【摘要】：伴隨著工業(yè)化、城鎮(zhèn)化的快速推進(jìn),義烏圍繞市場(chǎng)經(jīng)濟(jì)建設(shè)以城鄉(xiāng)經(jīng)濟(jì)集聚化、鄉(xiāng)村社區(qū)化為發(fā)展目標(biāo),全方位推進(jìn)工業(yè)經(jīng)濟(jì)剝離鄉(xiāng)村空間,以培養(yǎng)農(nóng)業(yè)龍頭企業(yè)和特色休閑產(chǎn)業(yè)為鄉(xiāng)村經(jīng)濟(jì)重心,從而呈現(xiàn)出鄉(xiāng)村單純的功能居住化和單一的農(nóng)業(yè)現(xiàn)代化現(xiàn)象,進(jìn)而導(dǎo)致鄉(xiāng)村出現(xiàn)了諸如勞動(dòng)力過剩、空間閑置、土地利用率低等問題。因此,如何在城鄉(xiāng)發(fā)展一體化背景下推動(dòng)義烏鄉(xiāng)村建設(shè)與產(chǎn)業(yè)融合發(fā)展,引導(dǎo)鄉(xiāng)村走向功能復(fù)合化、土地集約化、服務(wù)配套化的科學(xué)可持續(xù)發(fā)展道路為本文探索的主要目標(biāo)。首先,在分析義烏鄉(xiāng)村建設(shè)與產(chǎn)業(yè)發(fā)展歷程的基礎(chǔ)上,歸納出鄉(xiāng)村社會(huì)發(fā)展的總體特征以及經(jīng)濟(jì)發(fā)展、空間形態(tài)演變特征,指出鄉(xiāng)村建設(shè)與產(chǎn)業(yè)發(fā)展在經(jīng)濟(jì)制度和空間環(huán)境層面存在的問題。通過總結(jié)義烏鄉(xiāng)村建設(shè)與產(chǎn)業(yè)發(fā)展歷程與特征,深入挖掘義烏鄉(xiāng)村建設(shè)與產(chǎn)業(yè)發(fā)展的經(jīng)驗(yàn),得出鄉(xiāng)村建設(shè)與產(chǎn)業(yè)發(fā)展的趨勢(shì)。其次,深入分析義烏鄉(xiāng)村建設(shè)與產(chǎn)業(yè)融合發(fā)展的內(nèi)在訴求和外在條件,在城鄉(xiāng)發(fā)展一體化背景下,結(jié)合鄉(xiāng)村建設(shè)與產(chǎn)業(yè)發(fā)展的經(jīng)驗(yàn)啟示,針對(duì)既無區(qū)位優(yōu)勢(shì)又無特色資源的普通鄉(xiāng)村,引入鄉(xiāng)村綜合發(fā)展概念,提出了推動(dòng)鄉(xiāng)村建設(shè)與產(chǎn)業(yè)融合發(fā)展的思想,以及鄉(xiāng)村融合發(fā)展的思路。最后,基于義烏鄉(xiāng)村建設(shè)與產(chǎn)業(yè)發(fā)展的特征、經(jīng)驗(yàn)、條件分析,以推動(dòng)鄉(xiāng)村建設(shè)與產(chǎn)業(yè)融合發(fā)展為目標(biāo),通過逐步推進(jìn)的融合組織方式,包括個(gè)體經(jīng)濟(jì)自由發(fā)展、適度分工協(xié)作發(fā)展、引導(dǎo)鄉(xiāng)村集中發(fā)展三種方式,構(gòu)建一個(gè)集鄉(xiāng)村生產(chǎn)服務(wù)功能為一體的發(fā)展平臺(tái),因地制宜制定適合鄉(xiāng)村建設(shè)與產(chǎn)業(yè)融合發(fā)展的空間模式,并制定宏觀政策引導(dǎo)融合的順利實(shí)施,為義烏鄉(xiāng)村建設(shè)與產(chǎn)業(yè)融合發(fā)展提供大方向和指導(dǎo)。
[Abstract]:With the rapid development of industrialization and urbanization, Yiwu takes the rural-urban economic agglomeration and the rural communitalization as the development goal around the construction of the market economy, and comprehensively promotes the industrial economy to peel off the rural space. Taking the cultivation of leading agricultural enterprises and characteristic leisure industry as the focal point of rural economy, it presents the phenomenon of simple function residence and single agricultural modernization in rural areas, which leads to the emergence of rural areas such as surplus labor force and idle space. Low land use rate and other problems. Therefore, how to promote the integration of rural construction and industrial development in Yiwu under the background of urban-rural development integration, and guide the rural areas towards the road of scientific and sustainable development, such as functional compounding, land intensive and service supporting, is the main goal of this paper. First of all, on the basis of analyzing the process of rural construction and industrial development in Yiwu, the overall characteristics of rural social development, the characteristics of economic development and the evolution of spatial form are summarized. The problems of rural construction and industrial development in the aspects of economic system and spatial environment are pointed out. Through summing up the history and characteristics of rural construction and industrial development in Yiwu, the author deeply excavates the experience of rural construction and industrial development in Yiwu, and draws the trend of rural construction and industrial development. Secondly, it deeply analyzes the internal demands and external conditions of rural construction and industrial integration development in Yiwu, combined with the experience and enlightenment of rural construction and industrial development under the background of urban-rural development integration. This paper introduces the concept of rural comprehensive development and puts forward the idea of promoting the development of rural construction and industry integration, as well as the thought of rural integration development. Finally, based on the analysis of the characteristics, experiences and conditions of rural construction and industrial development in Yiwu, aiming at promoting the development of rural construction and industrial integration, the author aims to promote the integration of rural construction and industrial development through the gradual promotion of integration organization, including the free development of individual economy. Moderate division of labor and cooperative development, guiding three ways of rural concentrated development, constructing a development platform that integrates rural production and service functions, and formulating a space model suitable for the integration of rural construction and industrial development according to local conditions. And the establishment of macro-policy to guide the smooth implementation of integration, Yiwu rural construction and industrial integration to provide general direction and guidance.
