基于相關(guān)基礎(chǔ)工程建設(shè)的水利風(fēng)景區(qū)規(guī)劃設(shè)計研究

【摘要】:水利風(fēng)景區(qū)的建設(shè)在保護(hù)水資源、修復(fù)水生態(tài)、維護(hù)水工程安全等方面發(fā)揮了重要作用,且開展水利旅游,促進(jìn)水經(jīng)濟(jì)發(fā)展,弘揚水文化,推進(jìn)生態(tài)文明建設(shè)。鑒于水利風(fēng)景區(qū)發(fā)展的優(yōu)勢和為社會帶來的各方面效益,近幾年來,水利部大力倡導(dǎo)將水利資源豐富的地區(qū)發(fā)展成為景區(qū),但由于缺乏國家專項資金支持,景區(qū)建設(shè)的前期投資又非常大,致使水利風(fēng)景區(qū)的基礎(chǔ)設(shè)施建設(shè)落后,交通道路不發(fā)達(dá),難以滿足日益增長的旅游市場需求;且水利風(fēng)景區(qū)的建設(shè)囊括了很多的相關(guān)基礎(chǔ)工程,如水生態(tài)環(huán)境保護(hù)與修護(hù)、水土保持、除險加固、防洪防汛、灌區(qū)節(jié)水、森林防火等,而相關(guān)基礎(chǔ)工程往往作為專項而單獨成立,運用政府資金分別進(jìn)行治理,很少考慮到與景區(qū)的結(jié)合建設(shè),進(jìn)行系統(tǒng)化的規(guī)劃統(tǒng)籌,造成了建設(shè)的重復(fù),資金和資源的浪費。 文章以改善水利風(fēng)景區(qū)、相關(guān)基礎(chǔ)工程重復(fù)建設(shè)現(xiàn)象及部分解決水利風(fēng)景區(qū)的建設(shè)資金問題為出發(fā)點。總結(jié)了國內(nèi)外水利風(fēng)景區(qū)的理論研究和發(fā)展現(xiàn)狀。對水利風(fēng)景區(qū)建設(shè)項目類型進(jìn)行歸納,系統(tǒng)分析了結(jié)合相關(guān)基礎(chǔ)工程建設(shè)的水利風(fēng)景區(qū)規(guī)劃設(shè)計中存在的問題,如:工程防護(hù)、水生態(tài)環(huán)境、景觀營造的矛盾;經(jīng)濟(jì)效益和生態(tài)效益的矛盾等。對相關(guān)規(guī)范、法規(guī)加以解讀,,從政策和技術(shù)層面上進(jìn)行探討,并結(jié)合相關(guān)的實踐案例,提出基于相關(guān)基礎(chǔ)工程建設(shè)的水利風(fēng)景區(qū)規(guī)劃設(shè)計方法。主要結(jié)論如下: (1)政策層面上:通過對相關(guān)政策法規(guī)的解讀,提出水利風(fēng)景區(qū)結(jié)合相關(guān)基礎(chǔ)工程建設(shè)要在規(guī)劃層面上進(jìn)行統(tǒng)籌,與周邊環(huán)境進(jìn)行良好調(diào)控,建立完整的流域生態(tài)系統(tǒng),全面協(xié)調(diào)景區(qū)資源的保護(hù)的開發(fā)利用關(guān)系。在資金的投入方面,要落實相關(guān)政策標(biāo)準(zhǔn),拓寬投融資渠道。在管理體制上,要處理好水利風(fēng)景區(qū)與周邊環(huán)境的關(guān)系,注重水利人才的培養(yǎng),成立水利風(fēng)景區(qū)建設(shè)與管理中心,保障景區(qū)的有序化發(fā)展。 (2)技術(shù)層面上:探討了生態(tài)工程技術(shù)在水利風(fēng)景區(qū)中的應(yīng)用,并對濱水景觀建設(shè)與河流保護(hù)進(jìn)行分析,提出水工建筑與景觀的統(tǒng)籌規(guī)劃設(shè)計方法,最后對多重功能的植物景觀營造技術(shù)進(jìn)行探討。
[Abstract]:The construction of water conservancy scenic spots plays an important role in protecting water resources, restoring water ecology, maintaining water engineering safety, and carrying out water conservancy tourism, promoting water economy development, carrying forward water culture and promoting the construction of ecological civilization. In view of the advantages of the development of water conservancy scenic spots and the benefits brought to society in various aspects, in recent years, the Ministry of Water Resources has vigorously advocated the development of areas rich in water resources into scenic spots, but due to the lack of special state funds, The early investment in the construction of the scenic area is also very large, resulting in the backwardness of the infrastructure construction of the water conservancy scenic spot, the underdevelopment of the traffic road, and the difficulty in meeting the increasing demand of the tourism market. Moreover, the construction of the water conservancy scenic spot includes a lot of related basic projects. For example, water ecological environment protection and repair, soil and water conservation, danger removal and reinforcement, flood prevention, water saving in irrigation areas, forest fire prevention, and so on, while related basic projects are often set up as special projects and separately managed with government funds. Little consideration is given to the combination of construction with scenic spots, and systematic planning and coordination have resulted in duplication of construction and waste of funds and resources. The paper starts from improving the water conservancy scenic spot, the phenomenon of repeated construction of related basic engineering and partly solving the construction fund problem of water conservancy scenic spot. Summarized the domestic and foreign water conservancy scenic spot theory research and the development present situation. The types of construction projects of water conservancy scenic spots are summarized, and the problems existing in the planning and design of water conservancy scenic spots, such as engineering protection, water ecological environment and landscape construction, are systematically analyzed. The contradiction between economic benefit and ecological benefit. This paper interprets the relevant norms and regulations, probes into the planning and design methods of water conservancy scenic spots based on the related basic engineering construction from the policy and technical level, and combines the relevant practical cases. The main conclusions are as follows: at the policy level: through the interpretation of the relevant policies and regulations, it is proposed that the water conservancy scenic spots should be coordinated at the planning level and be well regulated with the surrounding environment in combination with the related basic engineering construction. Establish a complete watershed ecosystem and coordinate the exploitation and utilization of scenic area resources. In terms of capital investment, we should implement relevant policy standards and broaden the channels of investment and financing. In the management system, it is necessary to properly handle the relationship between the water conservancy scenic spots and the surrounding environment, pay attention to the training of water conservancy talents, and establish a water conservancy scenic spot construction and management center. On the technical level, the application of ecological engineering technology in water conservancy scenic spot is discussed, and the waterfront landscape construction and river protection are analyzed. This paper puts forward the overall planning and design method of hydraulic architecture and landscape, and finally discusses the construction technology of plant landscape with multiple functions.
