【摘要】：摘要：隨著國家新型城鎮(zhèn)化,國家新區(qū)等戰(zhàn)略的提出和實(shí)踐,各地政府投資項(xiàng)目如雨后春筍般拔地而起。為了全面落實(shí)《國務(wù)院關(guān)于投資體制改革的決定》,各級(jí)政府也在加強(qiáng)對(duì)本級(jí)政府投資項(xiàng)目的監(jiān)督和管理改革。同時(shí),我國政府投資項(xiàng)目施工監(jiān)管還面臨一些問題,缺乏有效的監(jiān)管體系。因此,本文站在政府的角度,梳理國內(nèi)外研究現(xiàn)狀,總結(jié)我國政府投資項(xiàng)目監(jiān)管存在的問題,在理論分析的基礎(chǔ)之上,力圖從制度建設(shè)、機(jī)制構(gòu)建、過程監(jiān)控、績效考核等方面構(gòu)建一套較為完整的、監(jiān)管效果較好的施工監(jiān)管體系。本文主要的研究內(nèi)容有： (1)結(jié)合實(shí)踐調(diào)研,分析政府投資項(xiàng)目施工階段監(jiān)管存在的問題,并探索導(dǎo)致這些問題的深層次的原因。 (2)通過政府投資項(xiàng)目監(jiān)管人和被監(jiān)管人的博弈分析,找出監(jiān)管策略。將網(wǎng)格化理論、集成理論引入政府投資項(xiàng)目施工監(jiān)管,按照“網(wǎng)定格、格定人、人定責(zé)”的原則,從多維度進(jìn)行劃分,明晰監(jiān)管責(zé)任,實(shí)現(xiàn)網(wǎng)格精細(xì)化監(jiān)管。提出代建單位“全面自控維”,政府監(jiān)管部門“監(jiān)管執(zhí)行維”,監(jiān)管協(xié)調(diào)指揮層“監(jiān)管控制維”的三維集成監(jiān)管體系。 (3)構(gòu)建了政府投資項(xiàng)目施工監(jiān)管體系。提出構(gòu)建原則、思路、目標(biāo)；明確監(jiān)管主體,客體,構(gòu)建以制度建設(shè)為前提,機(jī)制構(gòu)建為保障,過程監(jiān)控為抓手,績效考核為補(bǔ)充的施工監(jiān)管體系。 (4)以某新區(qū)政府投資項(xiàng)目施工監(jiān)管為例,總結(jié)其監(jiān)管的成績和問題,并為完善其監(jiān)管體系提供建議,同時(shí)為其他新區(qū)提供借鑒。
[Abstract]:Absrtact: with the development and practice of new urbanization and new district, local government investment projects are springing up. In order to fully implement the decision of the State Council on the reform of the investment system, governments at all levels are also strengthening the supervision and management reform of investment projects at the corresponding level. At the same time, our government investment project construction supervision also faces some problems, lack of effective supervision system. Therefore, from the perspective of the government, this paper combs the current research situation at home and abroad, summarizes the problems existing in the supervision of government investment projects in China, and tries hard to build the system, build the mechanism, monitor the process on the basis of theoretical analysis. Build a set of relatively complete construction supervision system with good effect in performance appraisal and so on. The main contents of this paper are as follows: 1) analyzing the problems existing in the supervision of government investment projects during the construction period, and exploring the causes of these problems. Second, through the game analysis between the supervisor and the supervisor of the government investment project, we find out the supervision strategy. The grid theory and integration theory are introduced into the construction supervision of government investment projects. According to the principle of "net fixed, fixed person, person definite responsibility", it is divided from many dimensions, and the supervision responsibility is clarified, and the grid fine supervision is realized. This paper puts forward the three dimensional integrated supervision system of the agent construction unit "overall automatic control", the government supervision department "supervision executive dimension" and the supervision coordination command layer "supervision and control dimension". The construction supervision system of government investment project has been constructed. Put forward the construction principles, ideas, objectives; clear the subject and object of supervision, build the construction supervision system based on the system construction as the premise, the mechanism construction as the guarantee, the process monitoring as the grasp, the performance appraisal as the supplementary construction supervision system. Taking the construction supervision of a new district government investment project as an example, the paper summarizes the achievements and problems of supervision, and provides suggestions for perfecting its supervision system, and at the same time provides reference for other new districts.
