【摘要】：荷蘭的空間規(guī)劃作為公共政策的典型,其規(guī)劃評估體系十分先進成熟,覆蓋了規(guī)劃的編制與運行的全過程。與此對照,我國城鎮(zhèn)規(guī)劃的實施評估剛剛起步,尚未形成連續(xù)動態(tài)的評估系統(tǒng)。本文介紹了荷蘭于2012年出臺的《國家基礎設施與空間規(guī)劃戰(zhàn)略》的制定過程,并對其實施前后的規(guī)劃評估體系進行了深入研究,重點評述了實施前評估中的預評估和戰(zhàn)略環(huán)評的內(nèi)容、方法及程序,探討了各階段評估的意義及對規(guī)劃的影響,并對我國規(guī)劃評估機制的完善提出若干建議。
[Abstract]:As a typical public policy, the planning evaluation system of Netherlands is very advanced and mature, covering the whole process of planning preparation and operation. In contrast, the implementation of urban planning evaluation in China has just started, and has not yet formed a continuous dynamic evaluation system. This paper introduces the development process of the National Infrastructure and Spatial Planning Strategy, which was published in the Netherlands in 2012, and makes an in-depth study of the planning and evaluation system before and after its implementation. The contents, methods and procedures of pre-evaluation and strategic environmental assessment in pre-implementation assessment are emphatically reviewed. The significance of each stage assessment and its impact on planning are discussed, and some suggestions for perfecting the planning evaluation mechanism in China are put forward.
