建設(shè)工程招投標(biāo)階段溝通風(fēng)險(xiǎn)的協(xié)同管理研究

【摘要】:本文分析了建設(shè)工程招投標(biāo)階段溝通風(fēng)險(xiǎn)的特點(diǎn)和表現(xiàn)形式。結(jié)合風(fēng)險(xiǎn)管理理論對招投標(biāo)階段溝通風(fēng)險(xiǎn)識別的內(nèi)容、方法及過程進(jìn)行了系統(tǒng)的研究。基于協(xié)同理論提出了信息系統(tǒng)組織協(xié)同在識別、分析、規(guī)避建設(shè)工程溝通風(fēng)險(xiǎn)中的重要意義,重點(diǎn)分析了信息人在信息系統(tǒng)組織協(xié)同中的重要性,并特別強(qiáng)調(diào)了信息人信息處理能力對信息系統(tǒng)組織協(xié)同的重要意義,以及如何利用信息網(wǎng)絡(luò)平臺完善信息系統(tǒng)中各組織成員的協(xié)同關(guān)系。 本文基于協(xié)同理論和風(fēng)險(xiǎn)管理理論的研究,建立了建設(shè)工程招投標(biāo)階段針對溝通風(fēng)險(xiǎn)的協(xié)同管理機(jī)制。在信息溝通過程中發(fā)揮協(xié)同效應(yīng),使各個組織及組織成員之間互相配合、協(xié)同工作。針對溝通風(fēng)險(xiǎn)的協(xié)同管理機(jī)制包括評估機(jī)制、利益分配機(jī)制、協(xié)同機(jī)會識別機(jī)制、協(xié)同價值預(yù)先評估機(jī)制、溝通機(jī)制、整合機(jī)制、支配機(jī)制和反饋機(jī)制。重點(diǎn)分析了溝通機(jī)制和支配機(jī)制,有效的溝通機(jī)制是協(xié)同管理成功實(shí)現(xiàn)的基礎(chǔ),,而支配機(jī)制使系統(tǒng)發(fā)揮了整體功能效應(yīng),并強(qiáng)調(diào)了業(yè)主方在建設(shè)工程招投標(biāo)階段對資源要素的主導(dǎo)性和支配力。提出了組織協(xié)同是建立協(xié)同管理機(jī)制的重要保證。并在此基礎(chǔ)上構(gòu)建了針對建設(shè)工程招投標(biāo)階段溝通風(fēng)險(xiǎn)的協(xié)同管理機(jī)制模型。 各類信息通過基于協(xié)同機(jī)制的信息網(wǎng)絡(luò)平臺,有序、高效的傳播,信息溝通的全過程在實(shí)時監(jiān)控下進(jìn)行,減少和避免了溝通風(fēng)險(xiǎn)的發(fā)生。本文通過介紹信息網(wǎng)絡(luò)平臺的發(fā)展、特點(diǎn)和技術(shù)要求等具體闡述其在建設(shè)工程招投標(biāo)階段的實(shí)踐和應(yīng)用。
[Abstract]:This paper analyzes the characteristics and forms of communication risk in bidding stage of construction project. Based on the theory of risk management, the content, method and process of communication risk identification in bidding stage are systematically studied. Based on the theory of collaboration, the importance of information system organization coordination in identifying, analyzing and avoiding the risk of construction engineering communication is put forward, and the importance of information person in information system organization collaboration is analyzed. The importance of information processing ability to information system organization collaboration and how to use information network platform to perfect the cooperation relationship of information system members are emphasized. Based on the research of coordination theory and risk management theory, this paper establishes a cooperative management mechanism for communication risk in the bidding stage of construction project. Play a synergistic effect in the process of information communication, and make the organizations and their members cooperate and work together. The cooperative management mechanism for communication risk includes evaluation mechanism, benefit allocation mechanism, cooperative opportunity identification mechanism, synergistic value pre-evaluation mechanism, communication mechanism, integration mechanism, dominating mechanism and feedback mechanism. The effective communication mechanism is the foundation of the successful realization of collaborative management, and the dominating mechanism makes the system exert the overall function effect. It also emphasizes the dominating and dominating power of the owner to the resource elements in the bidding stage of the construction project. It is proposed that organizational coordination is an important guarantee to establish cooperative management mechanism. On this basis, the cooperative management mechanism model of communication risk in bidding stage of construction project is constructed. All kinds of information are transmitted in an orderly and efficient way through the information network platform based on cooperative mechanism, and the whole process of information communication is carried out under real-time monitoring, which reduces and avoids the risk of communication. This paper introduces the development, characteristics and technical requirements of the information network platform and expounds its practice and application in the bidding stage of construction project.
