嚴(yán)寒地區(qū)村鎮(zhèn)綠色居住環(huán)境建設(shè)框架體系研究

【摘要】：“農(nóng)業(yè)、農(nóng)村和農(nóng)民問題，始終是關(guān)系黨和國家工作全局的根本性問題�！贝彐�(zhèn)發(fā)展已成為我國實施的“十二五”規(guī)劃中下一階段國家建設(shè)發(fā)展的重點。我黨的十八屆三中全會提出要推進城鄉(xiāng)要素平等交換和公共資源均衡配置、要賦予農(nóng)民更多財產(chǎn)權(quán)利等方針和政策。加強農(nóng)村基礎(chǔ)設(shè)施建設(shè)和公共服務(wù)建設(shè)，搞好社會主義新農(nóng)村建設(shè)規(guī)劃，加快改善農(nóng)村生產(chǎn)生活條件已成為全黨工作的重中之重。村鎮(zhèn)居住環(huán)境建設(shè)研究已經(jīng)成為各學(xué)科領(lǐng)域近年關(guān)注的熱點，然而針對嚴(yán)寒地區(qū)村鎮(zhèn)建設(shè)的相關(guān)理論研究較少，也缺乏相關(guān)的政策和法規(guī)，導(dǎo)致村鎮(zhèn)建設(shè)盲目效仿城市，造成傳統(tǒng)文化和村鎮(zhèn)特有空間逐漸消失，破壞村鎮(zhèn)居民原有生活生產(chǎn)，并引發(fā)一系列社會問題�；谶@些問題，本文展開了對嚴(yán)寒地區(qū)村鎮(zhèn)綠色居住環(huán)境建設(shè)框架體系的研究。 本文試圖通過理論分析和案例實踐相結(jié)合的方法，逐層深入對嚴(yán)寒地區(qū)村鎮(zhèn)綠色居住環(huán)境建設(shè)框架體系進行研究，希望能為當(dāng)今村鎮(zhèn)建設(shè)提供參考和決策依據(jù)。本文首先對研究背景、相關(guān)概念、研究方法以及國內(nèi)外的基礎(chǔ)研究進行解析，進而展開對生態(tài)住區(qū)規(guī)劃、村鎮(zhèn)人居環(huán)境建設(shè)、綠色村鎮(zhèn)相關(guān)建設(shè)框架研究以及村鎮(zhèn)居住環(huán)境生態(tài)綠色化發(fā)展進程的詳細闡述。此外本文按照地緣位置將嚴(yán)寒地區(qū)村鎮(zhèn)分類，按照不同類型的村鎮(zhèn)進行居住環(huán)境特點的分析。進而通過典型案例將不同類型村鎮(zhèn)的居住環(huán)境現(xiàn)狀進行解讀，分析總結(jié)出嚴(yán)寒地區(qū)村鎮(zhèn)居住環(huán)境的主要問題。并將嚴(yán)寒地區(qū)村鎮(zhèn)居住環(huán)境綠色化建設(shè)的優(yōu)劣勢進行總結(jié)。 最后,總結(jié)嚴(yán)寒地區(qū)村鎮(zhèn)綠色居住環(huán)境建設(shè)影響因子，通過對實際案例中嚴(yán)寒地區(qū)村鎮(zhèn)居住環(huán)境現(xiàn)狀問題的梳理和歸納，將建設(shè)框架構(gòu)建為七個體系的設(shè)計，分別為綠色建筑體系設(shè)計、綠色景觀體系設(shè)計、綠色公用設(shè)施體系設(shè)計、綠色公共服務(wù)設(shè)施體系設(shè)計、綠色交通體系設(shè)計、綠色軟環(huán)境體系設(shè)計以及綠色產(chǎn)業(yè)體系設(shè)計，并進行體系交叉部分的整合闡述，涵蓋了村鎮(zhèn)居住環(huán)境建設(shè)的各個方面。該框架的構(gòu)建針對嚴(yán)寒地域特征、面向村鎮(zhèn)層級的綠色居住環(huán)境建設(shè)，結(jié)構(gòu)嚴(yán)密、指導(dǎo)性強、框架體系間相互聯(lián)，為今后地域性村鎮(zhèn)綠色居住環(huán)境指標(biāo)體系的建設(shè)提供理論基礎(chǔ)。此外，還總結(jié)了實施途徑及管理制度。為城鄉(xiāng)統(tǒng)籌下嚴(yán)寒地區(qū)村鎮(zhèn)綠色居住環(huán)境的建設(shè)提供指導(dǎo)和依據(jù)，為村鎮(zhèn)居住環(huán)境的健康、可持續(xù)發(fā)展提供理論與實踐的基礎(chǔ)。
[Abstract]:"the issues of agriculture, rural areas and peasants have always been fundamental issues concerning the overall situation of the work of the Party and the state." The development of villages and towns has become the focus of the national construction and development in the next stage of the "Twelfth five-year Plan". The third Plenary session of the 18th CPC Central Committee proposed to promote the equal exchange of urban and rural elements and the balanced allocation of public resources, to give farmers more property rights and other principles and policies. Strengthening the construction of rural infrastructure and public services, doing a good job in planning the construction of a new socialist countryside, and speeding up the improvement of rural production and living conditions have become the most important work of the whole party. The study on the construction of village and town living environment has become the focus of attention in various disciplines in recent years. However, there are few theoretical studies on the construction of villages and towns in severe cold areas, and there is also a lack of relevant policies and regulations, which lead to blind imitation of cities in the construction of villages and towns. It causes the traditional culture and the special space of the village and town to disappear gradually, destroys the original life production of the village and town residents, and causes a series of social problems. Based on these problems, this paper carried out a study on the framework system of green living environment construction of villages and towns in frigid areas. This paper attempts to study the framework system of green living environment construction of villages and towns in severe cold areas by combining theoretical analysis and case practice, hoping to provide reference and decision basis for the construction of villages and towns today. In this paper, the background of the research, related concepts, research methods and basic research at home and abroad are analyzed, and then the ecological settlement planning, the construction of human settlements in villages and towns is carried out. The research on the construction frame of green villages and towns and the development process of ecological green living environment in villages and towns. In addition, this paper classifies villages and towns in cold regions according to geographical location, and analyzes the characteristics of residential environment according to different types of villages and towns. Then through the typical cases to interpret the living environment of different types of villages and towns, the main problems of the living environment of villages and towns in severe cold areas are analyzed and summarized. The advantages and disadvantages of green construction of village and town living environment in cold area are summarized. Finally, the paper summarizes the factors affecting the construction of green living environment of villages and towns in frigid areas. Through combing and summing up the current situation of living environment of villages and towns in cold areas in actual cases, the construction framework is constructed into the design of seven systems. They are green building system design, green landscape system design, green public utility system design, green public service facility system design, green transportation system design, green soft environment system design and green industry system design. And carries on the system cross part conformity elaboration, has covered each aspect of the village and town residential environment construction. The construction of the framework is aimed at the characteristics of severe cold regions, facing the construction of green living environment at the village and town level, with a tight structure and strong guidance, and the frame system is interconnected with each other. It provides a theoretical basis for the construction of green living environment index system in regional villages and towns in the future. In addition, the implementation and management system are summarized. It provides guidance and basis for the construction of green living environment of villages and towns in cold areas, and provides a theoretical and practical basis for the healthy and sustainable development of the living environment of villages and towns.
