上海城市河流綠道規(guī)劃與實施政策的效率評價和發(fā)展策略研究
[Abstract]:With the continuous improvement and development of the planning and construction of greenways at home and abroad, River greenways, as an important part of greenways, provide material and energy for the development of cities, but also bring good living, entertainment and leisure environment for residents. The impact of conservation and restoration campaigns and green corridor planning campaigns has become a hot topic in urban open space planning. At the same time, the construction of river greenways in various countries has begun. After introducing the relevant articles on greenway theory abroad, some experts and scholars began to study and discuss the planning and construction of Greenway in China. The construction of "quasi-greenway" represented by bicycle road and river-front trestle road appeared one after another. Especially in 2011, the promulgation of the Outline of the Overall Planning of Pearl River Delta Greenway Network made it possible for the government to carry out the planning and construction of Greenway in China. Greenway construction has been carried out in 9 cities in the Pearl River Delta, and the planning and construction activities of Greenway in China have entered a new stage of demonstration, promotion and comprehensive promotion. As a result, the development and planning of urban river greenways have become an important problem to be solved urgently. At present, the study of urban river greenways in China is mostly theoretical in terms of structure and function, lacking concrete discussion on practical development, and the efficiency analysis of planning and implementing policies is not enough. Good.
Based on the evaluation of the efficiency of planning and policy elements affecting the implementation of river greenways, this paper discusses the impact of planning and policy implementation on the implementation of river greenways in Shanghai, finds out the problems in the implementation effect of river greenways and the problems in the policy elements system affecting their implementation, and puts forward the development strategies and suggestions for Shanghai River greenways. Through the above analysis, this paper draws the following conclusions: (1) From the implementation effect, the future development goals and tasks of Shanghai water system greenway are to narrow the gap between the implementation of the target and the actual planning requirements, improve the correlation with the overall green space, and balance the construction level of development at all levels. (2) From the impact of the implementation of the policy efficiency. In the future, Shanghai's River greenway should pay more attention to administrative security, land use, financial security and other aspects to improve incentive policies, and improve the corresponding. Laws and regulations.
The characteristics of this paper are as follows: Firstly, the innovation of research perspective, from the new perspective of urban policy implementation, makes a qualitative and quantitative evaluation of the efficiency of the implementation of policies in Shanghai's rivers and greenways, thus fundamentally solving the current regional green space implementation of the effective policy system problems. Second, the innovation of research methods, most of the previous studies on regional river greenway policy are qualitative or quantitative analysis, combined with quantitative research is less. The software carries on the data analysis, analyzes the implementation situation of the regional river Greenway in Shanghai in 2007 and 2011, and synthetically evaluates the policy control factors and their efficiency which affect the implementation of the river greenbelt after combining the quantitative and qualitative methods, and innovates the analysis method.
In the main content of the arrangement, this paper is divided into six chapters four parts, the first part is the introduction of the first chapter, describes the research background, research significance, research ideas and methods, and research characteristics and innovation.
The second part is the second chapter of the domestic and foreign research progress, including the theoretical development of urban river greenways at home and abroad, planning, construction and management of the progress of combing.
The third part is composed of the third, fourth and fifth chapters, which is the main part of the paper. The study area is composed of four river greenways: Huangpu River, Suzhou River, Dianpu River and Yadun Harbor. Then the implementation of the urban river Greenway in Shanghai is carried out. The third chapter is mainly to enumerate the policy elements of river Greenway Planning and implementation in Shanghai and its research area. The fourth chapter is to analyze the implementation effect and existing problems of river greenbelt under the planning and policy elements system of Shanghai in 2011, and the changes compared with 2007. The fifth chapter evaluates the efficiency of the implementation planning and the policy elements system of the river Greenway in Shanghai. By integrating the sustainable development evaluation method (SA) into the implementation process of the policy elements, the evaluation factors are established to determine the efficiency of the planning and implementation policies under the evaluation factors, and the corresponding problems existing in the planning and policy are put forward.
Chapter 4, namely Chapter 6, aims at the problems found above, puts forward corresponding development strategies and suggestions, and further considers the problems that need to be further developed in river greenway research.
