湖南省城鄉(xiāng)建設用地總量控制及其差別化引導

【摘要】:改革開放以來,隨著社會經濟快速發(fā)展,工業(yè)化、城市化進程快速推進,對城鄉(xiāng)建設用地的需求不斷增加,但由于粗放型經濟增長方式未得到根本轉變,導致城鄉(xiāng)建設用地的大量無序擴張,對人民的生活、經濟的發(fā)展、資源環(huán)境的保護構成了嚴重威脅,現有的城鄉(xiāng)建設用地利用和管理模式已不能滿足社會經濟發(fā)展的要求,因此必須嚴格控制城鄉(xiāng)建設用地擴張,因地制宜的對各地區(qū)的城鄉(xiāng)建設用地進行調控和引導,這是經濟轉型期對土地管理提出的新要求,也是實現社會經濟、資源環(huán)境可持續(xù)發(fā)展的根本保障。 本文以湖南省為例,依據國內外城鄉(xiāng)建設用地擴張、規(guī)模預測與增減掛鉤研究等理論基礎,以2003-2011年土地利用現狀變更表、2004-2012年統計年鑒作為數據來源,做了以下研究: 首先分析湖南省城鄉(xiāng)建設用地變化及利用現狀,總結出城鄉(xiāng)建設用地利用中存在的主要問題有城鎮(zhèn)建設用地無序擴張和低效利用、農村居民點無規(guī)劃粗放利用、威脅糧食安全和生態(tài)安全等。 分析城鄉(xiāng)建設用地變化的社會人文、經濟、資源環(huán)境等因素,采用相關分析的方法分別選取了影響城鄉(xiāng)建設用地、城鎮(zhèn)工礦用地和農村建設用地變化的驅動力因子,并通過逐步回歸的方法建立驅動力模型,采用定量預測結合規(guī)劃參考值的方法對相關指標進行預測,從而根據模型計算出湖南省城鄉(xiāng)建設用地總量控制目標,2015年和2020年的指標分別為147.50萬公頃和180.92萬公頃。 在此基礎上研究城鄉(xiāng)建設用地的差別化引導,根據相關規(guī)劃標準、社會經濟發(fā)展水平和未來發(fā)展重點,劃定“一核一軸”的城鎮(zhèn)建設用地拓展重點區(qū)域和“一核三軸”的次重點區(qū)域,根據自然條件、農村居民點整理潛力和社會經濟發(fā)展水平,結合相關規(guī)劃劃定“環(huán)洞庭湖和湘東”農村居民點整理重點區(qū)域與“湘中南和湘西”次重點區(qū)域實行城鄉(xiāng)間的差別化引導;根據主體功能分區(qū)進行區(qū)域間差別化引導,提出重點開發(fā)區(qū)城鄉(xiāng)建設用地利用原則為“保障建設,集約利用,保護耕地”,限制開發(fā)區(qū)為“保護耕地,適度開發(fā),集約布局”,禁止開發(fā)區(qū)為“強制保護,禁止開發(fā)”。 選取城鎮(zhèn)固定資產投資、總人口、人均耕地面積、現狀城鄉(xiāng)建設用地面積等指標,采用德爾菲法確定指標權重,構建規(guī)模指數評價指標體系并計算規(guī)模指數,采取總量控制的方法將城鄉(xiāng)建設用地總規(guī)模分配到市(州)。 最后提出城鄉(xiāng)建設用地規(guī)?刂坪蛢(yōu)化利用的措施建議,主要有:滿足城鄉(xiāng)建設用地合理需求以保障發(fā)展;變“外延擴張”為“內涵挖潛”,促進集約用地;完善城鄉(xiāng)建設用地增減掛鉤制度;探索“總量控制”的城鄉(xiāng)建設用地管理新模式及其實現路徑等。從而為湖南省土地管理模式的轉變與可持續(xù)發(fā)展提供指導與借鑒。
[Abstract]:Since the reform and opening up, with the rapid development of social economy, industrialization and the rapid advancement of urbanization, the demand for urban and rural construction land has been increasing, but the mode of extensive economic growth has not been fundamentally changed. As a result of the disorderly expansion of urban and rural construction land, it poses a serious threat to the people's life, economic development and the protection of resources and environment. The existing mode of utilization and management of urban and rural construction land can no longer meet the requirements of social and economic development. Therefore, we must strictly control the expansion of urban and rural construction land, adjust and guide urban and rural construction land in various areas according to local conditions, which is a new requirement for land management in the period of economic transformation, and also realize social economy. The fundamental guarantee of sustainable development of resources and environment. Taking Hunan Province as an example, based on the theoretical basis of urban and rural construction land expansion at home and abroad, scale prediction and increase or decrease, and taking the current land use change table 2004-2012 as the data source, the following research is done: Firstly, the paper analyzes the change and utilization of urban and rural construction land in Hunan province, and concludes that the main problems in urban and rural construction land use are the disorderly expansion and inefficient utilization of urban construction land, and the unplanned extensive utilization of rural residential land. Threat to food security and ecological security. Based on the analysis of social and humanistic, economic, resource and environmental factors of urban and rural construction land change, the driving force factors affecting urban and rural construction land, urban industrial and mining land and rural construction land change are selected by using the method of correlation analysis. The driving force model is established by stepwise regression, and the quantitative prediction combined with the planning reference value is used to predict the related indexes. According to the model, the total control target of urban and rural construction land in Hunan Province is calculated. The targets for 2015 and 2020 are 1.475 million hectares and 1.8092 million hectares, respectively. On this basis, the paper studies the differentiation and guidance of urban and rural construction land, according to the relevant planning standards, the level of social and economic development and future development priorities, Delimit the "one nuclear, one axis" urban construction land to expand the key areas and the "one nuclear and three axis" sub-key areas, according to the natural conditions, rural settlements consolidation potential and the level of social and economic development, In combination with relevant planning, the key areas of rural residential areas around Dongting Lake and East Hunan should be divided into urban and rural areas with sub-key areas of "Central Hunan and South Hunan and West Hunan", and regional differentiation guidance should be conducted according to the main functional zones. The principles of urban and rural construction land use in key development zones are "ensuring construction, intensive utilization, protecting cultivated land", limiting development zones to "protecting cultivated land, moderately developing, and distributing intensively", and forbidding development zones to be "compulsory protection and forbidden exploitation". Selecting the indexes of fixed assets investment, total population, per capita cultivated land area, urban and rural construction land area and so on, using Delphi method to determine the index weight, to construct the scale index evaluation index system and to calculate the scale index. Adopt the method of total quantity control to allocate the total scale of urban and rural construction land to the city (prefecture). Finally, the paper puts forward the measures to control the scale and optimize the utilization of urban and rural construction land, including: satisfying the reasonable demand of urban and rural construction land in order to ensure development, changing "extension expansion" into "intension tapping potential", and promoting intensive land use; To perfect the system of linking the increase and decrease of urban and rural construction land, and to explore the new mode of urban and rural construction land management and its realization path of "total quantity control". So as to provide guidance and reference for the transformation and sustainable development of land management mode in Hunan Province.
