壽光市農(nóng)村人居環(huán)境建設(shè)研究

【摘要】：壽光市是一個傳統(tǒng)農(nóng)業(yè)強市，是中國的蔬菜之鄉(xiāng)，在加快推進社會主義新農(nóng)村建設(shè)背景下，壽光市近年來新農(nóng)村建設(shè)成績顯著。而作為工作之重點的農(nóng)村人居環(huán)境建設(shè)，卻存在不少的問題：部分鄉(xiāng)村缺少規(guī)劃，建筑街道參差不齊；村鎮(zhèn)綠化面積少，村內(nèi)的道路和村民院內(nèi)幾乎沒有綠色；農(nóng)戶的垃圾廢棄物亂扔亂堆；農(nóng)村廁所衛(wèi)生狀況很差；工業(yè)污染向農(nóng)村轉(zhuǎn)移問題逐漸顯現(xiàn)，農(nóng)村生態(tài)環(huán)境受到威脅；農(nóng)民文化設(shè)施貧瘠等等，這些問題都迫切需要得到政府和公眾的關(guān)注。在“強農(nóng)惠農(nóng)，加快社會主義新農(nóng)村建設(shè)”的戰(zhàn)略部署背景下，進行農(nóng)村人居環(huán)境建設(shè)研究具有重強的實踐操作性，關(guān)于壽光市農(nóng)村人居環(huán)境建設(shè)的研究，對壽光新農(nóng)村建設(shè)質(zhì)量的全面提升具有重要意義。本文在人居環(huán)境科學基礎(chǔ)理論基礎(chǔ)上，，借鑒國內(nèi)外農(nóng)村人居環(huán)境實踐，立足壽光農(nóng)村人居環(huán)境發(fā)展現(xiàn)狀，擬就壽光市人居環(huán)境建設(shè)做些梳理，同時對目前制約壽光人居環(huán)境建設(shè)的問題做些研究探討，以期對壽光人居環(huán)境建設(shè)發(fā)展起到積極的推動作用。 論文主要從七個方面進行了研究：第一部分是闡述了人居環(huán)境建設(shè)研究的背景、目的和意義、研究思路和技術(shù)路線；第二部分是歸納總結(jié)人居環(huán)境建設(shè)理論概念和關(guān)鍵問題；第三部分是壽光市農(nóng)村人居環(huán)境建設(shè)SAWR分析；第三部分研究分析了國內(nèi)外農(nóng)村人居環(huán)境建設(shè)經(jīng)驗；第五部分闡述了壽光人居環(huán)境建設(shè)的原則、建設(shè)目標、農(nóng)村規(guī)劃和具體措施；第六部分針對壽光市農(nóng)村人居環(huán)境建設(shè)提出政策建議；第七部分得出結(jié)論。 通過對壽光人居環(huán)境現(xiàn)狀建設(shè)的研究，提出七條意見建議：一是當?shù)卣畱?yīng)從分類甄別明確投入形式、制定政策保障資金投入及優(yōu)化農(nóng)村公共產(chǎn)品投入比例三個方面切入，加大財政對農(nóng)村公共產(chǎn)品的投入；二是大力發(fā)展農(nóng)村集體經(jīng)濟，為我市新農(nóng)村人居環(huán)境建設(shè)提供必要的資金保障，從積極發(fā)展農(nóng)村新型集體經(jīng)濟、實行優(yōu)惠產(chǎn)業(yè)政策幫扶、加大項目扶持力度三大方面給予政策扶持；三是利用降低門檻、政策支持和政府引導三項政策，積極吸收引民間資本投入；四是城鄉(xiāng)布局統(tǒng)籌規(guī)劃，編制縣域總體規(guī)劃，完善壽光市城鎮(zhèn)體系規(guī)劃；五是加強農(nóng)村人居環(huán)境建設(shè)的服務(wù)與監(jiān)管；六是推進農(nóng)村土地管理制度改革；七是有效控制工業(yè)污染向農(nóng)村轉(zhuǎn)移。
[Abstract]:Shouguang City is a strong city of traditional agriculture and the hometown of vegetables in China. Under the background of speeding up the construction of new socialist countryside, Shouguang has made remarkable achievements in the construction of new countryside in recent years. However, there are many problems in the construction of rural human settlements as the focus of the work: lack of planning in some villages, uneven construction streets, less green areas in villages and towns, and almost no green in the roads and courtyard of villages; Farmers' garbage wastes are littered with piles; the sanitary condition of rural toilets is very poor; the problem of industrial pollution transferring to rural areas is gradually emerging; the rural ecological environment is threatened; the peasants' cultural facilities are barren, and so on. These problems urgently need the attention of the government and the public. Under the background of "strengthening agriculture and benefiting agriculture and speeding up the construction of new socialist countryside", the study on rural human settlements construction has a strong practical operation, and research on the construction of rural human settlements environment in Shouguang City, Shouguang new rural construction quality of the overall improvement is of great significance. On the basis of the basic theory of human settlement environment science and the practice of rural human settlement environment at home and abroad, based on the present situation of Shouguang rural human settlements environment development, this paper intends to sort out the construction of human settlements environment in Shouguang City. At the same time, some problems restricting the construction of Shouguang human settlement environment are discussed in order to promote the construction and development of Shouguang human settlements environment. The thesis mainly carries on the research from seven aspects: the first part is the background, the purpose and the significance, the research thought and the technical route, the second part is summarizes the human settlement environment construction theory concept and the key question; The third part is the SAWR analysis of Shouguang rural human settlement environment construction, the third part studies and analyzes the experience of rural human settlement environment construction at home and abroad, the fifth part expounds the principles, construction objectives, rural planning and concrete measures of Shouguang human settlements environment construction. The sixth part puts forward the policy suggestions for Shouguang rural human settlement environment construction, the seventh part draws a conclusion. Through the research on the present situation of Shouguang human settlement environment, seven suggestions are put forward: first, the local government should cut into the following three aspects: classifying and identifying the investment form, formulating policy guarantee fund investment and optimizing the proportion of rural public goods investment. Increase financial input into rural public goods; second, vigorously develop the rural collective economy, provide the necessary financial guarantee for the construction of a new rural human settlements environment in our city, and actively develop the new rural collective economy and implement preferential industrial policies, To increase the intensity of project support to give policy support in three aspects; third, to use the three policies of lowering the threshold, policy support and government guidance, and actively absorb private capital input; fourth, to plan the overall layout of urban and rural areas and to formulate the overall planning for the county area. Improve Shouguang urban system planning; fifth, strengthen the rural residential environment construction services and supervision; sixthly, promote the reform of rural land management system; seventh, effectively control industrial pollution transfer to rural areas.
