【摘要】:當(dāng)前世界基本呈現(xiàn)總體和平的局勢,但我們還要做到防患于未然,依平戰(zhàn)結(jié)合原則,修建人防工程。人防工程,為現(xiàn)代化城市提供著部分日常生活的服務(wù)。人防工程目前在工程質(zhì)量方面還存在著許多問題和隱患,尤其是結(jié)建式人防工程,其投資金額巨大、涉及面廣,使用期要求長,,由于受各因素的限制,在工程項目質(zhì)量監(jiān)督方面還缺乏成熟經(jīng)驗,非常有必要對其研究和分析。 本文從質(zhì)量監(jiān)督的角度入手,具體研究結(jié)建式防空地下室質(zhì)量監(jiān)督的控制要點,通過查閱大量的理論文獻和施工現(xiàn)場調(diào)查以及相關(guān)技術(shù)資料的研究,以三個實際人防項目案例為研究對象,從質(zhì)量監(jiān)督角度入手對案例項目進行研究分析,對結(jié)建式人防工程建設(shè)中普遍存在的問題找準(zhǔn)根源進行全方位的分析和研究,并以此為基礎(chǔ)給出合理建議以及相應(yīng)的有效對策。根據(jù)具體實例總結(jié)質(zhì)量監(jiān)督過程中的經(jīng)驗及教訓(xùn),進而提出結(jié)建式防空地下室質(zhì)量監(jiān)督的新思路。將科學(xué)的管理方法應(yīng)用到質(zhì)量監(jiān)督管理工作中,在潛移默化中逐漸升華質(zhì)量監(jiān)督人員的安全管理意識。人防工程項目的良好運作和完備的建設(shè)成果會產(chǎn)生巨大的經(jīng)濟效益和社會效益。我們在進行人防工程的質(zhì)量監(jiān)督時要更加地嚴謹、認真、負責(zé),這是順利完成工作的首要保障。 建設(shè)工程項目的命脈就是質(zhì)量和安全,質(zhì)量得不到保障,其他一切都是空談。本文結(jié)合自身工作,根據(jù)實際情況對人防工程項目質(zhì)量監(jiān)督體系進行了分析,對如何建立一套合理有效的人防工程建設(shè)質(zhì)量監(jiān)督體系提出了建議,這些建議對結(jié)建式人防工程項目質(zhì)量監(jiān)督建設(shè)提供了參考價值和借鑒作用。
[Abstract]:At present, the world is basically in a peaceful situation, but we also need to prevent trouble and build civil air defense projects in accordance with the principle of combining peacetime and war. Civil air defense project provides part of daily life service for modern city. At present, there are still many problems and hidden dangers in the engineering quality of civil air defense engineering, especially the built-up civil air defense project, whose investment amount is huge, covering a wide range, and the requirement of service life is long, because of the restriction of various factors. There is a lack of mature experience in project quality supervision, so it is necessary to study and analyze it. From the point of view of quality supervision, this paper concretely studies the key points of quality supervision of built-up air defense basement, and through consulting a large number of theoretical documents, construction site investigation and related technical data research, Taking three actual civil air defense project cases as the research object, the case project is studied and analyzed from the angle of quality supervision, and the root cause of the common problems in the civil air defense project construction is analyzed and studied in all directions. On this basis, reasonable suggestions and corresponding effective countermeasures are given. This paper summarizes the experience and lessons in the process of quality supervision according to concrete examples, and then puts forward a new idea of quality supervision of built-up air defense basement. The scientific management method is applied to the quality supervision and management, and the safety management consciousness of the quality supervisor is gradually sublimated in the process of sublimation. The good operation and complete construction results of civil air defense project will bring great economic and social benefits. We should be more rigorous, conscientious and responsible in the quality supervision of civil air defense projects, which is the primary guarantee for the smooth completion of the work. The lifeblood of construction projects is quality and safety, quality is not guaranteed, everything else is empty talk. According to the actual situation, this paper analyzes the quality supervision system of civil air defense project, and puts forward some suggestions on how to establish a set of reasonable and effective quality supervision system for civil air defense engineering construction. These suggestions provide reference value and reference for the quality supervision and construction of civil air defense project.
