【摘要】：城市規(guī)劃和管理不僅對(duì)一個(gè)城市的整體空間布局起著重要作用，更對(duì)城市的經(jīng)濟(jì)、政治、文化持續(xù)、穩(wěn)定、健康的發(fā)展均具有著重要意義。具體又體現(xiàn)在城市規(guī)劃與管理對(duì)一個(gè)城市的整體空間布局的協(xié)調(diào)作用上，同時(shí)也對(duì)一個(gè)城市的規(guī)劃編制、規(guī)劃許可、以及建設(shè)項(xiàng)目是否符合規(guī)范起著監(jiān)督作用。此外，城市規(guī)劃與管理工作的水平程度將直接影響到城市規(guī)劃的整體實(shí)施進(jìn)程。尤其是隨著經(jīng)濟(jì)不斷發(fā)展，我國的城鎮(zhèn)化水平達(dá)到了一個(gè)新高，新時(shí)期城市規(guī)劃與管理的意義越來越凸顯。但目前我國城市規(guī)劃和管理還存在許多問題，一方面許多老問題尚未得到有效解決，另一方面許多新的問題逐漸突顯出來，而傳統(tǒng)的規(guī)劃與管理體制都不能有效應(yīng)對(duì)。因此研究我國城市規(guī)劃與管理中存在的問題顯得尤為必要與緊迫。 本文第一部分闡述了研究我國城市規(guī)劃和管理的意義與重要性，并對(duì)前人的研究進(jìn)行了總結(jié)，分別作了城市規(guī)劃與管理的制度性研究、方法路徑研究、問題研究，這是本研究的文獻(xiàn)綜述與理論積累。 第二部分介紹了城市規(guī)劃與管理的概念與基本理念，這是本研究的邏輯語言與起點(diǎn)，并分析了城市規(guī)劃與管理的理論基礎(chǔ)。在此基礎(chǔ)之上回溯了我國城市規(guī)劃與管理的歷史沿革。 第三部分是比較分析部分，通過將我國城市規(guī)劃和管理同日本、美國、德國三個(gè)國家進(jìn)行橫向比較，發(fā)現(xiàn)國外城市規(guī)劃與管理的經(jīng)驗(yàn)，，對(duì)這些經(jīng)驗(yàn)進(jìn)行總結(jié)與歸納，便于我國吸收。 第四部分將結(jié)合實(shí)際情況對(duì)我國城市規(guī)劃和管理中存在的問題進(jìn)行總結(jié)，從分析的思路上將從體制、機(jī)制和方法三個(gè)維度著手展開論述。 第五部分將在前面的分析基礎(chǔ)上，對(duì)三個(gè)維度中存在的問題進(jìn)行原因分析，指出其存在社會(huì)、制度與規(guī)劃流程三個(gè)方面的原因。 第六個(gè)部分將根據(jù)存在的問題與原因從理論構(gòu)建和實(shí)踐分析兩個(gè)層面提出，并指出要實(shí)現(xiàn)我國城市規(guī)劃與管理的體制創(chuàng)新、機(jī)制創(chuàng)新與綜合創(chuàng)新。 從分析得到這樣的結(jié)論，我國城市規(guī)劃和管理的主要問題在于體制，也要從體制這一問題著手去進(jìn)行解決。
[Abstract]:Urban planning and management not only play an important role in the overall spatial layout of a city, but also play an important role in the sustained, stable and healthy development of the city's economy, politics and culture. It is also reflected in the coordination of urban planning and management on the overall spatial layout of a city, and also plays a supervisory role in the planning of a city, planning permission, and whether the construction project conforms to the norms. In addition, the level of urban planning and management will directly affect the overall implementation process of urban planning. Especially with the development of economy, the level of urbanization in China has reached a new high, and the significance of urban planning and management is becoming more and more prominent in the new period. However, there are still many problems in urban planning and management in our country. On the one hand, many old problems have not been solved effectively, on the other hand, many new problems have been gradually highlighted, and the traditional planning and management system can not effectively deal with them. Therefore, it is necessary and urgent to study the problems in urban planning and management in China. The first part of this paper expounds the significance and importance of the study on urban planning and management in China, and summarizes the previous studies. This is the literature review and theoretical accumulation of this study. The second part introduces the concept and basic concept of urban planning and management, which is the logical language and starting point of this study, and analyzes the theoretical basis of urban planning and management. On this basis, the history of urban planning and management in China is reviewed. The third part is the comparative analysis part, through the horizontal comparison of China's urban planning and management with Japan, the United States, Germany and three countries, found the experience of foreign urban planning and management, summed up and summarized these experiences. It is easy to absorb in our country. The fourth part will combine the actual situation to carry on the summary to our country city planning and the management question, from the analysis mentality will start from the system, the mechanism and the method three dimensions to begin to discuss. The fifth part will analyze the causes of the problems in the three dimensions on the basis of the previous analysis, and point out the reasons of the existence of the society, the system and the planning process. In the sixth part, according to the existing problems and reasons, it is put forward from the two aspects of theoretical construction and practical analysis, and it is pointed out that the system innovation, mechanism innovation and comprehensive innovation of urban planning and management should be realized in our country. From the analysis, the main problem of urban planning and management in China lies in the system, which should be solved from the system.
