【摘要】：建設(shè)工程項(xiàng)目管理是指從項(xiàng)目策劃開始至項(xiàng)目完成投入使用期間，，通過項(xiàng)目策劃和項(xiàng)目控制，使得項(xiàng)目的目標(biāo)得以實(shí)現(xiàn)的工程。建設(shè)工程項(xiàng)目的管理工作涉及業(yè)主、施工單位以及多個(gè)專業(yè)咨詢機(jī)構(gòu)和人員，貫穿項(xiàng)目前期、設(shè)計(jì)、招投標(biāo)、施工以及竣工移交、運(yùn)行等階段。按建設(shè)工程項(xiàng)目不同參與方的工作性質(zhì)和組織特征劃分，項(xiàng)目管理可分為業(yè)主方的項(xiàng)目管理、設(shè)計(jì)方的的項(xiàng)目管理、施工方的項(xiàng)目管理、供貨商的項(xiàng)目管理等。由于業(yè)主方是工程項(xiàng)目生產(chǎn)工程中人力資源、物質(zhì)資源和知識的總集成者，也是工程項(xiàng)目生產(chǎn)工程的總組織者，因此對于一個(gè)工程項(xiàng)目而言，業(yè)主方的項(xiàng)目管理是管理的核心。市政公用工程項(xiàng)目業(yè)主方的管理主要特點(diǎn)就是對工程項(xiàng)目的全過程進(jìn)行組織協(xié)調(diào)集成管理。 本文以我國市政公用工程項(xiàng)目為對象，通過全面總結(jié)和系統(tǒng)整理工程項(xiàng)目業(yè)主方管理的特殊知識、技能以及存在的問題，建立起市政公用工程項(xiàng)目的業(yè)主方項(xiàng)目管理體系。并通過花都區(qū)實(shí)施的市政公用工程項(xiàng)目管理進(jìn)行比較研究，對項(xiàng)目管理的全工程進(jìn)行詳細(xì)分解，明確了項(xiàng)目進(jìn)程的各個(gè)階段的作業(yè)清單，對業(yè)主方進(jìn)行項(xiàng)目管理提供了全面的指導(dǎo)。這對于建立中國特色的業(yè)主方項(xiàng)目管理體系，構(gòu)建符合本土文化的項(xiàng)目管理知識要素具有重要的意義。
[Abstract]:Construction project management is a project from the beginning of the project planning to the completion of the project put into use, through the project planning and project control, so that the goal of the project can be achieved. The management of construction project involves owners, construction units and professional consulting organizations and personnel. It runs through the stages of pre-project, design, bidding, construction, transfer of construction and completion, operation and so on. According to the work nature and organizational characteristics of different participants in the construction project, the project management can be divided into the project management of the owner, the project management of the designer, the project management of the construction project, the project management of the supplier, and so on. Because the owner is the total integrator of human resource, material resource and knowledge in the engineering project production engineering, it is also the general organizer of the engineering project production engineering, so for a project, the owner's project management is the core of the management. The main characteristic of the owner management of municipal utility project is to organize and coordinate and integrate the whole process of the project. By summarizing and systematizing the special knowledge, skills and existing problems of owner management of municipal utility projects in China, this paper sets up the project management system of owner of municipal public works projects. Through the comparative study of the municipal public works project management implemented in Huadu District, the whole project of the project management is decomposed in detail, and the operation list of each stage of the project process is made clear. To the owner to carry on the project management to provide the overall guidance. This is of great significance to the establishment of the project management system with Chinese characteristics and to the construction of the project management knowledge elements in line with the local culture.
