基于建筑工程領(lǐng)域分包工程的質(zhì)量控制研究

【摘要】:對(duì)于建筑行業(yè)來(lái)說(shuō),工程的質(zhì)量是整個(gè)工程最為核心的內(nèi)容,它關(guān)系到廣大人民群眾的生命財(cái)產(chǎn)安全和社會(huì)的和諧穩(wěn)定發(fā)展。作為工程質(zhì)量監(jiān)管部門(mén)和工程的實(shí)施者,我們要始終把工程質(zhì)量作為首要任務(wù)來(lái)抓,嚴(yán)格把關(guān)工程建設(shè)的各個(gè)環(huán)節(jié),確保工程的質(zhì)量。但是,在實(shí)際操作過(guò)程中,由于建筑工程周期較長(zhǎng),需要投入的資金較大,其涉及的人員和部門(mén)較多等原因,導(dǎo)致了工程建設(shè)的各個(gè)環(huán)節(jié)都對(duì)整個(gè)工程的質(zhì)量帶來(lái)一定的負(fù)面影響。 本文對(duì)建筑工程領(lǐng)域分包工程的質(zhì)量控制和行為進(jìn)行理論探討,對(duì)其質(zhì)量行為的影響因素進(jìn)行理論探討并進(jìn)行控制和管理。在分包體制下工程質(zhì)量監(jiān)管機(jī)制越來(lái)越被關(guān)注的前提下,本研究順應(yīng)了這一研究趨勢(shì)。在對(duì)相關(guān)的理論方法和成果的結(jié)果上進(jìn)行總結(jié)和歸納,并針對(duì)分包工程因承包商行為發(fā)生的改變及其特點(diǎn),進(jìn)行分析并提出控制因素,以促進(jìn)分包工程更規(guī)范化,加強(qiáng)和改進(jìn)分包工程的質(zhì)量控制工作為目的,從這一角度應(yīng)該說(shuō)本文具有一定的理論和學(xué)術(shù)意義。 本文通過(guò)文獻(xiàn)研究法、邏輯演繹與綜合分析法以及案例分析法,對(duì)分包工程的質(zhì)量控制進(jìn)行了詳細(xì)論述,研究從國(guó)內(nèi)外承包商工程質(zhì)量控制的現(xiàn)狀開(kāi)始,對(duì)質(zhì)量等一些基本概念進(jìn)行界定,研究了質(zhì)量控制基本理論,分包體制下的工程質(zhì)量控制及監(jiān)督管理,并對(duì)建筑標(biāo)準(zhǔn)化和質(zhì)量控制的基本工具及應(yīng)用進(jìn)行探討,對(duì)現(xiàn)有的質(zhì)量控制的內(nèi)容和方法進(jìn)行介紹;本文重點(diǎn)研究了建筑工程領(lǐng)域分包工程的質(zhì)量控制研究,對(duì)分包體制下的分包商質(zhì)量行為分析、分包商質(zhì)量行為影響因素分析和分包商行為的內(nèi)部控制機(jī)制進(jìn)行研究;并分別從分包工程前、分包工程中和工程竣工后三個(gè)階段,對(duì)質(zhì)量控制方面進(jìn)行分析并提出問(wèn)題,對(duì)現(xiàn)實(shí)中建筑工程領(lǐng)域分包工程的質(zhì)量控制現(xiàn)狀及問(wèn)題進(jìn)行了有效的歸納和總結(jié);針對(duì)這些問(wèn)題,提出建筑工程領(lǐng)域分包工程的質(zhì)量控制論對(duì)策。 本文的研究結(jié)論為: 工程質(zhì)量問(wèn)題是一個(gè)關(guān)系到各國(guó)的社會(huì)和諧穩(wěn)定和廣大人民群眾生命財(cái)產(chǎn)安全的大局問(wèn)題,工程質(zhì)量控制是建筑行業(yè)中最為核心的問(wèn)題。因此,不管是哪個(gè)國(guó)家都對(duì)工程質(zhì)量控制都十分地重視和關(guān)注,相關(guān)的各個(gè)部門(mén)也對(duì)工程質(zhì)量問(wèn)題進(jìn)行了深入地研究和探索。包括工程管理的主體、質(zhì)量控制階段、監(jiān)督管理的內(nèi)容和手段等領(lǐng)域的研究,不斷地總結(jié)和探索如何提高工程質(zhì)量的策略和措施;在分包體制實(shí)行以后,分包工程建設(shè)和設(shè)計(jì)的主體沒(méi)有發(fā)生根本的改變,但是其地位卻發(fā)生了很大的改變,其參與工程建設(shè)的權(quán)利和義務(wù)以及責(zé)任和傳統(tǒng)承包體制下的行為發(fā)生了根本的變化。影響分包商工程質(zhì)量主要有兩個(gè)方面的因素即內(nèi)因和外因;我國(guó)目前在分包工程中存在的問(wèn)題主要可以歸納為分包工程前控制的問(wèn)題,分包工程中質(zhì)量控制問(wèn)題和工程竣工后質(zhì)量檢驗(yàn)的問(wèn)題,但最重要的是,由于工程分包產(chǎn)生的新的問(wèn)題。 針對(duì)問(wèn)題本文提出建筑工程領(lǐng)域分包工程的質(zhì)量控制論對(duì)策,分別是在分包工程前的質(zhì)量控制:運(yùn)用直方圖法來(lái)嚴(yán)格審核分包方的資格,為分包方建立檔案、選擇有資質(zhì)、信譽(yù)好的分包隊(duì)伍、組織分包單位參加圖紙會(huì)審、嚴(yán)把開(kāi)工關(guān);分包工程中的質(zhì)量控制,運(yùn)用調(diào)查分析法研究作業(yè)技術(shù)準(zhǔn)備狀態(tài)的控制、進(jìn)場(chǎng)材料構(gòu)配件的質(zhì)量控制、環(huán)境狀態(tài)的控制、進(jìn)場(chǎng)施工機(jī)械設(shè)備性能及操作狀態(tài)的控制和作業(yè)技術(shù)活動(dòng)運(yùn)行過(guò)程的監(jiān)控;分包工程竣工驗(yàn)收后,包括減少項(xiàng)目關(guān)系人之間的互相“提攜”、“護(hù)短”導(dǎo)致不良工程竣工驗(yàn)收順利過(guò)關(guān),驗(yàn)收過(guò)程中的權(quán)利尋租,以及在工程竣工驗(yàn)收中責(zé)任人互相推諉、責(zé)任不清的現(xiàn)象,以及分包導(dǎo)致的管理多層次復(fù)雜化等問(wèn)題。
[Abstract]:For the construction industry, the quality of the project is the most important content of the whole project. It is related to the safety of the people's life and property and the harmonious and stable development of the society. As the supervision department of the engineering quality and the implementer of the project, we should always take the quality of the project as the primary task and strictly control the construction of the project. The quality of the project is ensured by the link, but in the actual operation process, due to the long construction period, the funds need to be invested and the people and departments are involved in many other reasons, which lead to a certain negative impact on the quality of the whole project.
In this paper, the quality control and behavior of subcontracting projects in the field of construction are discussed in theory, the influence factors of the quality behavior are discussed and controlled and managed. Under the premise that the project quality supervision mechanism is more and more concerned under the subcontract system, this research conforms to the research trend. The results are summarized and summed up, and according to the changes and characteristics of subcontractors' behavior, the analysis and control factors are carried out to promote the more standardized subcontracting projects, and to strengthen and improve the quality control of subcontracting projects. From this angle, this paper has a certain theoretical and academic significance.
In this paper, the quality control of subcontractors is discussed in detail through literature research, logical deduction and comprehensive analysis and case analysis. The basic concepts of quality control are defined, the basic quality control theory and the engineering quality under the subcontract system are studied from the state of the quality control of the contractors at home and abroad. The basic tools and applications of building standardization and quality control are discussed, and the contents and methods of the existing quality control are introduced. This paper focuses on the study of the quality control of subcontracting projects in the field of construction engineering, the analysis of the quality behavior of subcontractors under the subcontracting system, and the quality behavior of the subcontractors. The analysis of the influence factors and the internal control mechanism of the subcontractor's behavior are studied, and the quality control is analyzed and the problems are put forward in three stages after subcontracting, subcontracting and completion of the project. The current situation and problems of quality control and control of subcontracting projects in the field of construction are effectively summarized and summarized. To solve these problems, the quality control theory of subcontracting works in the field of construction engineering is put forward.
The conclusions of this paper are as follows:
The problem of engineering quality is a big problem related to the social harmony and stability of all countries and the safety of the people's life and property. The quality control of engineering is the most important problem in the construction industry. Therefore, no matter which country attaches great importance to and pays attention to the quality control of the engineering, the relevant departments also ask the quality of the project. The subject, including the main body of the project management, the quality control stage, the content and the means of supervision and management, constantly summarize and explore the strategies and measures to improve the quality of the project. After the implementation of the subcontracting system, the main body of the construction and design of subcontracting projects has not changed radically. It has undergone great changes in its status, and its rights and obligations in the construction of the project and the responsibility and the behavior of the traditional contract system have changed radically. There are two main factors affecting the quality of subcontractors, namely, internal and external factors. The problem of pre project control, quality control in subcontracting and quality inspection after completion of the project, but most importantly, new problems arising from engineering subcontracting.
In view of the problems, this paper puts forward the quality control countermeasures of subcontracting projects in the field of construction engineering, which are the quality control before subcontracting: the application of histogram to strictly audit the qualifications of subcontractors, the establishment of files for subcontractors, the selection of qualified and reputable subcontractors, the grouping of subcontractors to participate in the drawings, and the strict operation of the project; The quality control in subcontracting, the use of investigation and analysis method to study the control of the state of operation technical preparation, the quality control of the material and parts of the incoming materials, the control of the environment state, the control of the performance and operation state of the construction machinery and the operation process of the operation, and the reduction of the project clearance after the completion and acceptance of the subcontracting project. The mutual "carrying" between the people, "the protection of the short" leads to the smooth passing of the completion acceptance of the bad project, the rent-seeking in the acceptance process, the phenomenon that the responsible person is passing on each other, the responsibility is not clear, and the management of the subcontracting is complicated.
