【摘要】：目前我國(guó)正處于經(jīng)濟(jì)高速發(fā)展階段,建筑業(yè)是支柱產(chǎn)業(yè)之一,每年固定資產(chǎn)的投資額都保持在兩位數(shù)的增幅。在建筑業(yè)突飛猛進(jìn)發(fā)展的同時(shí),建筑工程管理卻沒(méi)有與之協(xié)調(diào)發(fā)展,總體水平不高,存在各種各樣的問(wèn)題和不足,最突出的是對(duì)環(huán)境污染和員工安全問(wèn)題的忽視。ISO9000、ISO14000、OHSAS18000系列標(biāo)準(zhǔn)是促進(jìn)企業(yè)管理水平飛躍的助推器,三個(gè)標(biāo)準(zhǔn)分別以質(zhì)量、環(huán)境、員工為關(guān)注焦點(diǎn)幫助企業(yè)建立質(zhì)量管理體系、環(huán)境管理體系和職業(yè)健康安全管理體系,以此提高管理水平,增加企業(yè)效益。首先,本文在集成化管理理論的基礎(chǔ)上,將管理目標(biāo)系統(tǒng)拓展,增加了環(huán)境目標(biāo)和職業(yè)健康安全目標(biāo),形成集成化目標(biāo)系統(tǒng),并結(jié)合決策與策劃階段、設(shè)計(jì)與計(jì)劃階段、實(shí)施階段的不同工作內(nèi)容和任務(wù)性質(zhì),提出了三階段的集成化目標(biāo)系統(tǒng)。然后,本文分析了質(zhì)量管理體系、環(huán)境管理體系和職業(yè)健康安全管理體系整合的可行性和必要性,提出了建立全面一體化管理體系建立步驟和實(shí)施流程。最后,本文運(yùn)用層次分析法和模糊綜合評(píng)價(jià)法,構(gòu)建了全面一體化管理體系的綜合評(píng)價(jià)方法,并基于實(shí)例,對(duì)該方法進(jìn)行了試算和驗(yàn)證。通過(guò)對(duì)結(jié)果的分析,提出優(yōu)化和改進(jìn)全面一體化管理體系的建議和策略。
[Abstract]:At present, China is in the stage of rapid economic development, the construction industry is one of the pillar industries, the investment of fixed assets is maintained in double-digit increase every year. While the construction industry is developing by leaps and bounds, the construction engineering management has not developed in harmony with it, the overall level is not high, and there are various problems and deficiencies. The most prominent is the neglect of environmental pollution and employee safety. The ISO9000 ISO14000 OHSAS18000 series standards are the boosters to promote the leap in the level of enterprise management. The three standards help enterprises establish a quality management system with the focus of attention on quality, environment and employees, respectively. Environmental management system and occupational health and safety management system to improve the level of management and increase the efficiency of enterprises. First of all, based on the integrated management theory, this paper expands the management target system, adds the environmental goal and occupational health and safety goal, forms the integrated goal system, and combines the decision-making and planning stage, the design and planning stage. Three-stage integrated target system is put forward in this paper. Then, this paper analyzes the feasibility and necessity of the integration of quality management system, environmental management system and occupational health and safety management system, and puts forward the steps and implementation process of establishing comprehensive integrated management system. Finally, this paper constructs a comprehensive evaluation method of the integrated management system by using the analytic hierarchy process and fuzzy comprehensive evaluation method, and makes a trial calculation and verification of the method based on an example. Based on the analysis of the results, the suggestions and strategies for optimizing and improving the integrated management system are put forward.
