)帶作為研究對(duì)象，從區(qū)域產(chǎn)業(yè)分工與合作、區(qū)域基礎(chǔ)設(shè)施建設(shè)和資源利用等迫切需要加強(qiáng)區(qū)域管治的重點(diǎn)領(lǐng)域入手，分析上述領(lǐng)域存在的主要問(wèn)題，并針對(duì)相關(guān)問(wèn)題提出相應(yīng)的管治對(duì)策，，并在此基礎(chǔ)上討論了遼寧沿海經(jīng)濟(jì)帶空間管治的相關(guān)問(wèn)題，如管治體系的構(gòu)建、管治模式的選擇、區(qū)域管治政策的制定以及管治執(zhí)行的保障機(jī)制等。論文主要內(nèi)容包括以下6個(gè)方面： 1.在對(duì)相關(guān)概念進(jìn)行辨析的基礎(chǔ)上，分析了海岸帶、海岸帶綜合管理與空間管治的內(nèi)涵，系統(tǒng)總結(jié)了包括城市與區(qū)域管治、產(chǎn)業(yè)發(fā)展、港口腹地、區(qū)域經(jīng)濟(jì)與資源環(huán)境協(xié)調(diào)發(fā)展在內(nèi)的沿�？臻g管治重點(diǎn)領(lǐng)域相關(guān)理論和方法，為開展遼寧沿海經(jīng)濟(jì)帶空間管治研究奠定理論基礎(chǔ)，并在此基礎(chǔ)上提出遼寧沿海經(jīng)濟(jì)帶空間管治的核心問(wèn)題。 2.論述了遼寧沿海經(jīng)濟(jì)帶開發(fā)歷程，深入分析了遼寧沿海經(jīng)濟(jì)帶開發(fā)的優(yōu)勢(shì)條件和存在問(wèn)題，針對(duì)存在問(wèn)題開展進(jìn)一步研究。 3.在分析遼寧沿海經(jīng)濟(jì)帶產(chǎn)業(yè)布局和演化的基礎(chǔ)上，利用區(qū)位商、洛倫茨曲線與空間基尼系數(shù)、變異系數(shù)對(duì)遼寧沿海經(jīng)濟(jì)帶產(chǎn)業(yè)分工現(xiàn)狀進(jìn)行分析，并探討了區(qū)域產(chǎn)業(yè)分工的機(jī)理和管治對(duì)策。另外，根據(jù)各城市各產(chǎn)業(yè)競(jìng)爭(zhēng)優(yōu)勢(shì)度指數(shù)調(diào)整產(chǎn)業(yè)園區(qū)定位，對(duì)重點(diǎn)產(chǎn)業(yè)進(jìn)行優(yōu)化布局。 4.結(jié)合港口規(guī)模與港城支持度構(gòu)建港口影響力指標(biāo)體系，運(yùn)用Huff模型計(jì)算遼寧沿海6個(gè)港口對(duì)腹地城市影響勢(shì)能值，對(duì)1995~2009年遼寧沿海港口腹地空間演變進(jìn)行定量研究，并對(duì)影響沿海港口腹地演變的驅(qū)動(dòng)要素進(jìn)行定性分析。在深入分析各港口腹地經(jīng)濟(jì)結(jié)構(gòu)演變的基礎(chǔ)上探討港口群分工與協(xié)調(diào)機(jī)制。 5.采用數(shù)據(jù)包絡(luò)分析對(duì)遼寧沿海經(jīng)濟(jì)帶水土資源利用效率進(jìn)行評(píng)價(jià)，探討制約水土資源利用效率提高的影響因素，并提出相應(yīng)的管治對(duì)策。 6.在借鑒相關(guān)管治研究的基礎(chǔ)上，優(yōu)化遼寧沿海經(jīng)濟(jì)帶空間管治體系、管治模式、管治手段，并針對(duì)遼寧沿海經(jīng)濟(jì)帶空間管治的重點(diǎn)領(lǐng)域完善區(qū)域管治政策和管治保障機(jī)制。
[Abstract]:Coastal zone is not only the most concentrated area of human activities, but also the core area of population agglomeration and urbanization development in the future. coordinating the economic and social development of coastal zone and its relationship with resources and environment has become an important content to promote regional sustainable development. With the integration of Liaoning coastal zone as an overall development area into the national strategic planning, its economy and society will enter a new stage of rapid development, and the resources and environment of coastal areas will be under greater pressure. Whether the management mode is appropriate or not will become the key factor affecting the development of the region. In view of this realistic demand, this paper takes Liaoning coastal economic belt as the research object, starting with the key areas of regional industrial division of labor and cooperation, regional infrastructure construction and resource utilization, which urgently need to strengthen regional governance. This paper analyzes the main problems existing in the above fields, and puts forward some corresponding governance countermeasures for the related problems, and on this basis, discusses the related problems of the spatial governance of the coastal economic belt of Liaoning Province, such as the construction of the governance system and the choice of the governance mode. The formulation of regional governance policy and the safeguard mechanism of governance implementation, etc. The main contents of this paper include the following six aspects: 1.
