【摘要】:隨著建設(shè)工程規(guī)模的不斷擴(kuò)大,越來(lái)越多的建設(shè)工程開(kāi)始以項(xiàng)目組合與項(xiàng)目集的多項(xiàng)目形式出現(xiàn),傳統(tǒng)的單項(xiàng)目管理方法已不能滿(mǎn)足多項(xiàng)目管理的要求,多項(xiàng)目管理日益成為建設(shè)工程領(lǐng)域關(guān)注的熱點(diǎn),同時(shí)也成為眾多建設(shè)工程業(yè)主方最為關(guān)心的問(wèn)題,但由于多項(xiàng)目管理研究在國(guó)內(nèi)還處于起步階段,導(dǎo)致實(shí)際應(yīng)用中不斷出現(xiàn)亟待解決的組織結(jié)構(gòu)僵化、資源配置不合理、供應(yīng)鏈管理混亂等問(wèn)題。因此,加強(qiáng)建設(shè)工程業(yè)主方多項(xiàng)目管理的研究,尤其是加快多項(xiàng)目管理中的組織管理、資源配置、供應(yīng)鏈管理等核心問(wèn)題的研究顯得非常迫切而必要。 針對(duì)上述問(wèn)題,本論文以項(xiàng)目管理理論、組織理論、資源配置及供應(yīng)鏈管理理論為基礎(chǔ),消化吸收國(guó)內(nèi)外多項(xiàng)目管理研究和應(yīng)用的成果,結(jié)合建設(shè)工程多項(xiàng)目管理的特點(diǎn)和我國(guó)業(yè)主方多項(xiàng)目管理的現(xiàn)狀,運(yùn)用績(jī)效評(píng)價(jià)法、動(dòng)態(tài)規(guī)劃法等方法,構(gòu)建了建設(shè)工程業(yè)主方多項(xiàng)目管理模式和資源優(yōu)化配置模型,提出了業(yè)主方多項(xiàng)目管理組織成熟度評(píng)價(jià)指標(biāo)體系和供應(yīng)鏈優(yōu)化管理模式。 論文的創(chuàng)新之處主要體現(xiàn)在以下方面: 1.提出了兩種適用不同范圍的建設(shè)工程多項(xiàng)目管理模式——咨詢(xún)式和代建式。在充分分析已有的項(xiàng)目管理組織模式的基礎(chǔ)上,針對(duì)多項(xiàng)目管理組織需求具有范圍廣、因素多、變化快、要求高的特點(diǎn),從業(yè)主內(nèi)部項(xiàng)目組織架構(gòu)深入,設(shè)計(jì)了兩種多項(xiàng)目管理模式,提出了不同管理模式的適用范圍。 2.提出了建設(shè)工程業(yè)主方多項(xiàng)目管理組織成熟度評(píng)價(jià)指標(biāo)體系。從多項(xiàng)目管理實(shí)際和業(yè)主方組織運(yùn)行特點(diǎn)入手,構(gòu)建了業(yè)主方多項(xiàng)目管理組織成熟度模型的三維結(jié)構(gòu),借鑒平衡計(jì)分卡的指標(biāo)設(shè)置思路將評(píng)價(jià)指標(biāo)劃分為組織能力水平、組織關(guān)系管理、組織內(nèi)部過(guò)程管理、學(xué)習(xí)與成長(zhǎng)四大類(lèi)一級(jí)指標(biāo)和其相應(yīng)的二級(jí)指標(biāo),形成了業(yè)主方多項(xiàng)目管理組織成熟度評(píng)價(jià)指標(biāo)體系,為科學(xué)評(píng)價(jià)業(yè)主方多項(xiàng)目管理組織成熟度提供了理論依據(jù)。 3.構(gòu)建了業(yè)主方多項(xiàng)目人力資源、材料設(shè)備、資金三類(lèi)資源優(yōu)化配置模型。從多項(xiàng)目的資源需求存在共享與沖突兩面性特征入手,應(yīng)用動(dòng)態(tài)規(guī)劃法,分別構(gòu)建了業(yè)主方多項(xiàng)目人力資源、材料設(shè)備、資金三類(lèi)資源優(yōu)化配置模型,并通過(guò)實(shí)證分析,驗(yàn)證了動(dòng)態(tài)規(guī)劃方法解決業(yè)主方多項(xiàng)目材料與設(shè)備優(yōu)化配置模型的適用性,為實(shí)現(xiàn)多目標(biāo)、多種類(lèi)、多層次特點(diǎn)的多項(xiàng)目資源優(yōu)化配置提供了解決辦法。 4.提出了基于建設(shè)工程多項(xiàng)目的業(yè)主方供應(yīng)鏈優(yōu)化管理模式。通過(guò)分析多項(xiàng)目供應(yīng)鏈的結(jié)構(gòu)與環(huán)節(jié),提出了多項(xiàng)目供應(yīng)鏈一體化運(yùn)作內(nèi)容,在比較不同采購(gòu)方式以及不同集中采購(gòu)模式下物流與結(jié)算管理的基礎(chǔ)上,提出了基于多項(xiàng)目的業(yè)主方供應(yīng)鏈優(yōu)化管理模式,并通過(guò)實(shí)例驗(yàn)證了該模式的優(yōu)越性,為多項(xiàng)目管理業(yè)主方優(yōu)化供應(yīng)鏈管理提供了參考。
[Abstract]:With the continuous expansion of construction project scale, more and more construction projects begin to appear in the form of project portfolio and project set. The traditional single project management method can not meet the requirements of multi-project management. Multi-project management has increasingly become the focus of attention in the field of construction engineering, and it has also become the most concerned issue for many owners of construction projects. However, the study of multi-project management is still in its infancy in China. As a result, some problems such as ossification of organization structure, unreasonable allocation of resources, confusion of supply chain management and so on appear constantly in practical application. Therefore, it is very urgent and necessary to strengthen the research on multi-project management of construction project owner, especially to accelerate the research of organization management, resource allocation, supply chain management and so on. Aiming at the above problems, this paper is based on project management theory, organization theory, resource allocation and supply chain management theory, digesting and absorbing the research and application of multi-project management at home and abroad. Combined with the characteristics of multi-project management of construction projects and the current situation of multi-project management of owners in China, the multi-project management model and the optimal allocation model of resources are constructed by using the methods of performance evaluation, dynamic programming and so on. The evaluation index system and the supply chain optimization management model of owner-side multi-project management organization maturity are put forward. The innovations of the thesis are mainly reflected in the following aspects: 1. In this paper, two kinds of multi-project management modes of construction engineering-consulting and agent-building are put forward. On the basis of fully analyzing the existing project management organization model, aiming at the characteristics of wide range, many factors, rapid change and high requirements of multi-project management organization, this paper makes a thorough analysis of the internal project organization structure of the owner. Two kinds of multi-project management models are designed, and the applicable scope of different management models is proposed. 2. The evaluation index system of multi-project management organization maturity of construction project owner is put forward. Based on the practice of multi-project management and the characteristics of the owner's organization, the three-dimensional structure of the organization maturity model of multi-project management is constructed, and the evaluation index is divided into organizational ability level by using the index setting idea of the balanced Scorecard. The organizational relationship management, internal process management, learning and growth of the four major categories of indicators and their corresponding secondary indicators, forming the owners of multi-project management organizational maturity evaluation index system, It provides a theoretical basis for scientific evaluation of the maturity of multi-project management organization. 3. The optimal allocation model of multi-project human resource, material equipment and capital is constructed. Starting with the dual characteristics of sharing and conflict in resource demand of multi-projects, this paper applies dynamic programming method to construct three kinds of optimal allocation models of multi-project human resources, materials and equipment, capital and so on. It verifies the applicability of dynamic programming method to solve the problem of multi-project material and equipment optimal allocation model, which provides a solution for multi-objective, multi-type and multi-level resource allocation. 4. The optimal management model of owner supply chain based on multi-project construction project is put forward. By analyzing the structure and links of multi-project supply chain, this paper puts forward the contents of integrated operation of multi-project supply chain, and compares the logistics and settlement management under different purchasing modes and different centralized purchasing modes. In this paper, an optimal supply chain management model based on multi-project is proposed, and the superiority of the model is verified by an example, which provides a reference for the multi-project management to optimize the supply chain management.
