【摘要】：常熟市是全國經(jīng)濟發(fā)達的縣級市,多年來積極改善農(nóng)村環(huán)境,提高農(nóng)民生活水平,在城鄉(xiāng)一體化方面走在江蘇乃至全國的前列。村莊整治是我國新農(nóng)村建設(shè)的重要任務(wù)之一,通過研究常熟市村莊整治的模式,有利于了解我國經(jīng)濟發(fā)達地區(qū)的村莊整治模式和特點,對村莊整治工作進行指導。本文基于國內(nèi)外村莊整治的相關(guān)理論實踐研究,探討村莊整治的原則、內(nèi)容體系、整治標準和重點,并思考村莊整治的組織形式和影響因素等基礎(chǔ)問題。通過改善農(nóng)村人居環(huán)境和農(nóng)村基礎(chǔ)條件,村莊整治可以促進農(nóng)村經(jīng)濟發(fā)展,達到提高農(nóng)民生活水平、建設(shè)新農(nóng)村的目標。本文針對常熟市現(xiàn)有村莊的總體情況,分析常熟市村莊整治的現(xiàn)狀和問題,并結(jié)合村莊整治的基礎(chǔ)研究,從村莊整治的參與者和整治對象兩方面考慮,選取整治的主導力量和村莊的經(jīng)濟類型兩個不同角度,對常熟市村莊整治的模式進行分類。從整治的主導力量角度,結(jié)合參與力量和運作機制,將村莊整治分為政府主導模式、村集體主導模式和村企合作模式；從村莊的經(jīng)濟類型角度,依據(jù)村莊現(xiàn)狀和產(chǎn)業(yè)發(fā)展特點,將村莊整治分為農(nóng)業(yè)型村莊的整治模式、工業(yè)型村莊的整治模式和旅游型村莊的整治模式。通過對這些模式的研究,分析歸納各種模式的特征,總結(jié)成功的經(jīng)驗,發(fā)現(xiàn)存在的不足并提出合理的優(yōu)化建議。在此基礎(chǔ)上結(jié)合案例,探討具體案例的整治效果和不足,并提出優(yōu)化措施,完善對各種整治模式的研究。最后總結(jié)主要的研究成果和創(chuàng)新點,并對研究過程中遇到的問題進行思考,發(fā)現(xiàn)研究中存在的不足。
[Abstract]:Changshu is a county-level city with developed economy in the whole country. Over the years, it has been actively improving the rural environment, improving the farmers' living standard, and walking in the forefront of Jiangsu and even the whole country in the aspect of urban-rural integration. Village renovation is one of the important tasks in the construction of new countryside in China. By studying the mode of village renovation in Changshu City, it is helpful to understand the mode and characteristics of village renovation in economically developed areas and to guide the work of village renovation. Based on the theoretical and practical research on village renovation at home and abroad, this paper discusses the principles, content system, standards and key points of village renovation, and considers the basic problems such as the organization form and influencing factors of village renovation. By improving rural living environment and rural basic conditions, village renovation can promote the development of rural economy, achieve the goal of improving farmers' living standard and building new countryside. According to the general situation of the existing villages in Changshu City, this paper analyzes the present situation and problems of the village regulation in Changshu City, and combines with the basic research of the village renovation, considering the participants and the target of the village renovation. From two different angles, the dominant force and the economic type of villages are selected to classify the patterns of village renovation in Changshu City. From the angle of leading power of renovation, combining participation force and operation mechanism, the village renovation is divided into government leading mode, village collective leading mode and village enterprise cooperation mode. From the point of view of the economic type of the village, according to the present situation of the village and the characteristics of the development of the industry, the regulation of the village is divided into three modes: the agricultural village, the industrial village and the tourism village. Through the study of these models, the characteristics of various models are analyzed and summarized, the successful experiences are summarized, the shortcomings are found, and reasonable optimization suggestions are put forward. On this basis, combined with cases, this paper discusses the effect and deficiency of specific cases, and puts forward the optimization measures to perfect the study of various remediation modes. Finally, the main research results and innovation points are summarized, and the problems encountered in the research process are considered, and the deficiencies in the research are found.
