住宅工程施工階段業(yè)主方的質(zhì)量管理研究

【摘要】:近年來,我國房地產(chǎn)業(yè)蓬勃發(fā)展,國內(nèi)涌現(xiàn)出了一大批一線房企,而在行業(yè)迅速發(fā)展的背后,工程質(zhì)量已經(jīng)成為懸在各房企頭頂?shù)倪_(dá)摩克利斯之劍,成為制約其高速發(fā)展的關(guān)鍵因素。在此背景下,本文探討作為建設(shè)項(xiàng)目管理核心的業(yè)主方,如何更好的對住宅施工階段進(jìn)行質(zhì)量管理具有重要意義。 本文對萬科、中海等國內(nèi)優(yōu)秀房企的質(zhì)量目標(biāo)、質(zhì)量愿景進(jìn)行了對比,闡述了一線房企質(zhì)量控制的核心理念及關(guān)注重點(diǎn)。同時,對業(yè)主方質(zhì)量管理現(xiàn)狀與缺失進(jìn)行了重點(diǎn)剖析,總結(jié)出業(yè)主方只對工程質(zhì)量的結(jié)果檢驗(yàn),未能實(shí)現(xiàn)施工全過程的質(zhì)量關(guān)鍵控制流程及關(guān)鍵工序管理、質(zhì)量管理目標(biāo)無法“落地”等不足,并探討了如何利用業(yè)主方的管理優(yōu)勢,建立業(yè)主、施工、監(jiān)理的良性“三方關(guān)系”,從而落實(shí)質(zhì)量目標(biāo)的方法。而施工階段是項(xiàng)目質(zhì)量控制體系最為關(guān)鍵的環(huán)節(jié),本文通過對住宅工程交付后的質(zhì)量問題報修數(shù)據(jù)進(jìn)行詳細(xì)的分析、對比,找出住宅工程中存在的典型質(zhì)量問題,并通過頭腦風(fēng)暴法、魚骨圖法、5Why分析、WBS分解等方法對典型質(zhì)量問題進(jìn)行了技術(shù)層面的深層次分析,從源頭上得出影響施工質(zhì)量的根本性問題。為了解決這些問題,本文從業(yè)主方的角度出發(fā),重點(diǎn)論述了前期策劃、樣板引路、施工方質(zhì)量保證體系、施工階段質(zhì)量控制指引、合作方管理考核等關(guān)鍵管理動作的實(shí)施與操作方法,并通過工程實(shí)例對以上管理動作的成果進(jìn)行了論證。 通過以上研究,本文主要得出以下結(jié)論:業(yè)主方需要通過改進(jìn)自身管理能力,有效調(diào)動施工、監(jiān)理方在質(zhì)量管理方面的積極性,引導(dǎo)各方共同追求實(shí)現(xiàn)項(xiàng)目的高質(zhì)量標(biāo)準(zhǔn);重視施工階段的質(zhì)量問題分析,能夠通過技術(shù)手段尋找工程質(zhì)量的主要管理問題;提升自身管理動作的規(guī)范性,實(shí)現(xiàn)工程質(zhì)量的精細(xì)化管理。本文具體問題分析及實(shí)例論證為提升業(yè)主方質(zhì)量管理水平提出了具有建設(shè)性的建議和實(shí)踐經(jīng)驗(yàn)。
[Abstract]:In recent years, the real estate industry in our country has been booming, and a large number of front-line housing enterprises have emerged in our country. But behind the rapid development of the industry, the engineering quality has become the sword of Damocles hanging over the heads of the housing enterprises. Become the key factor that restricts its high-speed development. Under this background, it is of great significance to discuss how the owner, as the core of the construction project management, can better carry out the quality management in the residential construction stage. In this paper, the quality objectives and quality vision of domestic excellent housing enterprises such as Vanke and China Shipping are compared, and the core concept and focus of quality control of front-line housing enterprises are expounded. At the same time, the author analyzes the present situation and deficiency of the owner's quality management, summarizes that the owner only checks the result of the project quality, and fails to realize the quality control flow and key procedure management of the whole construction process. This paper discusses how to make use of the management advantage of the owner to establish a benign "tripartite relationship" between the owner, the construction and the supervision, so as to carry out the quality goal. The construction stage is the most critical link of the project quality control system. Through the detailed analysis and comparison of the repair data of the quality problems after the residential engineering delivery, the typical quality problems existing in the residential engineering are found out. Through the methods of brainstorming, fish bone map and WBS decomposition, the technical level of typical quality problems is analyzed, and the fundamental problems affecting the construction quality are obtained from the source. In order to solve these problems, from the angle of the owner, this paper focuses on the pre-planning, model guide, construction quality assurance system, construction stage quality control guidelines, The implementation and operation methods of key management actions, such as management assessment of cooperative parties, are discussed, and the results of the above management actions are demonstrated through engineering examples. Through the above research, this paper draws the following conclusions: owners need to improve their own management ability, effectively mobilize the construction, supervision in quality management, guide the parties to pursue the project of high quality standards; By paying attention to the analysis of the quality problems in the construction stage, we can find the main management problems of the engineering quality by technical means, improve the standardization of our own management actions, and realize the fine management of the engineering quality. This paper puts forward constructive suggestions and practical experiences for improving the quality management level of owners.
