建設工程現(xiàn)場施工監(jiān)理質(zhì)量控制標準化研究

【摘要】:建筑工程的質(zhì)量關系到人民生活的安寧和生命、財產(chǎn)的安全,更關系到社會主義建設事業(yè)的可持續(xù)發(fā)展。隨著我國經(jīng)濟的飛速發(fā)展以及人民生活水平不斷提高,對于建筑工程施工質(zhì)量提出了更高的要求。 建設工程監(jiān)理作為監(jiān)督管理工程質(zhì)量的第三方角色,對建筑工程實施過程中工程質(zhì)量形成的管理工作起著重要作用。監(jiān)理任務是控制工程項目的投資、進度和質(zhì)量目標,其中投資控制是基礎,進度控制是條件,而工程質(zhì)量控制是監(jiān)理工作的核心。在實際工作中,大部分情況下業(yè)主更注重賦予監(jiān)理單位在施工現(xiàn)場進行工程質(zhì)量控制工作。實踐證明,加強工程監(jiān)理是保證工程質(zhì)量和效益的重要環(huán)節(jié),如何更好地發(fā)揮其監(jiān)督管理作用,顯得尤為重要。 工程項目由于建設規(guī)模大、工期長、投入多、技術復雜、以及管理方式的特殊性等特點,再加上監(jiān)理從業(yè)人員素質(zhì)參差不齊且整體素質(zhì)不高,尤其是缺乏既有豐富經(jīng)驗又有扎實理論基礎的專家,監(jiān)理人員在質(zhì)量控制方面處于一般的看圖紙、查規(guī)范狀態(tài)。往往是靠監(jiān)理工程師的經(jīng)驗對現(xiàn)場工程質(zhì)量進行控制,缺乏科學的管理手段和控制方法;現(xiàn)場監(jiān)理質(zhì)量控制工作文件的編制、審查及工作評定過程中,缺少規(guī)范化的操作手冊作為技術指南,導致對監(jiān)理工程師在現(xiàn)場工作的質(zhì)量監(jiān)控欠缺合理的考核標準,對現(xiàn)場工作人員的工作內(nèi)容和工作程序無法給出明確的評價。這就決定了施工現(xiàn)場監(jiān)理質(zhì)量控制工作的隨意性。 本文從監(jiān)理角度出發(fā),以現(xiàn)行的國家技術規(guī)范為準則,對現(xiàn)場監(jiān)理工作的質(zhì)量控制標準化進行了深入研究。首先對監(jiān)理質(zhì)量控制的基本理論進行了闡述;其次依據(jù)各專業(yè)施工質(zhì)量驗收規(guī)范,對檢查項目進行歸類,運用定性和定量相結合的方法,統(tǒng)計出現(xiàn)場監(jiān)理人員工作范圍和內(nèi)容。最后,為了解決大量需要檢查驗收項目與少量現(xiàn)場監(jiān)理人員數(shù)之間的矛盾,通過監(jiān)理工程師對現(xiàn)場質(zhì)量控制重點的研究,使用敏感性分析的相關知識提出了解決問題的建議,完成了現(xiàn)場質(zhì)量控制標準化的手冊,為現(xiàn)場質(zhì)量控制標準化的操作提供了依據(jù)。
[Abstract]:The quality of construction works relates to the peace and life of the people, the safety of property, and the sustainable development of socialist construction. With the rapid development of our country's economy and the improvement of people's living standard, the construction quality of construction project is required higher. As a third party role in supervision and management of engineering quality, construction project supervision plays an important role in the management of engineering quality formation in the process of construction engineering implementation. The task of supervision is to control the investment, schedule and quality of the project, in which investment control is the basis, progress control is the condition, and the project quality control is the core of the supervision work. In the actual work, most of the owners pay more attention to the supervision unit to carry out the quality control work in the construction site. It has been proved by practice that strengthening engineering supervision is an important link to ensure the quality and benefit of the project, and how to better play its supervisory and managerial role is particularly important. Because of the characteristics of large construction scale, long construction period, more investment, complex technology, and particularity of management mode, the quality of supervision staff is not uniform and the overall quality is not high. Especially lacking of experts with rich experience and solid theoretical foundation, supervisors are in general view of drawings and check the standard state in quality control. It is often based on the experience of the supervision engineer to control the quality of the site engineering, which lacks scientific management means and control methods, and in the process of compiling, examining and evaluating the working documents of the on-site supervision quality control, The lack of standardized operating manual as a technical guide leads to the lack of a reasonable assessment standard for the quality control of the supervision engineer working on the spot, and the lack of a clear evaluation of the work contents and working procedures of the on-site staff. This decided the construction site supervision quality control work at will. In this paper, from the point of view of supervision, the standardization of quality control in the field supervision work is deeply studied according to the current national technical code. Firstly, the basic theory of supervision quality control is expounded, secondly, according to the construction quality acceptance criterion of various specialties, the inspection items are classified, and the work scope and contents of the field supervisors are calculated by combining qualitative and quantitative methods. Finally, in order to solve the contradiction between a large number of inspection and acceptance projects and a small number of on-site supervisors, through the supervision engineer's research on the key points of field quality control, using the relevant knowledge of sensitivity analysis, the paper puts forward some suggestions to solve the problem. The manual of site quality control standardization is completed, which provides the basis for the operation of field quality control standardization.
