【摘要】：建設(shè)項(xiàng)目由于存在投資較大、資金回收慢等特征,在建設(shè)過程中可能存在著各種不可預(yù)見的因素,如果不加防范,將可能影響項(xiàng)目的建設(shè)與運(yùn)營,甚至釀成嚴(yán)重后果。因此,對(duì)建設(shè)工程項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行識(shí)別和分析,并找出相應(yīng)的控制對(duì)策,對(duì)于減少項(xiàng)目風(fēng)險(xiǎn)、保證項(xiàng)目開發(fā)投資的成功,具有重要意義。本文運(yùn)用項(xiàng)目風(fēng)險(xiǎn)管理的基本理論,以壽光陽光醫(yī)院門診綜合樓建設(shè)項(xiàng)目為研究對(duì)象,結(jié)合項(xiàng)目?jī)?nèi)外部環(huán)境及自身特點(diǎn),利用風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)分析及評(píng)價(jià)等方法,分別對(duì)建設(shè)決策、項(xiàng)目前期、項(xiàng)目建設(shè)每個(gè)階段進(jìn)行逐一風(fēng)險(xiǎn)識(shí)別、估計(jì)與評(píng)價(jià),并針對(duì)每個(gè)階段的不同特點(diǎn)提出相應(yīng)的風(fēng)險(xiǎn)應(yīng)對(duì)辦法,最后,將風(fēng)險(xiǎn)評(píng)估的層次分析法和風(fēng)險(xiǎn)評(píng)價(jià)的模糊綜合評(píng)價(jià)法相結(jié)合分析實(shí)例,對(duì)壽光陽光醫(yī)院門診綜合樓建設(shè)項(xiàng)目全過程風(fēng)險(xiǎn)進(jìn)行評(píng)定。全文共分為五個(gè)部分,第一部分緒論結(jié)合國內(nèi)外建設(shè)項(xiàng)目風(fēng)險(xiǎn)研究現(xiàn)狀,提出論文研究的目的。第二部分建設(shè)項(xiàng)目開發(fā)風(fēng)險(xiǎn)管理研究,從風(fēng)險(xiǎn)定義入手,結(jié)合建設(shè)開發(fā)特點(diǎn),簡(jiǎn)要介紹風(fēng)險(xiǎn)識(shí)別、估計(jì)、評(píng)價(jià)及應(yīng)對(duì)的方法。第三部分介紹了壽光陽光醫(yī)院門珍綜合樓建設(shè)項(xiàng)目開發(fā)各階段風(fēng)險(xiǎn)管理,分別對(duì)建設(shè)決策、項(xiàng)目前期、項(xiàng)目建設(shè)每個(gè)階段進(jìn)行逐一風(fēng)險(xiǎn)識(shí)別、估計(jì)與評(píng)價(jià)并針對(duì)每個(gè)階段的不同特點(diǎn)提出相應(yīng)的風(fēng)險(xiǎn)應(yīng)對(duì)辦法。第四部分壽光陽光醫(yī)院門診綜合樓建設(shè)項(xiàng)目開發(fā)全過程綜合評(píng)價(jià),通過對(duì)風(fēng)險(xiǎn)的估計(jì)與評(píng)價(jià),利用模糊綜合評(píng)價(jià)法分析實(shí)例,評(píng)定壽光陽光醫(yī)院門診綜合樓建設(shè)項(xiàng)目全過程風(fēng)險(xiǎn)等級(jí)。第五部分根據(jù)風(fēng)險(xiǎn)應(yīng)對(duì)方法,提出壽光陽光醫(yī)院門診綜合樓建設(shè)項(xiàng)目不同階段的風(fēng)險(xiǎn)應(yīng)對(duì)策略。
[Abstract]:Due to the characteristics of large investment and slow recovery of funds, there may be various unforeseen factors in the construction process. If we do not take precautions, it will affect the construction and operation of the project, and even lead to serious consequences. Therefore, it is of great significance to identify and analyze the risk of the construction project and find out the corresponding control countermeasures to reduce the risk of the project and ensure the success of the project development investment. This paper applies the basic theory of project risk management, taking the construction project of Shouguang Sunshine Hospital's outpatient comprehensive building as the research object, combining the internal and external environment of the project and its own characteristics, using the methods of risk identification, risk analysis and evaluation, etc. Risk identification, estimation and evaluation are carried out for each stage of construction decision, early project and project construction, and corresponding risk response methods are proposed according to the different characteristics of each stage. By combining the analytic hierarchy process of risk assessment with the fuzzy comprehensive evaluation method of risk assessment, the risk assessment of the whole process of the construction project of Shouguang Sunshine Hospital out-patient comprehensive building is carried out. This paper is divided into five parts. The first part introduces the purpose of the research on the risk of construction projects at home and abroad. The second part is the research on risk management of construction project development, starting with the definition of risk, combining the characteristics of construction and development, briefly introduces the methods of risk identification, estimation, evaluation and response. The third part introduces the risk management in each stage of the project development of Shouguang Sunshine Hospital Mengzhen complex Building, and identifies the risks one by one in each stage of the project. Estimate and evaluate and propose corresponding risk response methods according to the different characteristics of each stage. The fourth part is the comprehensive evaluation of the whole process of the development of the outpatient comprehensive building of Shouguang Sunshine Hospital. Through the estimation and evaluation of the risk, the fuzzy comprehensive evaluation method is used to analyze the example. Assess Shouguang Sunshine Hospital outpatient comprehensive building construction of the whole process of risk grade. In the fifth part, according to the risk response method, the author puts forward the risk coping strategies in different stages of the outpatient comprehensive building construction project of Shouguang Sunshine Hospital.
